Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
1. Requesting the "Angular Face Ring" as shown on detail F9 be changed to Stainless Steel Disc Plate as we (and others) cannot bend angle into a circle as shown, without breaking or deforming the angle.
2. What is the actual dimensional size of the piezometer screen (tip)? The specifications state 2 inch O.D., but there is no Sch 40 PVC with 2 inch Outside Diameter. Nominal 2 inch Pipe has an O.D. of 2.375" while 1-1/2" PVC pipe has an O.D. of 1.9".
3. Same question on the Riser for Piezometer. The specification states 3/4 inch Sch 80 PVC, but the drawing shows 2" Sch 40.
4. What is the slot size on the Piezometer Screen? The drawings show .010" slot while the specifications state "No.
15" slot.
5. The spec states, "contractor shall stockpile the gravel pack material in separate piles at each well location."
Request variance to use super sacks.
6. The spec states, "Connections between the well screen and the riser pipe shall be welded joint couplings."
Request variance for threaded fittings.
7. How far in advance can the pilot holes be drilled and sampled? How do they get abandoned? What is the grout mix for abandonment of the pilot holes?
8. The spec states, "The Contractor shall be required to install, develop and test at least one well to insure compliance with the specifications before installation of the 6th well is allowed. Results of all well tests must be submitted to the Contracting Officer prior to beginning the installation process of the 6th well." Is this just for the testing of well #1, or wells 1-5 before we can start #6?
9. The spec states, "Well construction will not be permitted during periods of high groundwater, during periods prior to high predicted River stages and/or during other emergencies as directed by the Contracting Officer."
What defines high groundwater before we start and how is it measured or determined prior to the start of drilling?
What river elevation as measured from what river gage?

1-0 Evaluation Concurred. 1. This is not a bent piece of angle. Per the specifications, it is a fabricated piece that MVM has had on all recent relief well jobs. Reference 33 26 00.00 11, Paragraph 2.6.4.
2. Screen is to be 2 inch ID. Follow detail in plans, specification will be updated.
3. Riser is to be 2 inch ID. Follow detail in plans, specification will be updated.
4. Please use No. 10 slot. Follow Detail in plans, specification will be updated.

5. Super sacks are also permitted.
6. Threaded couplings are not permitted. Follow Specification.
7. Pilot holes for base contract can be drilled after NTP. The pilot holes in each respective option can only be drilled with the award of the option.
The following will be added to Section 3.2 of 33 26 00.00 11:
Each pilot hole shall be backfilled to within 12 feet of the surface with concrete sand meeting the requirements of ASTM C33/C33M. The remainder of the pilot hole shall be filled with 10 feet of grout capped by 2 feet of compacted impervious cuttings. The grout shall be tremied through a pipe. The grout shall be forced upwards toward the ground surface. When the grout reaches the surface, it shall be allowed to flow to waste until the Contracting Officer determines that the grouting has been satisfactorily accomplished.
The grout mix shall consist by weight of one part Portland cement, 4 parts sand, 2 parts Bentonite and shall be mixed with sufficient water to provide a 6 to 8 inch slump.
8. Per the specification, the testing shall be completed on at least 1 well (any well ID in the first 5 wells installed). All test results from that 1 well that is tested shall be provided to the CO.
9. Section 3.3.1 has requirements for the drilling fluid to be maintained at least 10 feet above the groundwater level. This is the primary drilling requirement regardless of river stage. Permanent piezometers are required for the project and can be used to measure groundwater depths, however, the contractor can also install temporary piezometers at no additional cost to the government for their own use.
Additionally, high river stages are generally considered when the water level in the river is at or above the landside ground surface (loaded levee condition). By: Nicholas Aleman; Geotech Engineering Branch;

There are 8 - 0-3 foot and 9 - 4-5 foot temporary drill pads identified for the base bid and none for options 1 and 2.
Will time be added to the contract if we cannot maintain a 10 foot differential without building additional pads?
Also, if additional pads are not approved will the government pay the additional cost of demobilization and remobilization of equipment and personnel?
On: Dec 29 2020. Forward request by email.
1-0 Evaluation Concurred. Answer to question 1:
If a 10ft differential (or more) cannot be maintained and if the activity is on the critical path, then contract time will be added.
Answer to question 2:
***Note that an amendment is forthcoming that will include updated quantities of drilling pads for the Base and both Options. If additional pads are required then likely the contract may be modified to add additional pad(s), i.e. variation in estimated quantity. If this happens, then additional contract time may be added for the additional pads, depending if this activity is on the critical path.
Only additional excusable contract time will be added to the contract. Additional mob/demob costs WILL NOT be paid. By: Nicholas Aleman; Geotech Engineering Branch; (901-544-0830) On: Dec 31 2020
