QUESTIONS & ANSWERS

Questions & Answers:

Q1: Could you please clarify if the contractor will be responsible for 508 compliance?

A1: No, the Government will handle 508 compliance of the PDF’s.

Q2: What is the final newsletter completed size? Is there a requirement on paper weight for printing?

A2: Per scope of work section 2D, “The newsletter is to be printed on white, heavy paper, 14”x21” recycled paper, using soy ink in full color processing.”

Q3: Is there a requirement on paper weight for printing?

A3: 50 lb paper is what is considered heavy for newsprint, paper shall be 50 lb minimum.

Q4: Can USACE clarify what is required for “field investigations” under scope of work 2A?

A4: Field investigations may include site visits to project areas for the purpose of interviewing people of interest, taking photos, or obtaining documents.

Q5: Can USACE clarify who from the contractor’s organization would be required to travel to USACE districts?

A5: Travel personnel is up to the contractor in order to obtain needed details to write and complete the story.

Q6: Scope of work section 2C, can USACE elaborate on the current process of collaboration between USACE and the contractor on the idea list?

A6: The contractor would perform research to develop several possible lead story ideas and a few dozen relevent topic ideas. The initial ideas proposed to USACE may include lead stories, atrwork, pictures, etc.

W912ES22Q0018

Q13: There are refernces to “regional writing… within the Mississippi Valley Region” which creates restraints on competition. Will USACE consider omitting this from the evaluation criteria?

A13: The regional requirement is in place so the Contractor is experienced in the subtle differences between watersheds and has an understanding of the unique topics and needs of the Mississippi River.

Q14: Clarify “folded twice”, is the trim size 14”x21” folded in half to 14”x10.5”, and then folded in half again?
