Grand Total Items 0001 thru 0018 $
NOTE 1: Offerors shall furnish unit prices for all items listed on the schedule of bid items, which require unit prices. If the offeror fails to insert a unit price in the appropriate blank for required items, but does furnish an extended total or an estimated amount for such items, the Government will deem his unit price to be the quotient obtained by dividing the extended estimated amount for that line item by the quantity.
IF THE OFFEROR OMITS BOTH THE UNIT PRICE AND THE EXTENDED ESTIMATED AMOUNT FOR
ANY ITEM, HIS BID WILL BE DECLARED NONRESPONSIVE.
In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended offer. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended unit price.
Any offer price for items indicated above which are unbalanced as to price may be rejected as non-responsive. An unbalanced offer is one which is based on price significantly less than cost for some work and price which is significantly overstated for other work.
Award will be made as a whole to one offeror.

PROPOSAL EVALUATION
A. Basis for Award
1. The Government will select for award the proposals that are most advantageous and represents the best overall value to the Government, considering the following two (2) evaluation factors: Past Performance and Price. As a result, the Government may select for award the Offeror whose proposed prices are not the lowest, but whose non-price factors are sufficiently more advantageous to justify the payment of a higher price.
a. Responsibility: Offerors will be determined to be a responsible source by completing and submitting the responsibility determination included in the solicitation (see Appendix C-a). The Contracting Officer will review the information submitted and utilize it to make a responsibility determination for each offeror.
b. Technical Acceptance: The Contracting Officer will review the technical submissions of each offeror to make a determination as to the technical acceptability of each offeror (See Appendix C).
c. Fair and Reasonable Pricing: The Contracting Officer may utilize historical and/or past performance information to make a determination that there is no reason to believe that an offeror will offer other than fair and reasonable pricing
Past Performance is significantly more important than cost/price consideration.
2. The Government intends to make award without holding discussions with offerors.
However, the Government reserves the right to conduct discussions if the Sources Selection Authority (SSA) determines them to be necessary. Therefore, offerors are encouraged to include their best terms and conditions in the initial offer.
3. The source selection process will be conducted in accordance with FAR Subpart 15, Source Selection procedures. Offers will be evaluated using the evaluation criteria listed below in paragraph B. Noncompliance with the solicitation requirements may raise serious questions regarding an offeror’s technical ability or past performance and may be grounds to eliminate the proposal from consideration for contract awards.
Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the solicitation will be considered unacceptable.
4. The Contracting Officer will begin the evaluation process by conducting a proposal compliance review for all timely-received proposals to determine basic proposal adequacy prior to providing the proposals to the evaluators (the Source Selection Team). Failure to provide a complete proposal may result in the proposal being removed from further consideration for award. Failure to address any factor shall be grounds for elimination from evaluation and consideration for award.
B. EVALUATION FACTOR
1. The following evaluation factors, components and elements will be used to evaluate each proposal:
Factor 1: Past Performance: The past performance evaluation considers each Offeror's demonstrated recent, relevant and quality record of performance in supplying products and services that meet the contract’s requirements.
Factor 2: Price: Price reasonableness will be utilized in the evaluation of this effort in accordance with FAR Part 15 procedures.
EVALUATION FACTORS AND RATING CRITERIA
1. VOLUME 1, FACTOR 1 PAST PERFORMANCE
A. Submission Requirement
The Government will evaluate the Offeror’s record of past and current performance as to ascertain the probability of successfully performing the required efforts outlined in plans/specification for this solicitation.
The offer will submit information on a minimum of three projects and maximum of five projects, completed within the last 5 years that are similar in size, scope, and complexity to the tasks outlined in the plans/specifications. Submit no more than 3 pages each to describe the projects.
At a minimum, provide the following information about each project:
• Period of performance, to include the date the project was completed;
• Contract number, if applicable;
• Name of customer, customer email address and telephone number;
• Description of the project, to include the offeror’s specific role on the project (indicate if the offeror was the prime contractor or subcontractor)
• The award amount of each project.
• Past Performance Information:
o If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, submit it with the proposal.
o If there is not a completed CPARS evaluation, submit a completed Past Performance Questionnaire (PPQ) for the project. The standard PPQ for USACE is Form PPQ-0 (9/30/11) and it is provided as an attachment to this RFP. Do not submit a PPQ when a completed CPARS evaluation is available.
o Offerors should follow up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Gilbert Chonje, via email at Gilbert.C.Chonje@usace.army.mil prior to proposal closing date.
mailto:Gilbert.C.Chonje@usace.army.mil o It is the offeror’s responsibility to follow up to ensure the Government has received the information by the date required.
o Offerors may provide explanation on problems encountered on past projects and the corrective actions taken by the offeror.
o NOTE: In addition to the above, the Government may review any other sources of information for evaluating past performance, to include interviews with organizations familiar with the offeror’s performance, Government personnel with personal knowledge of the offeror’s performance capability, and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, complete past performance information rests with the offeror.
The past performance factor considers each Offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements. In accordance with FAR 15.305(a)(2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each Offeror.
There are three (3) aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information).
(1). The first aspect is the recency of the Offeror’s past performance. Recency is expressed as a time during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information. For this solicitation, a recent project is one that has been completed within five (5) years of the date of the RFP.
(2) The second aspect is to determine the relevancy of the recent effort accomplished by the Offeror to the effort to be acquired. In establishing what is relevant for the acquisition, consideration will be given to those aspects of an Offeror’s history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the Offeror will successfully satisfy the current requirement. There are four levels of relevancy: Very Relevant, Relevant, Somewhat Relevant, or Not Relevant.
• In assessing the relevancy of the past performance projects, the Government will consider the extent to which the projects demonstrate the offeror’s experience performing work similar to the requirements called for in this project and in similar quantities within the period of performance performed as required under the RFP.
• More relevant past performance will typically be considered a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
PAST PERFORMANCE RELEVANCY
Relevancy Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
(3). The third aspect of the past performance evaluation, quality, is to determine how well the offeror performed on its past performance projects. A separate quality assessment rating will not be assigned. For this project, the Government will place particular emphasis on the quality of the offeror’s past performance with regard to the following:
• Quality of workmanship
• Adequacy and Implementation of Contractor Quality Control Plan
• Timeliness of Deliverables
• Completeness of Deliverables
The Government will assign a final Performance Confidence Assessment rating for the Past Performance factor. The Government will review the past performance information and determine the quality and usefulness as it applies to the performance confidence assessment. In conducting a performance confidence assessment, each offeror shall be assigned one of the ratings using the table below. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the Offeror will not be evaluated favorably or unfavorably and will be assigned a performance confidence rating of “neutral.” The Source Selection Authority may determine that a “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating.
Performance Confidence Assessments
Assessment Description
Substantial Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence the Government has a low expectation that the Offeror will successfully perform the required effort.
No Confidence the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Unknown Confidence
(Neutral)
No recent/relevant performance record is available, or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2)(iv). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
VOLUME 2 Factor 2: Price
The Government will evaluate the Offeror’s total price by calculating the total of all contract line items (CLINs). Price reasonableness will be utilized in the evaluation of this effort in accordance with FAR Part 15 procedures.
Offerors shall furnish unit prices for all items listed on the schedule of bid items, which require unit prices. If the offeror fails to insert a unit price in the appropriate blank for required items, but does furnish an extended total or an estimated amount for such items, the Government will deem his unit price to be the quotient obtained by dividing the extended estimated amount for that line item by the quantity.
