STATEMENT OF WORK
1. PROJECT DESCRIPTION
The Saint Paul District of the U.S. Army Corps of Engineers (USACE), Physical Support Branch, has issued this solicitation for the procurement, installation, testing, and commissioning of new HVAC Units (mini splits) with heat pumps for the motor vessel General Warren. The current HVAC units are original, about 15 years old, failing, and need constant attention. There are 17 Fan Coil Units (FCU) and 10 Condensing Units in need of upgrades. Ceiling space is limited, and a site visit it is recommended. The contractor shall be responsible for all costs incurred for site visits prior to awarded contract.
The contractor shall be responsible for installing, testing, and commissioning of the new HVAC units with heat pumps on the General Warren to include all labor and materials associated with the replacement of the HVAC system. All installation and testing shall take place at our service base, located at 431 North Shore Drive, Fountain City, WI. 54629 between Dec. 1, 2021 and April 15, 2022. If the weather does not permit system testing and commissioning at the time of completion the contractor shall schedule a system test and commissioning on the next business day of permittable weather.
2. OPERATIONAL BACKGROUND
The General Warren is a towing vessel that pushes the Dredge Goetz fleet up and down the Mississippi River System. The U.S. Army Corps of Engineers, Saint Paul District, operates the General Warren in the northern sections of the Mississippi River and parts of the Illinois River.
It is typically mobile from April thru November. For this reason, the work needs to be completed between 01 Dec 2021 and 15 Apr 2022 at the Fountain City Service Base (FCSB) in Fountain City, WI.
3. SCOPE OF WORK
The contractor shall assume complete responsibility for procuring new HVAC Units and the disposal of the old units following all local, state, and federal regulations. Should the condensing units need to be relocated the contractor shall notify the Physical Support Branch Representative.
The contractor shall provide operational and/or instructional manuals for the operation of the units to include but not limited to; normal controlling of thermostats and settings, routine maintenance and cleaning, common troubleshooting procedures, SDS for any chemicals, etc.
The Contractor shall be responsible for installing, programming, commissioning, and testing of the HVAC Units on the General Warren, including all labor and materials associated with installation. All installation and testing shall take place at our service base, located at 431 North Shore Drive, Fountain City, WI. 54629 between Dec. 1, 2021 and April 15, 2022.
6. STANDARD PARTS & MATERIALS
All articles, fittings, equipment, machinery, supplies, and materials used in the construction and outfitting of the HVAC Units shall be of the highest grade, free from defects and imperfections, unused and, be the standard product of reputable manufacturers, to the maximum extent practicable. Any material not specified shall be the best of their kind for the purpose intended.
Materials specified herein to meet the requirements of standard specifications published by national authorities shall conform to the respective editions, including amendments, specified.
No salvage materials shall be used in the work.

All FCUs and Condensing Units are 230v, single phase, 60 Hz See attached sheet for make and model of current units.
Notable Constraints:
The work shall be completed in Fountain City, WI. Contractor shall work with the point of contacts on the start and completion date.
As noted in the Scope of Work (SOW), the ceiling space is limited. The contractor shall measure and consider this constraint to stay within the project timeline.
Preferences/Reasoning The Saint Paul District of the U.S. Army Corps of Engineers (USACE) asks for the Brand of units to be replaced be that of either Mitsubishi or LG. As the vessel is mobile, we need to be able to find parts and technicians to work on them up and down the Mississippi and Illinois Rivers. Other Brands would be acceptable with proof of parts convenience and technician support.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
