C-2 SPECIFICATIONS
C-2.1. Contact: The Contractor shall contact the Section Supervisor (Jeff Steere 651-290-5808) to coordinate the work at the Leech Lake Recreation Area.
C-2.2. Utilities: The Contractor is responsible for locating all utilities prior to beginning work.
C-2.2. New Well: The Contractor shall drill a new 6 inch PVC well within 15 feet of the old well on the west northwest side of the pump house in the lawn. The pump house has 3-phase electricity available. The contractor will be required to add a main electrical panel, breakers, wiring, conduit, parts, Etc. to power the new well and components with 3-phase electricity. The well pump for the new well shall be variable speed, 3-phase, minimum 7.5HP at 75GPM or larger depending on well capacity after the well is drilled and sized appropriately to be compatible with the new fire hydrant as specified in paragraph C-2.4, plus supply the demand for the Leech Lake Recreation Area that may utilize up to 4,000 thousand gallons of water per day during the months of May thru October and as little as only about 1000 gallons per month during November thru April.
Contractors are to bid this work to comply with minimum 7.5 HP at 75 GPM. Once the new well is drilled, the new well capacity will be determined by the contractor and that data must be provided to the US Army Corps of Engineers along with actual HP and GPM recommendations along with pricing information for appropriately sized equipment that matches the new well capacity for consideration by the Contracting Officer or Representative to modify the pump, piping sizes, from the above specified 7.5HP at 75 GPM, etc. Then the contractor shall provide and install an appropriate well regulator/control box and pressure switch, appropriately sized rigid water line down the well, appropriately sized poly water line from the new well into the pump house, appropriately sized stainless steel well screen, new wiring from the well to the new regulator/controls inside the pump house, and a replacement pressure tank to accommodate the new variable speed pump system. The Contractor is responsible to add appropriately sized water line for the fire hydrant and for connecting to the existing 2 inch copper water line inside the pump house that currently supplies water to the Leech Lake Recreation Area. The new waterline from the well shall enter through the floor of the pump house. The existing well water supply system is about 200 feet in depth and utilizes a Standard Pressure System.
C-2.3. Abandon Old Well: The Contractor shall abandon the old 8 inch steel well according to state codes and the following specifications. The existing well is located in the southwest corner inside the pump house. There is a skylight in the roof for access directly above the well. The contractor shall remove the discharge spool and well pump and cut off the steel well casing flush with the concrete floor. The well shall be filled with bentonite or another approved material used for sealing abandoned wells according to the state well abandonment code. The electrical controls and wiring on the inside of the pump house that were used with the old well shall also be removed so that the new electrical controls and wiring can be installed in the same general location.
C-2.4. New Fire Hydrant & Installation: The Contractor shall provide and install a new Dry Barrel Hydrant with Drain Valve, water supply pipe, fittings, shut off valve, with all necessary components, parts, and provide all locates, equipment, digging, trenching, labor, etc. to install a New, Year-Round, Red, Frost Proof, Fire Hydrant with 3-Outlets (of which one must be 4-1/2” and two must be 2-1/2”), that is designed with the new well specified in this contract in the following location: East approximately 25 feet from Pump House, and West approximately 35 feet from the Main Boat Ramp Parking Lot (see attachments for map of Parking Lot that’s located East of the Pump House). This location is on the West side of the row of Red Pine Trees located adjacent to the above described Parking Lot so not to kill the trees. The contractor is required to locate buried utilities and then the exact location will be determined and approved by the US Army Corps of Engineers. Water for the new fire hydrant will be supplied from the same Pump House that the new well is being piped into. The water supply to the hydrant will be constructed to meet the new well output capacity that will be determined after the new well is drilled and tested. The contractor will be required to perform a flow rate test witnessed by US Army Corps of Engineers to satisfy this requirement. The contractor is responsible for changes to or additional piping inside the pump house including pipes, fittings, valves, shut offs, back flow preventer, Etc. and drilling or cutting through concrete floor, Etc. The new Fire Hydrant and all components and water supply will comply with standards for year-round use for filling tanks.
The MN Department of Health requires there to be a back flow preventer installed into the water line that supplies the fire hydrant. The contractor shall provide and install a back flow preventer into the fire hydrant water supply pipe inside the pump house that meets the MN Department of Health codes and guidelines.
Two photos are attached at the end of this document to illustrate an example of a Fire Hydrant in use at an off-site location.
