About this file

This document provides details regarding a federal contract opportunity for marine construction and repair work at Kuwait Naval Base. The United States Army Corps of Engineers Middle East District will issue a request for proposal in May 2020 for upgrades and repairs to the ship lift and rail transfer yard, including replacement of wooden decking and rails, structural repairs, and expansion of dry dock areas. The project scope involves improvements to the ship lift structure, piers, transfer carriages, and associated utility systems. The contract value is estimated between $10 million to $25 million, with a period of performance of 640 calendar days. Proposals will be evaluated using best value tradeoff criteria specified in the forthcoming RFP. No set asides apply given the work is outside the continental US. The point of contact for any questions on this pre-solicitation notice is the USACE Middle East District.
