QUESTIONS AND ANSWERS
Solicitation W912ER-16-T-0026
QUESTION 1: Delivery: FOB, any specific location? [Note: we may showcase say, a vehicle lot just more than to be leased and, COR selects the 14+ 01 of choice]
ANSWER 1: Vehicles are to be delivered to Camp Arifjan.

QUESTION 2 - Fuel Type: Petrol or Diesel
ANSWER 2: Regular Petrol
QUESTION 3. Daily Fuel: during the lease the end-users purchase own fuel or not?
ANSWER 3. Fuel is not part of this contract
QUESTION 4. Vehicles Quantity, SOW clause 1.3 and 5.2.2. Please confirm correct vehicle quantity is 13 SUV and 1 Sedan as it is in pricing CLINS.

QUESTION 5. Vehicle Specifications, SOW clause 5.2.4. Acceptable vehicle specification/description defined for sedan in this clause is 2.5 liters. However number of cylinders defined in clause 5.2.5 is 6 cylinders for sedan. Most of the sedan commonly available in the market in the range of 2.5 liters is 4 cylinders engine. Sedan in the range of 3.5 liters engine has 6 cylinders and there is significant price difference with 4 cylinder sedan with 2.5 liters engine. Please confirm if 4 cylinder sedans with 2.5 liters engine are acceptable or not.
ANSWER 5. - 2.5 Liters with 4 cylinders is okay
QUESTION 6. Traffic Fine, SOW clause 5.2.6. There are no time limits from traffic department in sending fine notification to car owner and it is subject to completion of updating/compiling in traffic department data base. Normally it is 3-4 months past the occurrence date and if any ticket was not updated in traffic department data base then it will be sent as and when updated in their system. All fines are obligatory for car owners to settle within allowed time. Otherwise serious consequences will be faced by car owner. Considering this fact traffic fine will come after end of performance and if the TAM employee is no longer in the country or redeployed in another location then such fines settlement become an issue. USG coordination defined in the clause does not guarantee settlement of fine in a timely manner and result outstanding traffic fine causing various consequences for vendor. Traffic fine is a grey area to be factored in pricing. No one knows how many such fine will occur or what amount of fine will remain outstanding due to above explained reason.

QUESTION 7. Price evaluation – please clarify if total price for all 3 periods will be added together to arrive at lowest price or it will be for base period only.
ANSWER 7. The price will be evaluated on total price.
QUESTION 8. Can you please mention the locations in Kuwait that you intend to use them?
ANSWER 8: There should be no restrictions on the usage of the vehicle in the country of Kuwait.
QUESTION 9 - What is the type of engine, gasoline or diesel?
ANSWER 9: Gasoline
QUESTION 10: Do you required maintenance and service for the vehicles during the period of contract? If required, will be weekly, monthly or as needed?
ANSWER 10: Maintenance should adhere to the vehicle's required maintenance and repairs schedule.
QUESTION 11: Is the vehicles usage would be inside of US bases or outside?
ANSWER 11. There should be no restrictions on the usage of the vehicle in the country of Kuwait.
QUESTION 12. Is the Contractor or Government will provide the fuel during the period of contract?
ANSWER 12: Fuel is not part of the contract.
QUESTION 13 - Is the vehicles required to be with license plates?
ANSWER 13 - Absolutely YES
QUESTION 14 - Is the vehicles will use by Military or Civilian?
ANSWER 14 - Vehicles will be used by both.
QUESTION 15 - In the event of damage due to misuse, does the Government will pay the amount of the damage or the Contractor will be responsible for the damage?
ANSWER 15 – Insurance will cover all damage to vehicle.
QUESTION 16 - In the case of an attack has occurred, bombs, blasts, mortars and etc. on vehicles. Is the government would pay the amount of vehicles or the contractor will be responsible for that?
ANSWER 16: Insurance will cover all losses catastrophic events.
