This Task Order will be awarded based on evaluation factors mentioned in the following announcement. The prices entered in the Offerors schedule will be used as one of the evaluation factors for the Task Order selection. These unit prices for

Miscellaneous Repairs will be used for all task orders awarded under this contract for the entire Memphis District as shown in Drawings Number 1 of the “Drawings &

Sketches”. A schedule of the unit price work is contained in Standard Form SF 1442, "Solicitation, Offer and Award."

NOTE 1: Offerors shall furnish unit prices for all items listed on the schedule of offerors items, which require unit prices and have an estimated quantity. If the offeror fails to insert a unit price in the appropriate blank for required items, but does furnish an extended total or an estimated amount for such items, the Government will deem his unit price to be the quotient obtained by dividing the extended estimated amount for that line item by the quantity. IF THE OFFEROR OMITS BOTH THE

UNIT PRICE AND THE EXTENDED ESTIMATED AMOUNT FOR ANY ITEM, THIS OFFER WILL BE

DECLARED NONRESPONSIVE.

In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended offer. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended unit price.

Any offer price for items indicated above which are unbalanced as to price may be rejected as non-responsive. An unbalanced offer is one which is based on price significantly less than cost for some work and price which is significantly overstated for other work.

Each task order award will be made as a whole to one offeror.

NOTE 2: If an offer or modification to an offer based on unit prices is submitted and provides for a job adjustment to the total estimated cost, the application of the job adjustment to each unit price, including job units, in bid schedule must be stated, or, if it is not stated, the offeror agrees that the job adjustment shall be applied on a pro rata basis to every unit price in the bid schedule.

PART 1 GENERAL

1.1 SCOPE

The work covered by this section consists of furnishing all plant, labor, equipment, and materials, and performing all necessary operations for establishment and maintenance of turf as specified herein and as indicated on the drawings. Seeding shall be accomplished using ground equipment.

1.4 QUALITY CONTROL

The Contractor shall establish and maintain quality control for seeding and mulching operations to assure compliance with the contract requirements and shall maintain records of his quality control for all construction operations, including, but not limited to the following:

a. Pre-construction survey of sites

Contractor shall survey the project sites prior to the start of construction and document all areas that have been denuded of grass from prior construction operations.

b. Preparation of Ground Surface

Indicate the location and quality of finish dressing, including necessary clearing, filling, or dressing-out of washes, smoothness and uniformity of surfaces, and time of year.

c. Seeding

Indicate the quality and type of seed, area covered, rate of application, quantity of seed used, and method of distribution.

d. Maintenance and Repair

Indicate the location and type of maintenance problems and remedial treatment performed.

A copy of these quality control records and tests, as well as the records of corrective action taken, shall be furnished to the Government.

PART 2 PRODUCTS

2.1 MATERIALS

2.1.1 Seed

The Contractor shall furnish seed of the latest season's crop labeled in conformance with AMS Seed Act and applicable State seed laws. Seed shall be furnished in original sealed packages, bearing producer's guaranteed analysis for percentages of mixtures, purity, germination, weedseed content, and inert material, unless written exception is granted. Field mixes will be acceptable when field mix is performed on site in the presence of the Contracting Officer. Seed that is wet or moldy or that has been otherwise damaged in transit or storage will be rejected. Between 1 December and 31 May, inclusive, seed mixtures shall conform to one or more of the following "Sample Custom Mixtures" in Tables 1 and 2 provided below, unless otherwise approved by the Contracting Officer. Between 1 September and 30 November, inclusive, seed mixtures shall conform to the mixtures provided in Table 3 provided below, unless otherwise approved by the Contracting Officer. Between 1 June and 31 August, inclusive, temporary seed mixtures shall conform to the mixtures provided in Table 4 provided below, unless otherwise approved by the Contracting Officer.

2.1.2 Mulch

The Contractor shall use mulch material to protect the seeded areas as well as reduce erosion. The material used for mulching shall be threshed straw from wheat, rye, barley, or rice, applied at a rate of 2 tons per acre (4,000 lbs/AC). Furnish mulch in air-dry condition and of proper consistency for placing with commercial mulch blowing equipment. Straw shall contain no fertile seed. Mulch shall be free from noxious weeds, mold, and other deleterious materials. Use of hay for mulch will not be permitted. The Contractor shall be prepared to submit, on request, Mulch Supplier Certification.

2.1.3 Soil for Repairs

For fill of areas to be repaired, soil shall be of a quality at least equal to that which exists in areas adjacent to the area to be repaired. Soil used shall be free from roots, stones, and other materials that hinder grading, planting, and maintenance operations and shall be free from objectionable weed seeds and toxic substances.

2.2 SAMPLING, TESTING, AND CERTIFICATES

Sampling and testing shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. Sampling and testing shall be performed by a recognized testing agency.

2.2.1 Seed

The Contracting Officer shall be furnished duplicate signed copies of statements certifying that each container of seed delivered is labeled in accordance with the AMS Seed Act and is at least equal to the requirements specified in the paragraph entitled "Seed" above. This AMS Seed Act Certification shall be obtained from the supplier and shall be furnished on or with all copies of Seed Invoices.

PART 3 EXECUTION

3.1 AREAS TO RECEIVE SEEDING AND MULCHING

Seeding and Mulching shall take place in Spoil Area 1 and Spoil Area 2 as shown in the drawings. The Contractor shall also seed and mulch any other areas within the Right-of-Way limits, outside of Spoil Area 1 and Spoil Area 2 denuded of grass by construction operations which includes, but not limited to, repair of scour repair site access paths down the levee slope.

The Contractor shall also seed and mulch any areas required by the Contracting Officer.

3.2 COMMENCEMENT, PROSECUTION, AND COMPLETION

Seeding and mulch shall be placed no more than 14 days after construction activity temporarily or permanently ceases on any portion of the site.

Prior to prosecuting the seeding operation, the Contractor shall repair rainwash, if any, dress, and prepare the areas for seeding and mulching.

3.3 PREPARATION OF GROUND SURFACE

After areas have been brought to the indicated finish grade, remove debris and stones larger than 3 inches remaining on the surface. Correct

SECTION 32 92 35.00 13 Page 6 irregularities in finish surfaces to eliminate depressions. Provide equipment, in good condition, for the proper preparation of the ground and for handling and placing all materials.

3.3.1 Clearing

Prior to grading and finish dressing, vegetation that may interfere with seeding and mulching operations shall be removed and shall be disposed of according to Section 01 57 20.00 11 ENVIRONMENTAL PROTECTION. The surface shall be cleared of roots, cable, wire, and other materials that might hinder the work or subsequent maintenance.

3.3.2 Dressing

Surfaces to receive seeding and mulching, shall be dressed to the extent necessary to provide drainage and the specified slopes, and as necessary to remove high points and fill depressions sufficiently to provide reasonably smooth surfaces. Surfaces shall be prepared by dressing so as to produce smooth profiles and end slopes.

3.4 SEEDING

3.4.1 General

Seed sown during the season between 1 December and 31 May, inclusive, shall consist of one or more of the mixtures indicated in Tables 1 or 2 depending on the equipment used for seeding. Seed sown during the season between, 1 September and 30 November, inclusive, shall consist of the mixtures provided in Table 3. Use temporary seeding mixtures from Table 4 during the season between 1 June and 31 August, inclusive. Reseed temporarily seeded areas with seed mixtures from Tables 1 or 2 once within the appropriate seasonal time frame. No additional ground preparation or mulching will be required for temporary areas requiring reseeding. The contractor may submit an alternate seeding mixture, for Contracting Officer approval, consisting of the seed listed in Tables 1 and 2 but at different rates based on availability. A satisfactory method of sowing shall be employed, using approved Native Grass Drills, broadcast-seeders, or other approved methods. When conditions are such by reason of drought, high winds, excessive moisture, or other factors that satisfactory results are not likely to be obtained, seeding shall be halted as directed and resumed only when conditions are favorable or when the Contracting Officer approved alternative or corrective measures and procedures have been implemented. If inspection either during seeding operations or after there is a show of green indicates that areas have been left unplanted, additional seed shall be sown if so directed.

3.4.2 Methods for Seeding

Conduct thorough tillage as required so that all vegetation is controlled.

Provide a smooth surface for ample fine soil particles to insure good seed coverage and soil contact. Roll or culti-pack seedbed before seeding so that ground surface is firm enough for a person on foot to sink less than 1/2". Use a "Brillion-type" seeder or a drill with seed box and metering equipment designed for the seed being sown. Place the seed at 1/8" to 1/4" and use press wheels to insure good seed-soil contact. Seed shall be drilled or broadcasted with approved sowing equipment and distributed uniformly over the areas. Seed shall not be broadcast during winds in excess of 10 miles per hour.

3.4.3 Compacting

Immediately upon completion of seeding operations, surfaces shall be compacted by one pass of a cultipacker, corrugated roller, or other approved equipment weighing 100 to 160 pounds per linear foot of roller.

Drilled seed does not require follow-up compaction.

3.4.4 Damage to Seeding

The Contractor shall be fully responsible for any damage to the seeded areas caused by his operations. Areas that become damaged shall be repaired without additional cost to the Government. Additionally, areas that become damaged as a result of poor workmanship or failure to meet the requirements of the specifications may be ordered to be repaired and reseeded to specification requirements, without additional cost to the Government

3.5 APPLICATION OF MULCH

Mulch shall be spread uniformly in a continuous blanket, using 2 tons per acre of straw mulch. Straw mulch shall be spread either by hand or by a manure spreader or by a modified grain combine with straw-spreader attachment or by a blower-type mulch spreader. Mulching shall be started at the windward side of relatively flat areas, or at the upper part of a steep slope, and continued uniformly until the area is covered. The mulch shall not be bunched. Immediately after spreading, straw mulch shall be anchored to the soil by a V-type-wheel land packer, a scalloped-disk, tackifier, punch roller, or other suitable equipment operated parallel to the embankment centerline. Straw mulch with tackifier shall not be applied during or immediately before rainfall. The Contracting Officer will determine the number of passes needed for anchoring, not to exceed three.

3.6 INSPECTION AND ACCEPTANCE

Acceptance of the seeded and mulched areas will be determined by visual inspection. Existence of rainwash damage will not be acceptable. 60% of the unit price payment for seeding and mulching will be made upon application of seeding and mulching and the remaining 40% of the unit price payment will be made upon final acceptance by the Contracting Officer.

Acceptance of the turfing areas may be obtained in 1,000 foot intervals along the spoil areas.
