Questions & Answers Q: Can third party logistics companies participate in this solicitation?
A: Third party logistics providers may participate in this solicitation. The contractor shall be responsible for the performance of any subcontractor to include the freight service provider.
Q: What are the measurements and weights of the equipment being hauled?
A: The manufacturer specifications for each piece of equipment are provided in the attached brochures. The estimated weights and measurements are:
Caterpillar D6R LGP Dozer – Approximate weight: 55,000 lbs Dimensions: See specifications (attached) Dozer is equipped with 4-way “S Blade” and Winch

Excavator is equipped with LC undercarriage, stick 13’5”, one piece boom 22’3”, quick attach and 3 yd ditching bucket (per manufacturer – all measurements are pin to pin)
Q: Do the drivers need to be US Citizens or have any special certifications?
A: Please review Clause AT/OPSEC 15: Pre-screen candidates using E-Verify Program Drivers shall be compliant with all Federal Highway Administration and Department of Transportation rules and regulations for the states they are operating in (Wisconsin and Minnesota).
Q: Will they need to pay for an Escort on either side?
A: The contractor shall be responsible for compliance with all applicable Federal and state transportation regulations. The price quoted shall include all costs associated with the loading, transporting and unloading of equipment, including labor, fuel, insurance, and any permits or ancillary services required.
Q: Will we need to hire someone to drive the machinery [operate the construction equipment] during loading and unloading, or will someone be available with that capability?
A: If requested, Government personnel will be available to assist with operation of equipment during loading and unloading at both locations.
Q: Is there a 2-3 foot high dirt berm at the loading and unloading? The reason why I ask, if we can put this on a stepdeck, versus a RGN, it would save the Gov money.
A: No, there is not a berm to unload at the job site. It is relatively even ground.
Q: Does the CAT D6R LGP Dozer have a 4 or 6 way blade?
A: The D6 dozer has a 4 way blade, and a winch.
Q: Can we bill after delivery of the first shipment, then bill again at the end of the return, or bill at once after all work is completed?
A: The contractor may invoice the U.S. Army Corps of Engineers separately after completing each trip.
