About this file
This document is a Questions & Answers (Q&A) addendum for Request for Quote (RFQ) W912EP26QA001 for Manatee Protection System (MPS) Operations and Maintenance Services. The Q&A addresses four key clarification points from potential contractors regarding pricing and labor rates. Specifically, the document explains that greyed-out items in CLIN 0002 are "to be negotiated (TBN)" and should not be priced, while items with zero quantity should still be priced but will not factor into the overall contract price. The government's intention is to separately distinguish labor rates from parts, material, and equipment costs, allowing for detailed examination of each cost component. Contractors are advised that labor categories can be modified to reflect proposed staffing, and the proposed hours should represent the anticipated total hours for each labor category for the year, with the understanding that these hours may vary.

Questions & Answers
1. What is the core’s intentions for the black out items in the CLIN 0002 items for sensor/brackets on the price sheets?
Answer: The greyed-out items are “to be negotiated (TBN)” at a later time. These items are not to be priced.
2. Is the Contractor not to provide the USACE with a Cost to the items that have 0 (zero) in the Qty column (CLIN0002-0004)?
Answer: The Contractor should price the items; however, they will not factor into the overall price. In the event the Government purchases the items at a later time, they may be incorporated into the contract via a bilateral contract modification at the quoted rate.
3. What is the intention for the labor rates? When or how will these rates be applied for this contract? The purpose of the remaining bid items would have all the required labor included in the cost?
Answer: The intention of the labor rates is for the Government to differentiate the rates for labor and the costs for parts, material, and/or equipment. The labor and parts, material, and/or equipment should be priced separately. This will allow the Government the ability to examine the labor rates and the costs for parts, material, and/or equipment separately, as these are separate items.
4. Please clarify the purpose of these rates and are we to provide a rate based on 1 hour?
Answer: The labor categories (i.e., Contract Manager, Supervisor/ Superintendent (OPS Manager)) may be changed to reflect the Contractor’s proposed staffing. The number of hours proposed should be indicative of the total number of hours the Contractor will use for that year for each labor category. The number of hours per labor category may vary.
