STATEMENT OF WORK
SERVICES FOR STRAIN GAUGE MONITORING OF MITER GATE ANCHORAGES
AT LOCK AND DAMS
1.0 PURPOSE
General. The purpose of this contract is for instrumentation and monitoring of miter gate anchorages in the main lock chambers at three Mississippi River Lock and Dams in the St Paul District. This will help provide a better understanding of the existing conditions experienced by the anchor bars and anchorages over the course of the navigation season, and so it can be directly compared with other locks in the district.
Project Features. The anchorage system consists of an embedded anchorage frame, exposed top and bottom pin plates, and linkage assembly. The linkage assembly consists of two anchor bar segments, a split nut or turnbuckle, and anchor and gudgeon pins.
2.0 PROJECT DESCRIPTION
Instrumentation and monitoring of the anchorages, such as with strain gauges and strain transducers, shall occur for one full year (12 months) for Lock & Dam 3 and Lock & Dam 4, and for up to five years for Lock & Dam 6. Monitoring and data collection shall include records of date and time, ambient outside air temperature, miter gate opening and closing cycles, strain range, and stress range in each miter gate anchorage pin plate. The strain gauges shall be capable of measuring the full tensile and compressive stress range that is experienced by each anchorage. The configuration of strain gauges and strain transducers shall allow for isolation and calculation of the total axial load at each anchorage in real time. The government will be able to directly compare the anchor load results with other lock sites and will be able to make gate adjustments to reduce stress in the anchorages.
2.1 Instrumentation requirements/considerations:
2.1.1. The Contractor is responsible for design of the data acquisition and collection system, as approved by the Contracting Officer. The Contractor shall provide their own electric and data service to each anchorage recess. Tripping hazards associated with power or data lines run on top of the lock wall shall be kept to a minimum and the final system configuration is subject to approval by the Contacting Officer. The Contractor shall submit a work plan prior to installing any strain gauges or other associated equipment clearly explaining how each miter gate anchorage will be instrumented and data recorded and logged. The Contractor must explain the type of strain gauges and strain transducers to be used, configuration of gauges and transducers, method of attachment to the anchorage, how the strain instrumentation will be protected from the elements, power sources, and the data transmission system. The Contractor will also explain how outside ambient air temperature will be measured and recorded as well as how miter gate opening versus closing cycles will be measured and recorded. The make, model, and manufacturer of each component of the system will be given in the work plan as well as any pertinent catalog cuts to include manufacturer's written installation and operation instructions. The Contractor shall provide all personnel and equipment needed to maintain the system throughout the monitoring period. The Contractor shall have up to 48 hours to remedy any problems that occur with the system during the monitoring period.
2.1.2. The Contractor is responsible for all system installation, set up, and testing prior to hanging the gates on the anchorages. The Contractor shall ensure the instrumentation is properly zeroed out prior to applying any load to the anchorage assembly.
2.1.3. The Contractor is responsible for removing all components of the system after the monitoring period end date has been reached. The Contractor shall perform any required touch up painting where the anchorage protective coating has been compromised or damaged. The Contractor shall use a zinc rich cold galvanizing compound to perform any necessary touch up painting.
2.1.4. The Contractor must work real-time with site staff to make gate adjustments at each anchorage to reduce stress in the anchorages during initial installation and any gate adjustments that need to be performed during the data collection period.
2.1.5. Instrumentation must perform in an open outdoor environment for at least one year.
Instrumentation will be exposed to heat, cold, wind, rain, and snow. Seasonal temperature variation can range from -40 degrees Fahrenheit to 110 degrees Fahrenheit. Dewpoints can commonly exceed 70 degrees Fahrenheit in Summer. Instrumentation is not expected to perform if inundated by river flooding for a period of more than 24 hours.
2.2 Instrumentation Procedure:
2.2.1. The general procedure for the gate adjustments is as follows. The strain gauges will be installed on the exposed pin plates of the anchorages and strain transducers on the anchor bars. The USACE-MVP Maintenance and Repair (M&R) crew will ensure that anchorage assembly is connected appropriately to the miter gate. The Contractor shall install the strain gauges and strain transducers, and the location of the strain instrumentation and monitoring equipment must not interfere with the M&R crew’s adjustment of the anchorage assembly. The miter gates will be cycled by the lock operators. The Contractor will report the average axial load in the anchorages over the cycling period. In an iterative process, M&R will then adjust the miter gate and anchorage assemblies as needed. Finally, M&R will make any final adjustments to the anchorage assemblies based on strain gauge readings and axial load in the anchorage.
2.2.2. A minimum of three (3) strain gauges shall be installed on each anchorage pin plate, two (2) strain gauges on the side vertical faces of the pin plates, and one (1) strain gauge the top horizontal pin plate. Strain gauges must be attached to the pin plates in a way that does not flex or move or introduce stress concentration or damage to the steel.
Welding the strain gauges to the pin plates is not permitted. A minimum of four strain transducers shall be mounted at the anchor bars. Six of the eight anchorage’s instrumentation must operate via wireless data transmission equipment. Two of the anchorage’s instrumentation must operate via hard wired data transmission equipment to the lock house. That system shall be capable of providing real time data to the end user in the USACE St. Paul District Office. Any software needed to read or view the data shall be provided to the Government at no charge.
2.2.3. The data collected by the strain gauges should be normalized to account for environmental factors including temperature, both ambient and individual instrument, and changes in strain due to varying pool levels. The temperature reading shall be taken such that real-time temperature compensation can be performed. Changes in strain from varying pool levels should have a resolution of no more than a 1-foot change in pool level with readings taken at 1-hour intervals. Strain reading are to be zeroed, when the anchorages are in an unstressed condition, such that all recorded readings are relative to zero axial stress. The data acquisition shall be capable of performing temperature compensation in real-time and be able to perform additional calculations including strain to stress conversion and computation of axial stress from a pair of strain gauges. Raw data shall be recorded along with all calculated results.
2.3 Schedule:
The Contractor must provide an Instrumentation Team and the required equipment up to four (4) consecutive days for a minimum of ten (10) hours to complete the initial gate adjustments. The Government will inform the Contractor a minimum of five (5) days prior to the commencement of work.
2.4 Instrumentation Team:
The Contractor shall provide a maximum two (2) person instrumentation team, which will work with M&R crew as a joint team. Both team members provided by the Contractor shall have strain gauge installation and operation experience. A minimum of one (1) team member shall be proficient with operation of the respective software, evaluate the output, and apply the final data. This team member shall be present for the entire gate adjustment operation and be able to provide “real-time” results to the M&R crew.
2.5 Government Furnished Equipment:
The following Government Furnished Equipment will be provided to the Contractor during the gate adjustment period:
1. Power will be available on-site for all pertinent equipment during gate adjustment.
