About this file
This Standard Form 30 Amendment of Solicitation/Modification of Contract is for the U.S. Army Corps of Engineers procurement of three diesel engine-driven welder/generators with running gears. The equipment requires multi-process welding capabilities across various metals including aluminum, stainless steel, and steel, with a welding amperage range of 20-330A and auxiliary power output of 12,000W peak/10,500W continuous. Detailed technical specifications include a liquid-cooled diesel engine with 24.8 horsepower, Tier 4 Final compliance, 10-gallon fuel tank, and advanced arc control technology.
Key requirements include a purpose-built heavy-duty offroad wheel system, run-flat tires, cable storage tree, weather-resistive cover, and a 3-year warranty. The welder/generators must have a direct spool gun connection, engine management for load-based speed adjustment, and ability to perform simultaneous welding and auxiliary power generation. Delivery is specified to the Army Corps of Engineers Civil Works Service Base in Fountain City, Wisconsin by December 31, 2025, with acceptance contingent on inspection verifying the units are new, match documentation, include all accessories, and pass a functional performance test.

Three (3) Diesel Engine-Driven Welder/Generators with Running Gears
The U.S. Army Corps of Engineers has a requirement for 3 new, multi-process, diesel engine-driven welder/generators and 3 purpose-built running gears with associated accessories. The machine is required to have a multi-process welding capability and provide auxiliary power for job site tools and equipment.
Technical Specifications
The welder/generator and associated equipment to be acquired must meet the following minimum specifications:
Welder/Generator General Specifications
Welding Processes: Must be a multi-process welder capable of Stick (SMAW), MIG (GMAW), Flux- Cored (FCAW), DC TIG (GTAW-DC), Pulsed TIG (GTAW-P), and Air Carbon Arc Cutting and Gouging (CAC-A).
Weldable Metals: Capable of welding Aluminum, Stainless Steel, and Steel.
Engine: A liquid-cooled, industrial-grade diesel engine with a minimum of 24.8 horsepower. The engine must be Tier 4 Final (T4F) compliant and feature glow plugs for cold weather starting.
Fuel Capacity: A minimum 10-gallon diesel fuel tank.
Weld Output Type: Constant Current (CC) and Constant Voltage (CV).
Welder/Generator Performance
Amperage Range: A welding amperage output range of 20 to 330 A.
Duty Cycle: Rated output of 330 A at 31 V for 100% duty cycle (CC/DC Stick/TIG) and 330 A at 30.5 V for 100% duty cycle (CV/DC MIG/FCAW).
Carbon Arc Gouging: Rated for a 1/4 inch (6.4 mm) carbon diameter.
Arc Control: Must include advanced arc control technology for a smooth and consistent arc tailored to various applications.
Parameter Adjustment: The machine must have a user-friendly digital interface for setting weld parameters and monitoring machine status. It must also have technology that allows for remote amperage and voltage adjustments at the wire feeder without a control cord.
W912ES25QA0680001
Welder/Generator Power
Auxiliary Power Output: A minimum peak power of 12,000 W and a continuous power of 10,500 W.
Idle Power Capability: The unit must be capable of producing a minimum of 2,400 W of 120-volt inverter-based, pure sine wave power at idle speed to run tools and lights while welding.
Simultaneous Operation: The machine must be designed to allow for full auxiliary power output at any weld setting, with independent systems to prevent interaction between welding and auxiliary power.
Features and Accessories
Spool Gun Connection: A direct 10-pin spool gun connection is required to facilitate aluminum welding without the need for an adapter.
Engine Management: The machine must have the capacity to automatically adjust engine speed based on the load.
Warranty: A minimum of a 3-year warranty on parts and labor for the welder/generator.
All standard accessories and manuals for both the welder/generator and the running gear. With storage compartment on units, for manuals.
