About this file

This solicitation amendment provides answers to vendor questions on solicitation number W912ES20B0021 for repair of damage to Harpers Slough Islands in Allamakee County, Iowa. The U.S. Army Corps of Engineers, St. Paul District seeks a contractor to complete repairs between $5-10 million. The work includes restoring islands damaged by flooding in recent years using dredged material. The amendment clarifies that excess dredged material may be used for backfilling and that material paid as construction pads can also be paid if used for island fill or disposal.

AMENDMENT 0002

Vendor Questions and Answers:

Q - Can Material designated as excess material disposal be placed at the big slough beneficial use site?

A - Excess material may be used to backfill dredged areas as noted in the Plans (see Sheet C-103, Note 13).

Placement of material is not allowed at Corps’ dredged material placement sites, including the Lansing Highway Bridge location (Big Slough).

Q - Due to mailing issues with the pandemic, is it possible to change the bid submissions to a type of electronic upload, instead of mailing a hard copy?

A - This office has conducted several bid openings since the beginning of the pandemic. So far, I have not been informed of any issues with submitting bids in hard copy form. Bids shall be submitted in accordance with the Bid Submission instructions within the solicitation.

Q - If additional access dredging is required (surpassing island fill), will additional access dredging quantity be paid as excess material disposal?

A - Yes. The contractor may dispose of excess access dredging on M2 see Specifications Section is 35 20 23 DREDGING, paragraph 3.2. However, a quantity balance will have to be submitted following preconstruction surveys. These surveys also have to show that this additional access dredging is required to complete the work.

Q - Can excess material removed from construction pads be used as access channel backfill?

A - Yes, but only in the locations specified in the planset (C-103 Note 13 and C-104 Note 7). Required construction pad removal is specified on planset sheet C-302.

Q - If material is paid as construction pad material, will it be paid for again if used for excess material or island fill?

A - Yes - See Specifications Section 01 22 00.00 10 MEASUREMENT AND PAYMENT, paragraph 1.9.4 Construction Pads, subparagraph 1.9.4.2 Measurement and planset sheet C-103 Note 13 and sheet C-104 Note 7.

Q - If construction pad material is subsequently used as dredge backfill, will it be paid as excess material disposal?

A - Yes. Material meeting granular specifications (Specifications Section 35 20 23.40 13 PLACEMENT OF FILL, paragraph 2.2.3 Granular Fill) may be placed in hatched areas as shown in the planset (C-103 Note 13 and C-104 Note 7).

Q - Do existing willows need to be removed from islands?

W912ES20B0021

A - No. The contractor may remove willows as necessary to reach the work areas. Removal should be minimized to the extent possible (see planset sheet C-102 Note 7).

Q - In reference to 01 22 00.00 10 para 1.9.4; "Granular fill removed from construction pads designated to be removed is measured either as granular fill, if placed on an island, or measured as excess material disposal." Will the same cubic yards be paid for twice? - First as construction pad material and second as island fill/excess material disposal.
