About this file

This document provides an amendment to an invitation for bid for the Drain 27 Wetland Restoration project. The amendment revises several plan sheets to update utility information and haul route details, provides responses to vendor questions, and replaces pages in the submittal register. The project is located near Horace, North Dakota and aims to mitigate wetland impacts from flood risk management infrastructure. Offerors must check the System for Award Management for any updates to the solicitation. The resulting contract will be firm-fixed price for excavation, embankment, and road work between $5-10 million. The North American Industry Classification code is 237990 and it is a total small business set-aside. The U.S. Army Corps of Engineers is the contracting agency.

SUMMARY OF AMENDMENT 0001

Plans

1. Plans: Replace plans sheets G-002, G-101, B-101, CD101, CD102, CG101 to CG109, CS101 to CS103, CS401, CS402, CS602, and LS 101 with the attached plan sheets (FMMD27_Amendment_0001_Sheets_02072022.pdf).

2. The horizontal position of the “Haul Route to Stockpile Area” has been revised to be west of the existing ditch along 172nd Ave SE. Work Limit points W-6, W-7, W-70, and W-73 have been revised.

3. The existing utility information on sheet CD102 has been updated. Many of the existing utility lines have recently been relocated/lowered within the proposed excavation area.

a. The estimated elevation of the buried communication within the excavation area, along 57th St.

S, has been added.

b. The portion of the overhead electric line relocated to buried electric, along 57th St. S, has been added. The remaining poles within the work limits are to be removed by others.

c. The estimated depth of the buried gas line within the proposed excavation area, along 57th St. S, has been added.

d. The estimated elevation of the buried watermain within the excavation area, along 57th St. S, has been added.

e. The overhead electric line (and poles) along 112th Ave. S has been called out to be removed by others.

f. The buried electric line along 112th Ave. S has been called out to be protected in place.

g. The “End Watermain Removal” callout along 112th Ave. S has been changed to “End Water

Service Removal”.

h. The scale bar on many of the plan view sheets has been revised to be the correct size.

Specifications

1. Specification Section 01 33 00 Submittal Procedures, paragraph 3.12 Attachments, line item 1, Submittal

Register. Change “6 PAGES” to “5 PAGES”.

2. Specification Section 31 00 00.00 13 Earthwork, paragraph 3.15.2 Field Density Tests, lines 7-9. Delete “An example table in PDF is contained in the attachments to this section and an EXCEL version is available from the Contracting Officer.” Replace with “An example table will be provided upon request after contract award.”

Vendor Submitted Questions and Responses:

Q - Please provide CAD files to assist in quantity takeoff and breakdown for construction estimating. This request would be for linework contours for both existing ground surfaces and finish grade surfaces in .dwg format. If available, please provide .xml files for original ground and design surfaces.

A - Per Section 01 71 23.05 13 paragraph 1.3, "3D design files (.dgn) are available upon request after Contract Award."

Q - Will additional time be awarded when the Option is executed?

A - No, the completion date will not be extended when the option is executed.

Q - The scaling is off for the site plans provided. When scaled to the bar provided, the measurements of the stationing are 1.052 times the length they should be. For example, if the scale bar provided is 500 ft, and the drawing is scaled to that, when a stationing segment of 500 ft is measured, the length comes out to 526 ft rather than 500 ft. Could this be addressed? The below pages were confirmed to have the scaling issue: CD102, CG101- CG109 and CS101

A - The sheets are scaled correctly (The distance shown on stationing is correct). The scale bar was mistakenly placed within these sheets at 95% of the correct size. Amendment 0001 adds the corrected files.

Q - Sheet ID CG102 shows the grading plan for the northernmost portion of the wetland restoration area, including the Earthen Structure and the Borrow Ditch. These two structures do not have contour lines in this sheet, nor in sheet CS101 (Earthen Structure Plan). Could contour lines be provided in the grading plan for the Earth Structure and Borrow Ditch

A - We typically do not use proposed contours in our plan sets. The excavation area is an exception since sections/profiles could not be used to accurately depict the area. The borrow ditch and earthen structure are defined with typical sections, profiles, and details. The borrow ditch has a profile on CS202 and section on CS302.

The earthen structure has a profile on CS202 and typical sections on CS301. Grading points for the earthen structure/riprap/borrow ditch are shown on CS401.

Q - Is the turnaround shown on page CG108 part of the option, or a separate project altogether? CG108 does not have any design contours for this turnaround, which seems to indicate this is a separate project.

A - The turnaround area (112th Ave S. Terminator Turnaround) is part of the option for this project. The design plan is on CS103 and section is on CS302.

Q - Page CG102 shows the grading site plan for the northernmost area of Drain 27, including the Borrow Ditch. The borrow ditch boundaries are not clear. Could the Corps provide clarity on this?

Also on Page CG102 it shows the site plan for the new access road but did not provide any design contours or finished grade points for the road. Could these be provided?

A - The borrow ditch is defined with a profile on CS202 and section on CS302. The detail shown on CS401 also has grading points that help define the borrow ditch. The grading point tables are shown on CS602. The access road is defined with a profile on CS201 and section on CS301.

Q - There is no profile view for the East Ditch referenced throughout the plans (page CS101 particularly displays this). As such, the elevation changes of this ditch are unclear. Could the Corps provide this information?

A - There is no profile for the East Ditch. The tie in elevations are called out on CS101 (constant slope between the upstream and downstream end) and a typical section is shown on CS302. The East Ditch stationing and control line table (see CS601) give the horizontal position of the ditch.
