About this file

This is a Questions and Answers document addressing design and technical specifications for a lifting basket assembly project. The document clarifies critical requirements including ramp specifications, load capacity, caster ratings, guardrail design, and pin locator systems for a material handling basket intended for use in storage yards and river wall applications.

Key technical clarifications include: ramps must be angled between 18 and 22 degrees and rated for 28,000 lbs each; the basket must support a 28,000 lb rated load capacity with heavy-duty swivel casters capable of supporting 52,000 lbs (basket weight plus load); the basket structure must have a safety factor of 5 on its load capacity; guardrails may be welded in modular sections with full-height vertical posts; load testing must reach 125% of rated capacity with certification by the manufacturer per ASME B30.20 standards; the maximum overall length has been revised to 35.0 feet with defined lifting lug tolerances; and tie-down points must be positioned on opposing sides of the basket no more than 36 inches apart. The document references revised Statements of Work and Specifications that clarified dimensional envelopes and lifting lug requirements. Equipment will be loaded and unloaded via wheeled assemblies driven on and off the basket from opposite ends, with no single unit exceeding the full 28,000 lb capacity.

Additional Basket Q & A Question: Will the ramps be angled from the platform floor down to the concrete landing or horizontal during loading and unloading?

Answer: Yes

Question: If the ramp runs horizontal for loading/unloading, what will be the normal gap between platform and support on the landing?

Answer: In the storage yard the basket will sit on its wheels with ramps extending to the elevation of the bottom of the wheels. On the river wall the ramp will drop down less as in the distance to the bottom of the frame basket without the caster assembly

Question: What is an acceptable ramp angle?

Answer: between 18° and 22°

Question: How are you loading and unloading, what is being loaded? i.e. wheeled power equipment, forklift driving on ramp etc?

Answer: All equipment will be wheeled and driven onto the basket from one end and off the basket from the opposite end.

Question: Materials, parts, equipment, and supplies will be moved on and off via wheeled assemblies. Does any single unit constitute the full 28K capacity, and if so can you describe this?

Answer: No, no single unit of equipment carries the weight of 28K lbs

Question on the Guardrail: Our design will entail guard rail welded to vertical posts, in modular sections (either 8’, 7’ or 6’ widths). Scope of work asks for modular or removable for ease of maintenance: this is modular in sections but includes vertical the full height posts. Any issues with this?

Answer: No issues with full length height handrail sections.

Question on the River Wall pin locator stabilizer system: We envision the platform lowering onto the pins which are oriented vertically from a horizontal concrete deck. Is this accurate?

Answer: Yes, this is accurate

Question on the Pin locator system for the crane lifting beam: what is the required hole diameter for the lifting beam pins? Do you have a drawing of the existing locator systems on bulkheads you can share?

Answer: Yes, please see that attached drawing in the revised attachment.

Question from the solicitation: In the solicitation is states “The basket must support its own weight plus five times the rated load capacity when suspended or on its casters.” Please clarify.

Answer: The basket must include heavy-duty swivel casters with swivel locks and locking wheel brakes suitable for rolling on uneven outdoor concrete surfaces. The casters must be capable of supporting the weight of the basket plus the rated load capacity. The casters shall be included in the maximum outside dimensions of the basket.

Question: What is the overall design load to be supported by all combined casters, 164,000 lb or 52,000 lb?

Answer: 52,000 should be the rating of the casters for basket weight plus load rating. The basket itself has to have safety factor of 5 on its load capacity.

Question: Do the ramps need to be rated for 28,000 lbs each?

Answer: Yes, the ramps both need to be rated for 28,000 lbs

Question from the solicitation: It states “Conduct load testing to 125% of the rated capacity and provide a certificate of compliance. Does the load test have to be witnessed by a particular third-party certification body?

Answer: No, needs to be witnessed by the manufacturer and they provide certificate of compliance and the load test report, per ASME B30.20: Below-the-Hook Lifting Devices, section 20-1.3.9.2

Question: The maximum vs minimum width allows for a 4" wide member. That limits the design a bit. Are these envelopes fixed?

ANSWER: Please see the newly revised SOW and Specs which open up the maximum overall length of the lifting basket assembly to 35.0’ and better define the lifting lug (receiving structure) min/max tolerances

Question: The maximum length states 34', but that is the out to out of the lifting beam. The structure required to attach to the lifting beam has to be on the outside of the lifting beam so the overall length must be longer.

Answer: Correct. Please see the newly revised SOW and Specs which define the lifting lug (receiving structure) min/max tolerances

Question: Is there a desired minimum number of tie down points inside the basket?

Answer: One on each apposing side of the basket with a maximum distance of 36.0” apart over the entire length of the basket image1.png
