About this file

This document is a Brand Name Justification for the U.S. Army Corps of Engineers, St Paul District to solicit and issue a purchase order for Outland Technologies remote operated vehicle (ROV) equipment and accessories under simplified acquisition procedures. The agency requires the Outland Tech ROV-1500 system, TRITECH sonar equipment, and related accessories due to compatibility with the existing systems in use by the agency's dive team. The agency cites the need for equipment that is familiar and already used by their dive team as the rationale for the brand name justification. This is a 100% small business set-aside solicitation with a NAICS code of 334511 and a size standard of 1,350 employees. Offers must be received by the due date listed in the solicitation posted on SAM.gov, and quotes must acknowledge any amendments. The equipment and training are to be delivered FOB(D) to the Mississippi River Project Office at Fountain City, Wisconsin within 12 weeks of contract award, covered by a minimum one-year warranty.

Additional equipment from Outland Technologies will ensure compatibility with existing equipment and reduce overall cost to replace items for non-compatibility. It will also reduce inventory by ensuring spare parts can be used throughout multiple pieces of equipment.

- USACE – St Paul dive team is familiar and trained on Outland Technologies equipment / functions. There is a long track record (5+ years) of Outland Technologies equipment in terms of reliability, ease of use, and ease of repairability.

- Overall equipment size was found to be minimal for deployment due to cross compatibility with existing equipment.

6. Rationale:

Developed by Virtual Acquisition Office™ for Federal Government use and customization.

a. Check and fill in all that are applicable:

The material or service must be compatible in all aspects (form, fit, and function) with existing systems. The current equipment utilized is Outland Technologies products, and the new item/service must coordinate, connect, or interface with the existing system(s) to reduce government cost and ensure mission readiness.

A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:

Other information to support a Brand Name buy:

7. Efforts to Obtain Competition: Market research conducted by USACE revealed these items are available in the commercial marketplace as more than three vendors provided capability of providing these items. There is full expectation that adequate price competition will be received in response to a request for quotes.
