About this file
This is an Amendment of Solicitation (Standard Form 30, Amendment 0001) issued by the U.S. Army Corps of Engineers, Memphis District, effective August 24, 2026, for solicitation W912EQ26BA004. The amendment removes FAR Clause 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (Deviation 2026-O0038), which previously provided a 10 percent price evaluation preference for HUBZone small business concerns and outlined joint venture requirements. The solicitation is not extended, and offerors must acknowledge receipt of this amendment prior to bid submission through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

Each pipe joint must pass a standard C900 hydro test. Pipe delivery must commence within 45 days of contract award and be completed no more than 90 days after initial delivery commences. Bids are due September 22, 2026, at 9:00 AM Central Daylight Time, with public bid opening at 10:00 AM CDT via Microsoft Teams conference call. Electronic submission through the Procurement Integrated Enterprise Environment (PIEE) Solicitation module is mandatory; no paper, CD-ROM, email, or facsimile submissions are accepted. The bid guarantee is not required. The Non-Federal Sponsor is the White River Irrigation District, with primary government contacts including Samantha Harper (Chief, Construction Branch) and Billy Grantham (Chief, Groundwater Section).
