No, the use of 11x17 sheets of paper are acceptable, but that should be counted as 2 sheets against the page count.
6. Based on the solicitation Project Information and Attachment 3 Scope of Work, will experience in Environmental AE Services be weighted equal to experience in General AE Services?
No, environmental AE services will be weighted higher.
7. May previously completed PPQs for a Project Reference be used if available rather requesting another PPQ for the same Project Reference?
All current and relevant PPQs will be accepted. They must met the 90% complete and within 6 year requirement as listed in the solicitation.
8. If a final CPARS rating is available do we need to submit a PPQ?
This would be the Offeror’s choice whether to submit a PPQ or not, in addition to the final CPARS rating for the project.
9. Am I right that the SOW as outlined under 6. Project Information is of higher relevance for the evaluation than the SOW in attachment 3 of the solicitation?
No additional information will be provided, please use the information in the solicitation.
10. If so, are services that have been deleted in the amended SOW (attachment 3) “Design of repair or rehabilitation, maintenance, or new construction projects”, Engineering and feasibility studies for real property”, Structural Investigations related to real property” and “Construction supervision and inspection” of no or minor relevance to the solicitation?
Yes, they are no longer of relevance to the solicitation.
11. The solicitation indicates under the General Requirements, Part B. Laws and Regulations, that “The Contractor, subcontractors, employees and his agents shall all have the required certifications and licenses for performance of the work.” Form SF330-16a, Part E. Resumes of Key Personnel Proposed for this Contract requires that the Education (Degree and Specialization) is listed for each Key Person, but the accompanying certificates are not explicitly requested. In submittals to previous solicitations, we had included them under Appendix 1. The same goes for the company certificates (ISO 9001, Accreditation as a certified laboratory, etc.).
Question: Should the certificates for the Key Persons and/or companies be submitted, and if yes, where in the submittal? As an appendix to Part I?
Yes, under Appendix 1.
Question: Should the certificates for the companies (prime and subcontractors) be submitted, and if yes, where in the submittal? As an appendix to Part I?
Yes, under Appendix 1.
Question: Where in the submittal should the Past Performance Ratings (i.e. Past Performance Questionnaire) be provided? As an appendix to Part I?
Yes, under Appendix 1.

Question: Where in the submittal should the Letters of Commitment be provided? As an appendix to Part II?
Include them in an Appendix to Part I.
13. SOW 3.F.1 Remediation Designs refers to a “sample schedule of services … included in Appendix 1.” We find no Appendix 1 in the solicitation. Will you please provide?
The Schedule of Services will be provided to the Offerors selected to submit a priced proposal.
14. SOW 3.F.6.c Hazardous states, “A standard template Schedule of Services is provided …”. We find no such template in the solicitation. Will you please provide?
The Schedule of Services will be provided to the Offeror selected to submit a priced proposal.
15. SELECTION CRITERIA: c) Past Performance:
[…..] The PPQ, Attachment Two (2) included in the solicitation is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal for Factor a, Specialized Experience and Technical Competence.
We recently sent out the Past Performance Questionnaires for the Example Projects with the goal of requesting those best-acquainted with our work to provide feedback. Unlike in previous years, we have the situation where project managers on-site have been advised by Contracting not to provide feedback. On the other side, we have the case where individuals from Contracting are hesitant to fill out the form because they were not involved in the project to the degree of those on-site.
Question: Who is the desired recipient of the Past Performance Questionnaires (PM-Contracting, PM-Proponent, CO, COR)?
The PPQ should be filled out by the person that has firsthand knowledge of the project and they should complete the information in Blocks 5-8 on the PPQ.
16. Section 7 a) Selection Criteria - Specialized Experience and Technical Competence states at the end of the first paragraph, “Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts, where numerous Task Orders are listed together, are not acceptable as projects. Rather each Task Order would be considered a project.” Would it be acceptable to submit a project description that combines multiple task orders relating to a single project? For example, a soil and groundwater project at a specific site that involved PA/SI, RI/FS, and remediation supervision under three separate task orders?
No, the combining of task orders as stated in the synopsis is not permissible and will not be evaluated.
17. Bearing in mind the 75-page limit on SF 330 Part I (volume 1) and the requirement to submit past-performance documentation, should the PPQs be submitted in Volume 2 (with the Part IIs) as an appendix? PPQ’s and past performance do not count against the page count and are not “technically” a part of the SF330 Form. This is additional information requested by the Government.
It is the Offeror’s preference on how they attach/append this information to the SF330.
18. Could you please identify the Profile Codes / Experience Categories associated with this solicitation?
No additional information will be provided, please use the information in the solicitation.
19. Past Performance: Is there a minimum/maximum to the number of Projects that are to be submitted by the Prime vs. a Key Subcontractor?
No, there are no minimum or maximum number of projects that can be submitted by the Prime versus a Key Sub-contractor.
20. Please confirm that Sections A thru G have a 55-page limit and Section H has a 20-page limit. The Solicitation provides conflicting information.
Part 1 of the SF330 consist of Sections A-I, and (as stated in the synopsis) shall not exceed 75 pages, including no more than 20 pages for Section H.
21. Please advise if Section I of the SF-330 is included within any of the page limits given.
Section I is the signature block for the Authorized Representative at the end of the SF330 Form, and yes it is included in the overall page count.
22. Please advise if the following are included in the page limitations:
Cover Table of Contents Offer letter Letter of Commitment CPARS and Past Performance Questionnaires
No, they are excluded. These pages DO NOT count against the page limitation.
23. Provided it is legible, can a smaller than size 11 font be used in graphics and tables?
No, graphics and tables can be put on larger paper (11x17), but this will be counted as 2 sheets of paper.
