2.0 CIVIL AND GEOTECHNICAL
Provide and perform civil engineering design and construction services as required to provide a complete, accessible, functional and usable project. The contractor is required to extensively coordinate civil design and construction work with the scope of the other disciplines described in this SOW.
2.1 SCOPE SUMMARY
Civil works for this project are comprised of, but are not limited to, site survey, geotechnical investigation, demolition, earthwork, storm system, septic system, and water. Refer to the bid schedule for which of these are base bid or optional.
2.2 EXISTING CONDITIONS
The property boundary for the site is not known. There are existing buildings on the southwest and southeast portion of the site, as well as a concrete slab and vegetation. The site is on top of a hill and slopes approximately 2% to the northwest.
There is no known existing topographic survey, as-built, or geotechnical information for the site.
There is a pressurized potable water connection on site. The reliability is poor and typically the city system runs out of water by 11am. The base has water storage units with pumps that fill the tanks in the morning to provide water for the day once the city system turns off. Rainfall and “Grey water” sanitary discharges collect in concrete gutters around the buildings and discharge offsite (discharge location unknown). “Black water” sanitary discharges to a septic tank/ leach field serving the hospital, which is assumed to have capacity for the building addition. The septic system is near the proposed addition. However, the exact location is unknown.
Prior to bid, investigate the general and local conditions which can affect the work and/or its cost, including but not limited to:
a. Location, size, material, and condition of existing structures, utilities, pavement, vegetation, and any other features. Site information provided to the Contractor by the Government is not to be considered accurate Site Survey information;
b. Weather, river stages, tides, or similar physical conditions at the site;
c. Surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site and due diligence research.
d. Mobilization and staging.
2.2.1 HAZARDOUS MATERIALS AND CONTAMINATION
There is no prior knowledge of any hazardous materials at the site. However, it is possible that hazardous material may be found from previous use of the site, or that materials to be removed contain hazardous materials. If hazardous materials are found to exist, immediately notify the COR, cease work in the area, and secure the site. Take precautions to protect the site from surface run-off and precipitation, and prevent leaching of any hazardous material in the surrounding area.

Locate tanks out of pathways and windows. For each rainwater tank, provide a spigot at the bottom of each tank. Below the spigot, provide a splash block that will drain water away from building foundations a minimum of 3 meters per site grading requirements. Provide an overflow system from the tanks to the “Grey Water” gutter system or splash blocks that drain away from foundations a minimum of 3 meters per site grading requirements. Reroute existing “Grey Water” system as necessary. Provide insect screens to all open orifices to the tank system. Provide UV resistant tanks.
