18 Nov 2020 Questions/Answers – Amendment 2 for Qatar Vehicles:

Q1: Synopsis Ref. b. Period of Performance - states that vehicles must be delivered on 01 Dec 2020.

If the USACE is requesting for vehicles less than 2 years old and less than 20,000 KM on the odometer, there is a possibility that new vehicles may be required. The normal timeline for vehicle registration and delivery can take 7 working days. Would the USACE be willing to allow for a 7 day delivery time while we provide replacement vehicles when the new vehicles arrive? Yes, if the Contractor/Vendor plans to provide new vehicles instead of “in like new condition (less than 20,000 kilometers) Model year 2019 vehicles”, USACE will allow 7 calendars days from 1 Dec to 8 Dec 2020 for the Contractor/Vendor to deliver the new vehicles to USACE. The Contractor/Vendor shall ensure the replacement vehicles used for these 7 calendars are acceptable by the COR for USACE personnel to drive until the new vehicles are delivered on 8 Dec 2020.

Q2: Also, would the USACE accept vehicles that have a slightly higher mileage (24,000 - 30,000 km) but in exceptional operational and safe condition? No, if the Contractor/Vendor is planning to provide in like new condition vehicles, these vehicles shall be less than 20,000 kilometers.

Q3: PWS Ref. 5.2.3 Mid Size Sport Utility Vehicle (SUV) - The minimum acceptable engine displacement is 4.0 liters, each vehicle must at minimum have a minimum 18 US gallon fuel tank.

The large majority of Mid-Size SUVs 4x4S in the market come with 3.5-3.8 liter engine capacities. Would the USACE accept Mid-Size SUV 4X4 with a 3.5-3.8L engine capacity? Yes, USACE will accept 3.5-3.8 engine. However, a Contractor/Vendor who provides the minimum engine displacement of 4.0 liters shall receive a higher technical evaluation rating.

Q4: Apologies for the lateness of the email only I wanted to clarify an issue, actually just a question really. Does this contract afford the ability to raise invoices monthly for payment? The monthly invoice amount should be identical each month. Or is the awarded contract for annual invoice only? No, the awarded contract amount should be invoice in monthly increments.
