About this file

This is a Sources Sought announcement for an Israel Job Order Contract (JOC) issued by the U.S. Army Corps of Engineers (USACE) Middle East District under the Foreign Military Financing (FMF) Program.

USACE is seeking qualified U.S. firms to perform construction-related services for Sustainment, Restoration, and Modernization (SRM), base repair, real property maintenance, and small-scale renovation efforts at various sites throughout Israel. The contract vehicle is structured as a Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) Job Order Contract with an estimated ceiling between $50 million and $100 million over the contract life. Individual task orders are expected to range from $2,000 to $4,000,000, with a maximum single task order value of $4,000,000. The period of performance is five years, consisting of a 2-year base period with three 1-year option periods. The contract will be awarded on a best value trade-off basis using pre-established unit prices from the government-furnished Dekel Cost Book, with contractors applying a proposed coefficient (adjustment factor) to baseline prices to determine final binding task order prices.

Eligible offerors must be 100% U.S. owned and operated entities licensed to conduct business in Israel, or joint ventures where each participant is a U.S. firm. Awardees must furnish both performance and payment surety bonds sufficient to cover the annual maximum contract value. Interested firms must submit a consolidated PDF capability statement and completed questionnaire (maximum 20 pages, Arial 10-point font) by 25 August 2026 at 5:00 PM Eastern Standard Time to Zachary Reinitz (zachary.l.reinitz@usace.army.mil) and Jonathan Space (jonathan.m.space@usace.army.mil). This is market research only; submission is voluntary and does not constitute a Request for Proposal. Anticipated solicitation and award are targeted for Fiscal Year 2027.

Scope of Work

The USACE Middle East District is assessing industry capability to perform construction-related services for Sustainment, Restoration, and Modernization (SRM), simplified acquisition of base repair requirements, real property maintenance, and small-scale renovation efforts at various sites throughout Israel.

JOC Framework

This contract vehicle utilizes a framework featuring pre-established repair, maintenance, and minor construction task specifications and baseline prices. Individual task orders will be defined and priced using a government-furnished Unit Price Book (UPB)—specifically the Dekel Cost Book, tailored for local standards in Israel.

The baseline unit prices in the UPB encompass only direct material, labor, and equipment costs. To account for indirect operating expenses, overhead, and profit, the contractor will apply a proposed "coefficient" (adjustment factor) multiplied by the baseline UPB prices to determine the final, binding price of each individual task order.

Procurement & Award Method

• Solicitation Process: The anticipated solicitation will be provided to offerors who have been vetted through a prequalification process.

• Evaluation Continuum: Contract award will be executed on a firm-fixed-price basis using the best value trade-off source selection continuum.

• Anticipated Timeline: Should the acquisition proceed, USACE anticipates issuing the solicitation and subsequent award in Fiscal Year (FY) 2027.

• Funding: The majority of work will be administered under Foreign Military Financing (FMF).
