About this file
This is a Sources Sought announcement for market research purposes issued by the United States Army Corps of Engineers (USACE) Middle East District for an Israel Job Order Contract (JOC) under the Foreign Military Financing (FMF) Program.
The solicitation seeks construction-related services for Sustainment, Restoration, and Modernization (SRM), base repair, real property maintenance, and small-scale renovation efforts at various sites throughout Israel. The contract vehicle is a Firm-Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) Job Order Contract with an estimated ceiling between $50,000,000 and $100,000,000 over its five-year life (2-year base period plus three 1-year option periods). Individual task orders are expected to range from $2,000 to $4,000,000, with a maximum single task order value of $4,000,000. Pricing will be structured using a government-furnished Unit Price Book (Dekel Cost Book) with baseline prices for direct material, labor, and equipment costs; contractors will apply a proposed coefficient (adjustment factor) to these baseline prices to establish final task order pricing. The contract will be awarded on a best value trade-off basis to a 100% U.S.-owned and operated entity licensed to conduct business in Israel, with solicitation and award anticipated in Fiscal Year 2027. All contractors must register in the Joint Contingency Contracting System (JCCS) and provide performance and payment surety bonds covering the annual maximum contract value. Interested offerors must submit a consolidated PDF capability statement (maximum 20 pages, Arial 10-point font) by September 15, 2026, at 4:00 PM Eastern Daylight Time to Zachary Reinitz (zachary.l.reinitz@usace.army.mil) and Jonathan Space (jonathan.m.space@usace.army.mil).

Scope of Work
The USACE Middle East District is assessing industry capability to perform construction-related services for Sustainment, Restoration, and Modernization (SRM), simplified acquisition of base repair requirements, real property maintenance, and small-scale renovation efforts at various sites throughout Israel.
JOC Framework
This contract vehicle utilizes a framework featuring pre-established repair, maintenance, and minor construction task specifications and baseline prices. Individual task orders will be defined and priced using a government-furnished Unit Price Book (UPB)—specifically the Dekel Cost Book, tailored for local standards in Israel.
The baseline unit prices in the UPB encompass only direct material, labor, and equipment costs. To account for indirect operating expenses, overhead, and profit, the contractor will apply a proposed "coefficient" (adjustment factor) multiplied by the baseline UPB prices to determine the final, binding price of each individual task order.
Procurement & Award Method
• Solicitation Process: The anticipated solicitation will be provided to offerors who have been vetted through a prequalification process.
