Laboratory Tests of Soil – IDIQ Contract
1 GENERAL DESCRIPTION OF WORK
The Contractor will be required to perform a variety of laboratory testing on samples provided by the US Army Corps of Engineers (USACE), St. Paul District (MVP). The samples will include jar samples and undisturbed tube samples (5-inch or 3-inch samples). Samples may also include bag or bucket samples, which are typically collected for density testing or for tests on reconstituted (i.e. laboratory compacted) samples. Each sample will include information pertaining to its soil boring number, sample number, depth and location. Tests to be performed are listed in Table 1, along with the associated American Society for Testing and Materials (ASTM) procedure that shall be followed. Testing request forms will identify the tests to be performed under each task order. For any tests requested that are not in Table 1Error! Reference source not found., the price of that test will be negotiated with the task order.
At no additional cost, all samples tested shall have a soil classification reported by ASTM D2487-17, unless the only test requested on the sample is water content. If insufficient laboratory testing is requested to classify per ASTM D2487-17, samples shall be classified by visual methods.

1.1 WATER CONTENT
Test request forms may include a requirement to dry materials at 60 degrees Celsius or in a desiccator at room temperature if MVP personnel suspect soil to contain gypsum or other compounds having significant amounts of hydrated water.
1.2 OVEN DRIED LIQUID LIMIT FOR CLASSIFICATION OF ORGANIC SOILS
This CLIN is for completing an oven dried liquid limit and classifying a soil as organic or inorganic per ASTM D2487-17. Oven dried liquid limit shall be completed in accordance with ASTM D2487-17 and ASTM D4318-17. Non-oven dried liquid limits needed for the classification will be paid for under the Atterberg Limits CLIN.
1.3 STANDARD PROCTOR DENSITY
The Contractor shall assume that standard proctor density tests will be conducted on bag or bucket samples of any soil type (cohesionless or cohesive). Provide a minimum of five points to construct the compaction curve.
1.4 TRIAXIAL COMPRESSION AND DIRECT SHEAR TESTS
Unit prices for triaxial or direct shear tests are per specimen (i.e. confining/normal stress or “single point”).
Included in the unit price, the Contractor shall determine the initial water content and dry density for each triaxial specimen along with the water content and dry density before shearing of the specimen starts.
Stresses (confining/normal) and triaxial specimen diameters will be specified on the testing request form.
Tests shall be run to a minimum of 20% axial strain.
1.5 CONSOLIDATION TESTS
Included in the unit price, the Contractor shall determine the initial water content and dry density. Specific loading, unloading, and reloading schedules will be specified on the testing request form. The Contractor shall assume schedules will have 15 steps and will include an unload-reload cycle. Additional steps required in the schedules will be paid for under a separate CLIN.
1.6 HYDRAULIC CONDUCTIVITY TESTS
Included in the unit price of a hydraulic conductivity test, the Contractor shall determine the initial water content and dry density of each specimen. Permeability tests shall follow Method C test procedures as described in ASTM D5084 (falling head, rising tailwater elevation). The required hydraulic gradient and effective stress for the tests will be specified on the testing request form.
1.7 OTHER TESTS ON UNDISTURBED OR LABORATORY COMPACTED SPECIMENS
Other than the tests listed above, testing completed on undisturbed or laboratory compacted samples such as Atterberg limits, particle size determination, or specific gravity will be requested and paid for separately.
1.8 SAMPLE RECONSTITUTION
Some tests may be requested on reconstituted samples (i.e. laboratory compacted). Sample reconstitution is a separate CLIN from the requested test. The samples shall be compacted to the density and moisture content provided on the testing request form. ASTM D698 methods of compaction shall be used to compact the specimens to the specified density and water content. The density and water content of the compacted sample shall be reported, and these tests are included in the unit price for the reconstitution of the sample.
1.9 SHELBY TUBE EXTRUSION AND DESCRIPTION (3-INCH OR 5-INCH)
Extrude the sample from the Shelby tube and provide a visual classification and description of the soil(s) to include any structure, features, or defects within the sample. The description shall include the method of extraction and the condition of the tube. A color photo of the sample shall also be provided with orientation of the sample identified.
2 Laboratory and Personnel Requirements Unless otherwise specified or allowed by the Contracting Officer, all laboratory testing facilities shall be validated by the Corps of Engineers Engineering Research and Development Center’s Material Testing Center (MTC) to ensure compliance with Engineering Regulations 1110-1-8100 (Laboratory Investigations and Testing) and 1110-1- 261 (Quality Assurance of Laboratory Testing Procedures). Validation procedures are provided at:
https://mtc.erdc.dren.mil/. The Contractor shall be validated for all tests listed in Table 1 prior to contract award and shall remain validated for all tests for the length of the contract.
Prior to testing, USACE will store all samples at the St. Paul District Office located at 332 Minnesota Street, Suite E1500, St. Paul, MN 55101. To minimize the disturbance of the samples, USACE will deliver the samples to the laboratory. The testing must be performed at the laboratory where the samples are delivered; samples shall not be shipped to another office or laboratory. For this reason, the laboratory must be located within 50 miles of the USACE St. Paul District Office.
The laboratory must be capable of running triaxial compression tests on specimens with diameters of 1.4, 2.8, and
4.0 inches. The undisturbed samples submitted for testing will be either 5-inch diameter or 3-inch diameter thin-walled tubes or 5-inch diameter cardboard tubes. The laboratory must be capable of extruding and trimming these samples. The government reserves the right to be present at the laboratory when samples are being extruded.
The laboratory shall retain and preserve in a temperature and humidity controlled environment the remaining portion of the samples not tested in order to allow retesting of the sample(s) at a later date. The laboratory shall retain unused portions of samples for 60 days from when tests results are provided to MVP. MVP shall be notified prior to disposal to allow for pick-up of unused portions if deemed necessary.
Laboratory personnel performing the required tests shall be competent personnel, thoroughly familiar with the equipment and testing procedures being utilized and accustomed to good laboratory techniques. The personnel shall be conscientious in the handling and testing of soil samples and shall neatly record all test data produced. The laboratory and personnel shall be in compliance with ASTM D3740-23, Minimum Requirements for Agencies Engaged in Testing and/or Inspection of Soil and Rock as Used in Engineering and Construction.
3 Report Requirements The Contractor shall send the test results to MVP electronically, via email, when completed and reviewed by the Contractor. The Contractor shall sign the reports to indicate that the reports have been reviewed. The test reports shall be in PDF (Portable Document Format) format. Results for a particular type of test should be presented in the numerical order of the boring number and the sample number (Ex. 20-11M, SN1; 20-11M SN2; 20-12M, SN1; 20- 13M, SN1). Except for Atterberg limits, water content, and particle size analysis testing; test reports shall only report the results associated with a single sample. Multiple test specimens of the same sample shall be presented in the same test report (e.g., 3-point triaxial test). MVP reserves the right to require the Contractor to retest, revise, and/or resubmit the reports if errors and/or omissions are found at no additional cost to MVP.
In addition to providing PDFs of the reports, the Contractor shall also provide the results of the water content, Atterberg and particle size analyses in a format such that the results can be imported into the program OpenGround Cloud by Bentley. The format should be a Microsoft Excel file formatted for importing into OpenGround Cloud.
The required format of the Microsoft Excel file is attached. Alternatively, if active, the USACE OpenGround Contractor Cloud can be utilized to input soil testing data. USACE will provide the necessary permissions to Contractors entering data. The Contractor would need to provide a list of users with names and emails for the Government to grant access. The Contractor will need a license for OpenGround Cloud, the Contractor must obtain user-specific “named user” or concurrent licenses. The Contractor shall coordinate with the MVP’s Technical Point-of-Contact on the format and delivery of the test results.
The Contractor’s test reports shall at a minimum include the information as required by the associated ASTM standards. In addition, MVP requires the following additions and/or format to the test reports:
• Photo of the specimen after extrusion and photos of the triaxial specimens after shearing is completed (the photos of the sheared specimens can take the place of a sketch or can be in addition to a sketch).
• Pressures associated with triaxial tests reported in tons per square foot (tsf).
• Readings taken throughout the test (i.e. strain, deviator stress, pore pressure (when applicable), dial readings, deflections, etc.) and the reduced data shall be provided in a tabulated form.
• Time-deformation plots and tabulated data for each load step of a consolidation test is required. Also, include interpretation of the preconsolidation stress, compression index (Cc), and recompression index (Cr). Interpretation of the coefficient of consolidation (cv) is not required.

4 Execution The MVP Contracting Officer will issue task orders under the contract which will include a period of performance.
Samples and testing request forms will be dropped off throughout this period of performance. The Contractor must complete the testing and providing results within 60 calendar days from the date the samples are delivered. Delivery dates will be tracked on the testing request form.
Upon receipt of the samples, the Contractor shall provide MVP with a schedule of when the samples will be prepared, tested, and completed. The schedule must be updated bi-weekly and provided to the MVP’s Technical Point-of-Contact identified on the testing request form.
52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $200.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor -
(1) Any order for a single item in excess of $50,000.00;
(2) Any order for a combination of items in excess of $50,000.00; or
(3) A series of orders from the same ordering office within 60days that together call for quantities exceeding the limitation in paragraph (b) (1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 4 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
