Section SF 1449 - CONTINUATION SHEET

STATEMENT OF WORK

Dry-docking, inspection and repair of Barge #706 & 708 The contractor shall be responsible for transporting the barges from a location (to be determined) between UMRM 734 Lacrosse WI & 698 Fountain City WI. Upon completion of work, the Government may exercise the options for return of the barges to a location to be determined by the Government between UMRM 698 & 734.

The Contractor shall raise the barge on dry dock and clean the hull exterior (main deck down) and the interior hull plate and structural members of both rake ends by water blasting to remove all debris, scale, rust, and loose paint. The Media blasting of interior is acceptable. Prior to cleaning, the Contractor shall notify the Contracting Officer (CO) when the barge is up on dry dock and available for inspection.

After cleaning, the Contractor shall visually inspect the hull plating and structural members noting any identified problem areas, document the findings in writing, and provide a written report of the findings to the CO. The extent of interior blasting and painting will be determined after the Government inspection.

Hull condition shall be surveyed by ultrasonic testing on a 2’ grid pattern, which shall also be documented in writing with the written report of findings provided to the CO. The Contractor’s report shall include recommended actions to address any problem areas identified during the visual inspection and ultrasonic testing. The Government shall make the final decision for any hull plate and structural member replacement based on the inspection and testing. The Contractor shall procure the materials necessary to make repairs. For structural members that require replacement, the Contractor shall be responsible for procuring structural members as needed. The Contractor shall be compensated for work directed by the Government based on the results of the inspection and testing as provided in the pricing schedule. The Contractor will only invoice for actual footage of work performed.

The Government will evaluate pricing based on an estimate of replacing 500 SF of hull plating and 200 LF of structural members, and interior hull priming/painting of 4,200 SF per barge. Prices quoted per unit (SF or LF) for hull plating, structural member replacement, and interior hull painting shall include all labor, materials, and incidental costs. The Contractor shall be compensated only for the actual footage of work performed that has been approved in writing by the Contracting Officer.

Upon completion of repair work the contractor shall paint the inside and outside of the hull to include all new steel plating, structural members, and hull plate. The extent of the interior painting will be determined by the Government. The interior painting option shall be approved in writing by the Contracting Officer prior to performance. The Contractor shall be compensated only for the actual square footage of interior painting performed that has been approved in advance. Outside painting is not needed on the deck, all exterior painting on the hull and side plating is from the main deck down. Compensation for exterior painting shall be included in the price quoted for “Various Services” (Items 0001AA and 0002AA) for each barge. Painting shall include a one-coat primer (brushed, roller, or sprayed) and a one-coat marine epoxy (example:

Sherwin Williams Seaguard 6,000 Marine Epoxy).

Barge description:

All steel construction flat deck cargo barges, 110’ X 26’ X 6’, double raked.

Safety requirements The contractor’s work methods shall comply with all requirements of the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EMS 385-1-1 and applicable OSHA regulations. Work shall be conducted in accordance with all State and local regulations.

Lead Paint Please Note: The existence of lead based paint has not been determined by the Government. Contractor shall assume the responsibility of testing for the presence of lead based coatings. If lead does exist the contractor shall be responsible for the proper disposal in accordance with all Federal, State and local regulations. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Price

ii. Past Performance. Past performance will be evaluated in accordance with Clause 252.213-7000. In the case of a supplier without a record of relevant past performance history in the Past Performance Information Retrieval System-Statistical Reporting (PPIRS-SR) for the Federal supply class (FSC) or product or service code (PSC) of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Options will be evaluated based on the quantities stated in the Statement of Work. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
