ASSUMPTIONS:
· The NAICS code for this acquisition is anticipated to be 237990 with a size standard currently at $45 million.
· Rock size is USACE R270 gradation (see specifications section 35 31 19.00 13)
· Notice to Proceed (NTP) is June 16, 2025
· End of navigation season 2025 is estimated December 9, 2025
· Start of navigation season 2026 is June 15, 2026
· End of navigation season 2026 is approximately December 5, 2026
· Estimated excavation required as part of Phase 1 is 1,400 Cubic Yards (CY). Typical dredging required to access Dakota Island is 1,000 CY – 2,000 CY
· Estimated quantities required to complete work for ALL PHASES:
· Excavation (mix of existing rock weir and granular; scour dependent
· 2025: 3,800 CY minimum, 5,800 CY maximum
· 2026: 1,600 CY minimum, 2,500 CY maximum
· Granular placement (assume potential scour hole at weir)
· 2026: 1,500 CY minimum, 11,700 CY maximum
The project is considering a construction phasing approach. The phasing language is found in Section 01 11 00, Summary of Work, 1.2.3 Phase of Work.
· Phase 1: Dog-leg (Western) weir, interim completion date September 5, 2025
· Commence work on rock placement between the upstream terminus and approximately STA. D7+40.46. Place in accordance with drawings up to elevation 631.45 feet.
· Phase 2: Notching of existing weir, interim completion date October 24, 2025
· Commence work on excavation and construction of notches between STA. D7+83.46 and the downstream terminus.
· Phase 3: Raising of the Dog-leg (Western) weir, interim completion date December 9, 2025 (end of navigation season 2025)
· Commence remaining work on rock placement to the full design dimensions. Place rock for the full horizontal extent of the weir in lifts. Each lift must be completed within the same construction season as when the work was initiated. Lifts will be no less then 30 inches thick and no more than 45 inches thick.
· Phase 4: Parallel (Eastern) Weir and Scout Protection, completion date of December 5 2026.
· Commence work on rock placement for the eastern weir and scour protection between the two weir structures.

QUESTIONNAIRE:
1. Could the entire project be completed (approximately 70,000 tons of rock) within the 2025 construction season?
2. If the entire project cannot be completed, could the dog-leg (Western) weir be completed (Phases 1 – 3) (approximately 35,000 tons of rock) within the 2025 construction season?
3. If the dog-leg (Western) weir cannot be completed, could Phase 1 and 2 of the dog-leg weir be completed (approximately 15,000 tons of rock)? And would it be possible to start Phase 3 with an additional 30 – 45 inches thick lift for the entire dog-leg (Western) weir up to elevation 633.95 – 635.2?
4. If approved, what restrictions and/or requirements, processes, procedures within the scope and specifications could be excluded to allow for construction of the entire project within the 2025 construction season?
5. Refer to the staging area in drawing G-102 indicating rock is not anticipated to be allowed on the paved surfaces. Verify if work limits and staging areas have sufficient space to perform the work. If not, how much additional space (in square feet) is required for your firm’s staging area (inclusive of trailer, parking, equipment, rock, etc.)?
6. Does your firm anticipate just-in-time rock delivery, having most of the rock delivered (and needing local storage space), having deliveries and some rock stored on-hand to allow for continuous production if a shipment is late, or some other method (please provide details)?
7. How does your firm anticipate transporting rock for placement? (i.e. via barge from an upstream location, via barge from a downstream location and locking through, via truck to the loading dock at Lock & Dam 7 then to a barge and locking through, etc.)
