15 October 2015

PROPOSAL DUE DATE IS EXTENDED TO 28 OCTOBER 2015, 1500 hrs Central European Time (CET)

1. The contract specifies 1.4 TSI engine. As this engine is only available on Audi/VW/Skoda models. Would the Government consider amending the requirement to increase the pool of vehicles allowed on the bid?

Response: Performance Work Statement (PWS) has been revised to indicate 1.4 TSI to 2.0 liter engine that will meet a minimum fuel efficiency requirement of 25 miles per gallon. Refer to PWS Section 3.

2. The contract requires unlimited mileage. The maximum standard available in Israel is 35,000. Any number above would require a custom adjustment to the contract, which would increase cost.

Would the Government agree to limit the mileage at 35,000 km per year?

Response: No, the Government cannot agree to limit our mileage.

3. For insurance purposes, would the Government provide information regarding the drivers?

Response: The PWS states that the contractor shall provide vehicles that have a manufacturer date of no more than one (1) year older than the date the contract is awarded. EXAMPLE: Award date is December 2015 – contractor can provide 2014 models or newer with no more than 6500 miles or 10,000 KM.

14. How will vehicle damages be covered?

a. The full coverage insurance and CDW requirement (Page 7 of 51 Item 5.j) appears to be in conflict with page 47 of 51 item # 9. Is vendor expected to provide rates with full damage protection included or is government responsible for all damage claims?

b. FAR 52.228-8 is referenced. Should FAR 52-228-8 (liability and insurance leased motor vehicle) be removed as these are rentals not leases and it is assumed the contractor is requesting rates with Full CDW included?
