2. CIVIL WORKS

The building site location is on the direct landing path of the 02/20 runway of Brussels Airport. This is a secondary runway that is utilized only in the presence of heavy North/South winds. Belgocontrol (Air traffic Authority) has issued a height limitation on any structures in the runway path, thus affecting the new building site. The design team consulted Belgocontrol who authorized a limited height of +80.00m above sea level for new construction on the site.

The new School Building facilities will be set at finished floor elevation (FFL) of +67.50m to minimize impact of earthwork on the site and to facilitate a balance of earthwork cut to fill quantities as much as possible.

This FFL level of +67.50m will lower the impact of excess of earth to be evacuated from the existing athletic field site outside the school site. The existing athletic field mean level is set to 68.80m and the area is +/- 18.245 m2. The excess of earth to be evacuated is calculated at +/-24.000 m3.

The grading will facilitate accessibility in accordance with Architectural Barriers Act (ABA). It will also ensure the natural flow of storm water and used water away from the building. The ground floor is raised above the surrounding ground as per regulations.

The preparation of the site for the new school includes demolition of the existing sport field facilities, demolition and relocation of the existing roadway, earthwork re-grading to meet the lower grade elevations for the new school, installation of new perimeter fencing and associated amenities to meet the Garrison safety and security requirements and provide sufficient utility tie-ins. The site is located within a controlled perimeter. Controlled vehicle access shall be required within the designated stand‐off distance; controlled access shall be provided by vehicle non‐rated drop arms.

Supporting facilities will include communication systems, HVAC, electrical power, water, sanitary and storm sewer, exterior lighting, utility management and control

Flush curbing or ramps are used to facilitate wheel chair cart passage.

Pedestrian access is facilitated by arranging access from the parking areas to the school.

Athletic Field:

The new facilities ground level is fixed at 65.34m in the center of the football field. The highest equipment of the site are the lighting poles. Those lighting poles will not go above the height limit of +80.00m imposed by Belgocontrol (Air traffic control).

Utilities:

New sewer and drainage lines shall be provided connecting to the city sewer in front of Gate #9. This work will be performed under a separate contract. Tie in points for the new school are new manholes on the border of the school ground.

The School complex will be totally independent from the existing school sewer system.

The new sewer pipe network will discharge by gravity in the city sewer running along the Kennedylaan.

An underground storm water buffer is foreseen in accordance with Flemish legislation.

3. SITE ACCESS

Vehicular ingress/egress on the site is done via gate #7 and gate #9.

4. FACILITY DESCRIPTION

The building consists of a partial one-story neighborhood and administration wing connected to a two-story commons space framed by two-story neighborhoods, exploratory learning and building support spaces. A partial basement level for MEP equipment is located below the north-east corner of the two-story wing. The overall building footprint extends 72.42 meters in the north-south x 107.92 meters in the east-west direction. The building has a footprint of approximately 4,488 square meters.

The new school will be composed of three neighborhoods, a six-studio Elementary School (ES) neighborhood and two five-studio neighborhoods dedicated to the Middle and High School (MS/HS). The two five-studio neighborhoods are to be stacked on top of one another to allow for a more seamless transition between classes for the higher grade students, and more flexibility for the school to distribute course program each year. The two neighborhoods wings are positioned at opposite ends of the building in a rotated adjacency, creating an “L” shaped plan. This allows for separation of program inside while helping define the site outside.

At the ground floor level the administration, performance space, information center, along with the kitchen and building support spaces are all clustered together at the north and east sides of the 2 story commons to allow the south side to be glazed to the exterior. This creates a strong relationship to the existing campus buildings and the outside play areas, and takes advantage of the spectacular views to the South. A convenience stair with glass guard rails at the commons brings students up to the first floor.

The first floor is organized efficiently by combining the CTE and Science departments into one larger hub neighborhood that is connected directly to the first floor HS neighborhood through the commons. This allows for a very compact overall scheme that organizes the school’s program with appropriate adjacencies. Fire egress stairs are located at the north and south ends of the 2 story wing and at the center adjacent to the elevator and toilet room core. The central stair on the east side will provide access to the roof where roof top Air Handling Units for the HVAC system are located.

The school is intended to have one primary entrance at the north-west corner of the building with the administration wing forming a clear entry. Secondary means of entry are to the East to allow faculty and staff direct access from the eastern parking lot, and to the North, in the event that the school would need a second entry for students arriving by bus. The goods receiving area is at the north-east corner of the building and will contain a back-of-house entry and loading area. A partial basement with a separate stair access and equipment access areaway will house MEP equipment spaces.

The building is occupied during normal school hours five days a week, Monday through Friday. For weekends, after school hours, and school breaks the building may be used for afterschool activities and community events.

Furniture and equipment will be movable and flexible in arrangement to maximize the spatial possibilities for instruction and learning. Movable furniture and equipment is not
