Site Visit Questions from Vendors concerning the Currituck
(W912EQ22Q0030)
1. Is there a QP 1 certification requirement for coating contractors for this project?
QP 1 is a certification provided by AMPP (Association for Material Protection and Performance) to coating contractors and is typically required by Government agencies for the application of high-performance coatings on complex steel structures. QP 1 certified contractors will have an existing Quality Control Program in place with hold points for field testing. QP 1 contractors are required to record and document the surface preparations and coating applications all throughout the project. Quality Control Reports can be generated and shared with the client.
EASE Painting and Construction Inc. is a QP 1 certified coating applicator.
2. Will the shipyard provide the contractor with access to forklifts or cranes for moving heavy materials like abrasive grit for blasting?
No
3. Will the shipyard provide the contractor with access to compressed air?
4. Will the shipyard provide the contractor with access to ariel lifts to reach elevated areas?
5. The specifications state: “All steel blasted to near white metal should receive Acrl primer applied before any preservative coating is applied.”
Is “Acrl primer referring to an Acrylic primer?
6. Is this the correct primer for this coating system? There is no mention of an acrylic primer in the Paint Schedule.
Typically, an Organic Zinc Rich Epoxy Primer or a Moisture Tolerant High Solids Epoxy is the primer used for steel with a SSPC SP-10 surface preparation. Please clarify.
The Contractor can use either pre-construction primer or limit initial coating to base coat only. If initial coating with base coat is selected, prior to application of subsequent coats, all steel shall be sand swept clean (light blast), or water blasted, and any damaged areas repaired prior to application of the remainder of the system.
All areas needing repair shall be cleaned to bare metal, spot blasted to restore profile and re-coated with the base coat.
7. We had a question, are we required to have a NACE inspector during the course of this project for the Mr. Currituck?
We generally just require the manufacturer rep to inspect each phase of the paint system application, since they have to provide the warranty.
8. Regarding the project schedule/date and certification of completion, page 5 section 1 - this delivery date is difficult to predict as the date of an NTP is out of our control. Could this section be re-worded or removed? A PoP of 220 days is already stipulated in the solicitation and this particular project will require significant coordination between the gov't and contractor for mobilizations.
Please state your companies proposed peroid of performance from NTP to completion.
9. Page 8, paragraph 6 specifies "Acrl primer." What is this product? It does not appear on the MDC spec.

10. Page 8, paragraph 11 states that all new plating will be pre-primed by USACE. What brand and product will be used by USACE? MDC specs require overcoats to be of the same manufacturer as the primer.
Sherwin Williams steel spec 4013 primer was used.
11. Page 8, paragraph 11 says "All plate both interior and exterior, must be blasted to SSPC-SP7 with spot blasting of heavily corroded areas to SP6." Are we to assume this means all old and new plate?
YES
Are we also to assume that plate means all flat steel on the vessel? YES
This same paragraph continued on page 9 makes reference to "other areas" being cleaned to near white (SP10). What are these other areas? This paragraph also specifies SP3 cleaning for the new house interiors. SP3 does not achieve a proper profile for new coating to stick to. A minimum of an SP7 brush off blast should be completed in these areas. Overall, this paragraph is confusing and ambiguous. I would suggest revising it so that all bidders are on the same page considering the bulk of the SOW is found here.
Omit the reference to SP 3 for pilot and deck house interiors, refer back to. New plating on the vessel will be pre‐primed by USACE before installation. All plate both interior and exterior, must be blasted to SSPC‐SP7 with spot blasting of heavily corroded areas to SP6 The deck house, pilot house and winch houses will be of new construction, exterior of pilot, deck house and winch houses to be blasted to SSPC‐SP7 The interior should be blasted to SSPC-SP7.
12. What coating system shall be applied over existing coatings in areas specified as SP7 prep? The MDC paint schedule is of little guidance on overcoat systems.
The Currituck currently uses PPG for their paint. I would use that to ensure you don’t have any issues mixing paint systems.
13. Approximately how much (%) of the dredge will be new steel? At the site visit, repairs were still underway and other areas looked highly suspect of needing repair and replacement.
The upper deck will be approximately 80% new steel, the deck and pilot house will be 100% new steel. The bottom hull plating of the dredge will be somewhere between 50% to 85% new plate.
