QUESTIONS & ANSWERS
Q & A Section Q: Is the delivery date really 7/17/2017?
A: The delivery date has been changed with Amendment 0001. Delivery is now due on or before 7 weeks after date of contract (7 wks ADC).
Q: The drawings are labeled “1 of 3” and “2 of 3.” There is no third page.
A: Page 3 of the drawings contains specifications for another item (spud pins) being fabricated separately from this contract. It is not relevant to this solicitation.
Q: The Welding Notes section of the fabrication drawings indicate the welding is to be SMAW (Shielded Metal Arc Welding – aka Stick welding), by specifying the electrode type to be used.
Is it permissible to use SAW (Submerged Arc Welding) and/or FCAW (Flux Core Arc Welding) instead?
A: The drawing did not require the use of SMAW welds. The weld electrodes as shown were provided for guidance for weld metal tensile strength requirements. Any welding process can be used as long as: (1) weld metal tensile strength agrees with electrode as defined on the contract drawings;(2) welding process does not compromise base metal strength.
Q: We will have prequalified ASME Sec IX weld procedures and welder qualifications. The drawing states AWS D1.1 code. I assume ASME would be more than sufficient.
A: Use of ASME Section IX for welder's qualifications and welding procedures is not acceptable since ASME does not address the structural materials, as used in this contract.
Q: The drawings show four different shell [spud body] sections, ranging from 10’ 3” to 12’ in length. Our normal suppliers are only able to furnish the plate in 8’ wide sheets at the thickness required. In addition, our standard shop equipment can handle plates up to 8’ wide. We’d like to build the shell in four sections, each 8’ or shorter in length. This would require additional weld seams. Is this acceptable?
A: Use of 8-foot wide section to construct spud body above tip assembly is not acceptable. The structural design includes transverse plates in way of the weld seams to provide adequate strength and assist with plate rolling/forming tolerances. If 8-foot wide plate sections are used, additional transverse plates would be required. The additional transverse plates will increase spud weight above current spud design weight, which is not acceptable as spud weight is limited by lifting capabilities of existing spud winch. ASTM A514 Gr. B plate widths up to 120 inches and plate lengths up to 480 inches, are available. Further, it should be noted that since the contract drawing permits only one longitudinal seam in the spud assembly, the required circumference of each rolled plate segment requires a minimum plate dimension of 113" prior to rolling, for each spud segment. Therefore, plate dimensions that are greater than 8'-0" are required for both plate width and length, for each spud rolled plate segment.
Q: Our shop only has the capability of rolling 10’ wide plates of the thickness required. May we deviate from the drawings?
A: No. See previous answer for an explanation.
Q: My shop regularly does hard surface welding for similar sized pieces. Would you like us to provide an estimate for that additional work?
A: No. As stated in the solicitation, Government labor will be used to complete the hard surface welding.
Q: Will there be NDT (non-destructive testing) required on the welds?
A: No testing is required.
Q: In the fabrication drawings, Section 11-E, can welds be made on the outside only?
A: Welding shall be completed on the inside as required.
Q: In detail drawing 14-C, they are asking to back the weld on the inside. This cannot be done with the baffles welded in the ends. How would they like this weld made?
A: The back welding would have to be completed prior to the baffle plates being installed.
Q: According to my plate rolling company [subcontractor], [to form the main spud tube] the plate would have to be rolled in two halves, as A514 will spring back; or the plate may be hot rolled. Would it be possible to roll in halves?
A: No. The additional seam could weaken the spud.
Q: In the Statement of Work, the solicitation states that “Unloading assistance will be provided by the Government.” However, on page 5, Item No. 0001, it states that “Contractor shall be responsible for unloading at destination.” Which is correct?
A: Government labor and equipment will be used to off-load the spuds when delivered.
Q: The fabrication drawings are calling for Item 9, two pieces of 4" pipe, each 14-3/4" long, welded at the center, and the weld splinted with an 8" piece of 5" pipe. It would make more sense to use a solid piece of 4" pipe, 29 1/2" long.
A: A solid piece of 4” pipe 29 ½” cannot be used. The two 14 ¾” lengths of pipe are not butt welded in the center. The 8” long 5” diameter pipe welded over the 4”pipe allows for slight flexing when lifting the spuds.
Q: In the fabrication drawings, Item 8 calls for 3" thick plate. As we were reading the drawings (Section A-A and Section C-C), the 3 inch plate is being welded with an inch sticking out beyond the OD of the pipe, then machined off. That seems like a lot of grinding without an obvious purpose. Could we use a thinner piece of plate, and have it recessed to the outside diameter of the main pipe?
A: The 3” thick plate is required. Refer to Detail 15-E on page two. The 3” plate can be machined prior to inserting in to Spud.
Additional Questions & Answers Added By Amendment 0002 – 25 May 2017 Q: The second question of the Q&A section says Sheet 3 is for spud pins being fabricated separately from this contract. Does that mean items 15 and 16, called out as spud pins on Sheet 1 of 3 are not required as part of this quote?
A: The Spud Pins are not part of this contract. Please do not include them in your quote.
Q: Item 13 has a Quantity of 6 pieces. Should this be 12?
A: Yes, 12 pieces is correct. The drawing should be corrected to show 12 pieces. [A revised drawing is expected to be released Tuesday, May 30 and will be provided via a separate amendment]
Q: Item 13 calls for ½” thick material on the Bill of Materials. Detail 13-E shows the material as ¾” thick. Which is correct?
A: The ½” material for the Baffle Plates (Item 13) is the correct thickness. [A revised drawing with this change is expected to be released on Tuesday, May 30 and will be provided via a separate amendment.]
Q: The paint requirements per drawing 816-B406-01 call for yellow spud markings per clauses C406 and C460. Where do we find the information on what part(s) of the spud get painted yellow?
A: No Yellow paint is required. Spuds shall be painted BLACK per “Hull Exterior Below Waterline.” Refer to document 816-B406-01.
Q: I have to agree with the person regarding Q&A #10. The back side of the weld joint at detail 14-C cannot be made to the current design. It cannot be done before the baffle plates weld in either because then the baffle plates will not be welded as noted in detail 13-E. 13-E says the baffle welds need to face the spud wall seam. That will not be possible if the baffles are not welded in before the tube sections are welded together and it also defeats the purpose of the baffle plates being used to round the tube before the sections are joined together. Is it possible the note in 14-C is actually asking for a weld backing ring inside of the pipe?
A: Spud construction should be as follows, in accordance with contract drawings:
1. Roll plate sections to form pipe sections, with longitudinal weld seam, without baffle plates.
2. Weld transverse baffle plates to rolled pipe sections.
3. Weld rolled pipe assemblies containing transverse baffle plates together, to form spud.
Additional Questions & Answers Added By Amendment 0004 – 5 June 2017 Q: Does all of the steel need to be American?
A: The solicitation contains clause 252.225-7001 – Buy American and Balance of Payments Program. DFARS 252.225-7001(c) states “The Contractor shall deliver only domestic end products unless, in its offer, it specified delivery of other end products in the Buy American Balance of Payments Program Certificate provision of the solicitation. If the Contractor certified in its offer that it will deliver a qualifying country end product, the Contractor shall deliver a qualifying country end product or, at the Contractor’s option, a domestic end product.”
“Domestic end product” means “an end product that has been manufactured in the United States if “the cost of its qualifying country components and its components that are mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. The cost of components includes transportation costs to the place of incorporation into the end product and U.S. duty (whether or not a duty-free certificate is issued).”
The contractor will be responsible for complying with the solicitation provisions and clauses.
Q: We are unable to locate anyone to roll the A514 plate to the specs requested [for the main tube]. May we deviate from these requirements [using a different type of steel]?
A: We are not able to permit deviations from the material specs for the main tube of the spud.
Q: There is a weld procedure in the specs that is not possible. The specs call out that the baffles must be welded in prior to the spud sections being butt-welded and that spud section butt welds must back welded from inside the pipe. Obviously this is not possible to access after the baffle plates have been welded in. Please advise on an alternative. We are expecting that the spud section butt-welds will have to be welded one-sided like most pipe-welding.
A: The revised drawings issued with Amendment 0004 contain the correct welding procedures.
Q: We have not been able to locate a supplier who would commit to rolling the sections [for the main tube body] in one piece. We are able to quote these spuds if two halves are allowed for the rolled sections.
A: The strength of the main tube is critical, since these spuds will be used to maintain the position of a large dredge operating in the powerful currents in the Mississippi River. Having two longitudinal seams on each section instead of two will create an inherently weaker spud.
Each section must be rolled from a single piece of A514 plate, using the specs in the latest version of Drawing DWG 659-E550-01, issued with Amendment 0004.
Q: We have not found any sources able to supply A514 plate steel in the dimensions required with enough lead time to fabricate the spuds and meet the delivery date of 7 Weeks ADC. We are being told that, mostly due to the steel spec (ASTM514 B and Q / T-1 A and C), the steel will have to be custom rolled and is not a stock item anywhere. We are requesting an extension of performance time.
A: Amendment 0004 changes the delivery date, in recognition of the lead time required to obtain the required materials. The delivery date is now 14 weeks ADC.
Q: Are there any relevant comments on the changes to the specifications are made by Amendment 0004, in the revised drawings, DWG 659-E550-01?
A: 1. A backing bar welded to one of the spud pipe segments coupled with groove welding on the outside, will provide a complete penetration groove joint (CJP). The backing bar can be pre-installed on one pipe segment, with all transverse baffle plates pre-installed on the spud pipe segments, prior to joining the pipe segments. We suggest using a long spacer type welding ring, 3/8" thickness, 4" wide and using 5/16" min. fillet weld size to hold welding ring to pipe, due to pipe's 1" wall thickness, which requires a min. fillet weld size of 5/16" to maintain joint strength.
The purpose of the backing bar is to allow for development of full penetration welded joint, not to provide structural strength. Since the welding ring is lapped onto the pipe wall, the size of the fillet weld connecting the welding ring to the pipe wall must not exceed 1/16" less than the thickness of the backing bar. Further, since the pipe wall is 1" thickness, 5/16" fillet weld size is required by AWS to join the materials together. Therefore, use of 5/16" fillet weld and 3/8" thick backing bar is acceptable. It is recommended the contractor use long spacer pins, which would be removed prior to welding. Pin removal ensures that there would be no ASTM A572 GR. 50 material present in the welded joint prior to welding. The use of ASTM A572 Gr. 50 steel material for the welding ring (backing bar) is acceptable, since the material will not be present in the joint, which therefore allows E110 weld metal to be present throughout the welded joint. T-1 steel is not required for the backing bar (welding ring).
2. Since there are availability issues regarding ASTM A588 8-inch round bar, we are allowing the material for the spud tip round bar to be replaced with A36, since it is readily available and easily weldable. The more important material property is yield strength, to avoid plastic deformation.
3. Since A36 steel would replace ASTM A588 steel, the layer of E70 electrode weld metal layer to protect the ASTM A588 steel from corrosion (due to long-term immersion effects/frequent wet-dry cycles) is no longer required. We don't believe that the extra E70 electrode weld metal layer on top of the A36 is necessary. The hard surfacing which would still be provided by Corps of Engineers employees is adequate to protect the spud tip structural integrity.
