Answers to contractor questions concerning Solicitation W912ES-09-T-0101 Question 1: How many sites can be working at one time? Is there a minimum or a maximum?
Answer: As long as the priorities are followed and completed prior to moving to the next area, it does not matter how many crews are working.
Question 2: Est. how many tons are in priority one and priority two?
Answer: The rough magnitude estimate quantity of 150,000 cubic yards is for the entire job. As stated in the scope of work, "prospective contractors are responsible for determining the removal quantities used in their quotes".
Question 3: Is there a time frame between 1 and 2 priorities?
Answer: As stated in the Priority of Work attachment under priority 2, "These levee segments are to be worked second, after or concurrent with those listed above" in priority 1.
Question 4: Do the piles have to be leveled?
Answer: As stated in the scope of work, "Clay material stockpiled at the designated disposal site shall be placed in layers, in loose thickness, and leveled so that it will properly drain".
Question 5: Landscape work after it’s done (seeding, black dirt needed).
Answer: As stated in the scope of work, "The contractor shall be responsible for restoring any areas damaged by operations under this contract. The contractor shall also fill holes and depressions adjacent to the levees, which resulted from the placement of the emergency levees and levee caps with readily available material (temporary levee fill, clay, dirt, sand, etc.). The contractor shall ensure the site is left in a manner that will minimize hazards to the public. The contractor will not be required, however, to re-establish topsoil and turf".
Question 6: In paragraph 3 of the scope of work we would like a clarification. It states that the inplace temporary levee, will be removed to an elevation of River stage 21.5. It states that this interface will be readily identified by a pre-existing grass layer. If there is a difference between the 21.5 River elevation and the pre-existing grass layer elevation, which elevation will govern?
Answer: In most cases, the two will be one and the same. In cases where they are not, we will go with an elevation equivalent to river stage 21.5.
