c. DISCUSSIONS

Offerors shall pay close attention to the information requested by the Government. Offerors shall submit their proposed quote as Firm-Fixed-Price (FFP). Only FFP proposed quotes will be considered for award. The Government intends to evaluate quotes and award a contract without discussions with Offeror’s. Therefore, the Offeror’s initial quote shall contain the Offeror’s best terms.

1. The combined synopsis/solicitation is to inform all potential offerors that the

Government intends to make a contract award without discussions, except when the Government determines that it is in its best interest to hold discussions. Therefore, failure by an offeror to provide mandatory information may constitute a deficiency and make the offeror involved ineligible for a contract award unless discussions are held. A decision to hold discussions requires written justification by the Contracting Officer.

Failure to correct a deficiency or deficiencies will result in the offeror being ineligible for the contract award.

FACTOR – PRICE

Evaluation Criteria:

The Government will evaluate price quotes to determine fair and reasonableness. The Government will perform its price evaluation by comparing an Offeror’s proposed prices against the Government’s estimate as well as against each of the other Offeror’s quotes.

a. The Government will evaluate proposed price offers in order to identify risks to the

Government based upon demonstration that:

1. The offeror can successfully perform at the proposed price.

2. The prices are balanced. (Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicted by the application of cost or price analysis techniques.)

3. The quote is complete. (Completeness is the degree to which an offeror has priced all aspects of the work to be performed as defined by the Government.)

4. The quote is reasonable. (Reasonableness has to do with whether an offeror’s proposed prices compare favorably against the Independent Government Estimate (IGE) as well as against the proposed prices submitted by the other offerors.)

b. The Government will also determine the likelihood of an offeror’s ability to successfully perform at the proposed prices. Risk is identified by the completeness and reasonableness of the offeror’s quote.
