STATEMENT OF WORK

1. GENERAL:

This requirement is for a non-personal services Indefinite Delivery Indefinite Quantity Contract (IDIQ) for Load Handling Equipment Inspection/Training and Safety Training. The Contractor shall provide all certified inspectors, instructors, materials, supplies, practical testing equipment, supervisions, and incidentals necessary to provide services associated with training, for the Corps of Engineers, St. Paul District Area of Responsibility, which includes but is not limited to the following project sites:

2. SAFETY:

The Contractor shall comply with the applicable provisions of the current EM 385-1-1, Safety and Health Requirements Manual, U.S. Army Corps of Engineers (current edition), OSHA, ANSI, ASME B30, NFPA, state and local requirement.

3. SERVICES:

Task Orders will be issued for performance of a range of services associated with Load Handling Equipment Inspection/Training and Safety Training that will fall into one of the broad categories of services below (Class sizes will not exceed 10 students per session):

Various Load Handling Equipment Training including but not limited to:

o Qualified Rigger (Level I, II, & III) o Rigging Gear & Sling Inspector o Signal Person o Equipment Maintenance o Lift Planning/Lift Supervisor

4. TECHNICAL REQUIREMENTS FOR SERVICES:

a. Applicable Publications: The Contractor shall perform training in accordance with the latest additions of the applicable publications as indicated below. They include but are not limited to:

Manufacturer Recommendations: For equipment, supplies, and materials used/or inspected by the Contractor

Operating Manuals, Repair Manuals and Maintenance Manuals Industrial Standards and Codes Underwriters Laboratories, Inc.

American National Standards Institute (ANSI) American Society for Testing and Materials (ASTM) American Society of Mechanical Engineer (ASME), including but not limited to: ASME B30, Mobile and Locomotive Cranes, Safety Standard for Cableways, Cranes, Derricks, Hoists, Hooks, Jacks, and Slings, copies of which are available for purchase at https://www.asme.org/products/codes-standards/b305-2011-mobile-locomotive-cranes

b. Contractor Furnished Equipment and Materials: The contractor shall furnish all labor, materials, supplies, training support equipment and supervision necessary to perform Classroom and performance training as specified within this SOW at contract areas as specified. Unless otherwise specified, when the Contractor provides services under a task order, the Contractor shall provide all the necessary “tools of the trade”, such as all government approved training and testing materials for both written and performance testing, to accomplish the work. This includes all books, training aids, Multi-media training programs, test weights or other hardware necessary for performance testing, the vehicles necessary to transport any materials and supplies, and/or Contractor personnel to and from the job site.

c. Qualified Person LHE Examiners, Instructors, Maintenance: The Contractor shall provide qualified personnel for performance of services under this agreement associated with Load Handling Equipment certified by a commercial qualifying / certifying organization in accordance with 29 CFR 1926 subpart cc (1926.1427). It is desired that instructors are certified NCCCO Level I and Level II rigger.

o Key Personnel: The Contractor is responsible to ensure that the contractor personnel providing work on this contract are fully trained and fully competent to perform the required services for the duration of the contract period. Contractor’s personnel provided under this contract must meet the qualifications, training, and requirements stated above.

o Personnel Substitutions: During the first ninety (90) calendar days of performance, the Contractor shall make NO substitutions of key personnel unless the substitution is necessitated by illness, death or termination of employment. The Contractor shall notify the Contracting Officer (CO), in writing, within 15 calendar days after the occurrence of any of these events and provide the information required below. After 90 days, the Contractor shall submit the information required below to the CO at least 15 calendar days prior to making any permanent substitutions.

o The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the CO. Proposed substitutes shall have comparable qualifications to those of the persons being replaced. The CO will notify the Contractor within 15 calendar days after receipt of all required information of the decision on the proposed substitutes. The contract will be modified to reflect any approved changes of key personnel.

d. Qualified Level I Rigger Training: Instruction shall include training for Qualified Level I Rigger in accordance with Guidelines set forth by EM 385-1-1 15.B and 29 CFR 1926.1404. Provide Certification through written and practical testing demonstrating acceptable levels of knowledge and capability.

Written and Practical testing shall demonstrate that the individual has acceptable level of knowledge in a mixture of the following minimum classroom topics:

OSHA regulations Wire rope slings & proper use Synthetic web slings &proper use Round slings & proper use Chain slings & proper use Rigging hardware & proper use Below-the-hook lifting devices Per-use sling and gear inspection Softeners & sling protection Verifying working load limit (WLL) Sling angles and angle stress Load balance Determining load weight

Safety while working around cranes Taglines & proper uses Power line safety

e. Qualified Level II Rigger Training: Instruction shall include training for Qualified Level II Rigger in accordance with Guidelines set forth by EM 385-1-1 15.B and 29 CFR 1926.1404. Provide Certification through written and practical testing demonstrating acceptable levels of knowledge and capability.

Written and Practical testing shall demonstrate that the individual has acceptable level of knowledge in a mixture of the following minimum classroom topics in addition to Qualified Rigger Level I Training:

How to conduct a pre-use inspection of slings and rigging gear.

Understanding D/d ratios Selection of slings and rigging gear suitable for the job at hand.

Applying hitches suitable for the specific rigging task.

How to calculate sling tension in bridle sling legs.

How to locate and calculate the weight of a load.

How to calculate and determine the load’s center of gravity.

Application of tag lines in accordance with OSHA regulations.

How to apply appropriate safety measures when working near overhead electrical power lines.

Use of rigging tools common to the industry.

How to use the Journeyman Riggers Pocket Guide (provided with this course).

Power Line Safety.

f. Qualified Rigger Level III Training (Master Rigger Level): Instruction shall include training for Qualified

Level III Rigger in accordance with Guidelines set forth by EM 385-1-1 15.B and 29 CFR 1926.1404.

Provide Certification through written and practical testing demonstrating acceptable levels of knowledge and capability.

Written and Practical testing shall demonstrate that the individual has acceptable level of knowledge in a mixture of the following minimum classroom topics in addition to Qualified rigger Level II training:

Instruction on the use of rigging tools such as come-alongs, jacks, rollers, blocking, and tension on block and tackle arrangements.

Use of overhead beams as rigging supports Proper use of beam clamps, trolleys, snatch blocks, tuggers, etc.

How to properly drift a load How to properly roll a load Techniques for removal/installation of equipment from difficult locations using LHE Detailed load planning for complex and critical lifts to include multiple crane lifts How to use come-a-longs with overhead lifting

g. Rigging Gear & Sling Inspector Training:

Written and Practical testing shall demonstrate that the individual has acceptable level of knowledge in a mixture of the following minimum classroom topics:

Inspection requirements – frequent & periodic Certification of slings and rigging gear

Methods of documentation & critical issues Methods of removing & disposal of deficient gear Wire rope types and construction Wire rope end fitting inspection Evaluating wire rope damage – cause and effects Various ways rigging can be damaged and how to mitigate hazards Inspections on web/round slings, chain slings, wire rope slings, chain and lever hoists, hooks, shackles, rings, eye bolts, and other below-the-hook lifting devices Proper inspection techniques & analysis of findings

h. Qualified Signal Person Training: Instruction shall include training for Qualified Signal persons in accordance with EM 385-1-1 16.B.06 and 29 CFR 1926.1419. Written and Practical Testing not required for certification. Instruction shall include the following minimum classroom topics.

Terminology of the new standard Crane characteristics & limitations Signal person responsibilities When a signal person is required Hand and voice signals The dangers of side loading Crane dynamics as it pertains to a signal person The dangers of two-blocking Tipping and structural failures The dangers of working around power lines The clearance requirements for cranes and power lines The course of action if power line contact is made Step and touch potential The requirements to keep clear of the load (Fall zone) The requirements of §1926 Subpart CC as it pertains to a signal person

i. Maintenance Training: Instruction shall provide training covering maintenance aspects of load handling equipment as specified in each task order. Load handling equipment includes but is not limited to: Lattice boom cranes, telescopic boom crane, overhead bridge cranes, and jib cranes. Training should be designed for operators as well as mechanics designated to operate and maintain identified equipment. Written and Practical Testing not required for certification. Instruction shall include the following minimum classroom topics:

Required Inspections Preventive Maintenance Manufacturer Operating Manual and instructions Basic Hydraulic and Pneumatic Systems Basic Electrical Schematic Interpretation Gear Types and inspections Bearing types and inspections

j. Lift Planning/ Lift Supervisor Training: Instruction shall include training for Lift Planning, critical lift planning and the duties and responsibilities of a Lift Supervisor/Director, as identified by 29CFR1926.1400 (Federal OSHA), ASME P30.1 Lift Planning and ASME B30.5 Mobile and Locomotive Cranes. Provide Certification through written test demonstrating acceptable levels of knowledge and capability.

Written test shall demonstrate that the individual has acceptable level of knowledge in a mixture of the following minimum classroom topics:

ASME B30.5 Responsibilities OSHA requirements for Lift Director ASME P30.1 Lift Planning Site Preparation Traffic Control Crane Load Chart Data Rigging Capacity Data Hazard Recognition Risk Assessment Multiple Crane Lifts Lifting Personnel Lift Data Sheet Load Schematic, Rigging Method and Selection Pre-Lift Safety Checklist Crane Set-up Schematic Load Travel Path and Personnel Placement Load Handling Sequence and Procedures

5. PRE-SERVICE SUBMITTALS:

Prior to providing any services, the contractor shall submit the following submittals for government approval to the CO. Submittals shall be kept on file. Any revisions or alterations to previously approved submittals shall be re-submitted for government approval prior to implementing any such revision. The following submittals shall be submitted within 30 calendar days from award unless otherwise specified.

Accident Prevention Plan: As required from the safety references detailed in section 2: Safety

Lesson Plan/Student Guide: Submit prior to performance of each required training a detailed lesson plan to address the following: Learning goal(s), objectives, materials/equipment to be used, all applicable standards, background knowledge, content/key points, instructional technique, estimated time, summative assessment, etc.

6. POST-SERVICE DELIVERABLES:

Upon completion of services as required, the contractor shall submit the Specific training certification as well as the training attendance sign in roster within 10 calendar days from completion of any training, unless otherwise specified.

Rigging Training Certificate: Submit for each successful trainee. Certificates shall indicate the name of the individual, course successfully completed, and certification date.

Training Attendance Sign-In Roster: Submit a Training Attendance Sign-In Roster for each training session provided and completed. Training Attendance Sign-In Roster shall indicate the dates in which training took place, type of training provided, number of hours of training, students names and signatures, and instructors name and signature.

AWARD WILL BE BASED ON THE FOLLOWING:

The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use a comparative evaluation process as defined in FAR 13.106- 2(b)(3) using the below factors:

EVALUATION FACTORS

The Government will evaluate the following items:

TECHNICAL

Qualifications/Experience of Personnel: The offeror must provide information demonstrating the qualifications of personnel to meet the requirements as defined in paragraph 4c, to include:

• A listing of all personnel detailing their level of experience and qualifications who will be assigned to perform as primary or as back-up for the required services. (Offerors must complete attachment and submit with their quote.)

PAST PERFORMANCE

PRICE

Award and Selection:

Following receipt of quotes, the Government will perform an evaluation using a comparative analysis of the services quoted, in an impartial manner. The Government intends to compare what has been quoted to one another to select the service that is best suited to fulfill the requirement. The evaluation factors outlined in this request for quote will determine suitability.

The Government anticipates selecting the best-suited service from the contractor who provides the lowest price based on initial quotes, without engaging in exchanges with contractors. Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and price in response to this request for quote.

Once the Government determines there is/are a contractor(s) that can provide a product/service best-suited to meet the requirements of this request for quote, the government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues.
