About this file
This file is a technical specification document and attachment for a material handling basket designed for the US Army Corps of Engineers, Saint Paul District Lock and Dams Section. The basket is intended to utilize the existing Bulkhead Hoist picking beam system to transport equipment and materials across Lock and Dam No. 5A, replacing the function of standard stop logs (bulkheads) that are currently lifted by the hoist's rigid picking beam.
The material basket must feature a hard steel frame construction from top to bottom, remaining open without exterior sheeting, and include safety handrails extending around the perimeter with hinged ramps on the left and right ends that swing up and lock during transport to serve as enclosure doors. Critical to the design are rigid lifting lugs mounted on the top frame that accommodate the existing picking beam's dual deadbolt locking mechanism—specifically, each lug must incorporate a pie-shaped locator hole and a 4.25-inch diameter deadbolt hole positioned to accept the beam's locking deadbolts. The picking points must be precisely centered on the basket's frame to ensure level suspension when empty or loaded. The basket will be transported across the dam face by the hoist trolley system, which requires tight tolerance compliance with existing dam pier infrastructure. The design must support the approximately 8,000-pound weight of the picking beam resting on the frame while maintaining structural integrity for material transport operations across the water to the land-locked island side of the dam and vice versa.

Lock and Dams Section, Bulkhead Hoist; Picker and Picker lug points:
Photos & description of Lock & Dams Bulkhead Hoist with emphasis on the picking beam and beam attachment points.
Picker Beam is designed to lift and place the stop logs (AKA Bulkheads) visible staked under the hoist and picking beam. The beam locks into the stop logs utilizing a 4.25” diameter round deadbolt picking lug (one on each end of the beam) that moves outward on the left and right side of the picking beam when actuated remotely by the hoist operator. Picking beam is rated to lift the 48K lb bulkheads. Picking beam weighs ~ 8K lbs itself and so the frame of the material basket should be able to support the beam resting on it to lock the deadbolts in. Two deadbolts total; one on each end of the picking beam (one left, and one right):
Bulkhead hoist Lifting beam hooked into a stop log (AKA a Bulkhead) shown below:
Below Photo, Right side Lifting Beam attachment Lugs shown on separate stop logs. We need these type of rigid lifting lugs on the top frame of the material basket so we can utilize the existing picking beam to pick the basket; close up in next photo:
Below photo, Close up of the Right Side stop log lifting lug without the lifting beam on it. Note pie-shaped locator hole for the beam locator and hole for the 4.25” deadbolt which acts as a locked lift point when engaged outward on both ends:
Below photo of picking beam engaged in a stop log (AKA Bulkhead) taken from the right side, showing right deadbolt engaged:
Below photo, close up of lifting beam with right deadbolt engaged in bulkhead lifting lug:
Below Photo, Closeup of the locked in deadbolt on the left side of the lifting beam, locked into stop log:
Below photo is Top-down view from hoist looking at the left side of the picking beam sitting on top of (and locked into) a stop log.
The crude sketch below shows where the material basket would take the place of a bulkhead by locking into the existing picking beam for the purposes of moving equipment and materials from land, across the dam (over the water), and to the land locked island side of the dam and vise versa. Hard framed with steel top to bottom as outlined in the specs provided. The framing design shall remain open (in other words no sheeting around the outside of the basket frame to enclose it). Shall include safety hand rail all the way around and a hinged ramp on right/left ends (orientated with the lifting beam) that swing up and lock into place during transport thereby acting as the enclosure doors at either end. This allows us to drive small equipment on/off from either end.
Below picture is of the Bulkhead Hoist from Bridge elevation view with the picking beam all the way up in the cradle where it rides during all trolling transport across the dam:
Below photo is of the Bulkhead Hoist transporting a stop log (AKA bulkhead) across the face of the dam. The hoist trolleys back and forth across the full length of the dam. Note the extreme tight tolerance between the stop log and the dam piers.
Invision the custom material basket under the picking beam in place of the steel stop log in the photo. It will be critical that the picking points on the basket are at its center point so that it hangs level when empty/loaded.
