Specification Section 01 11 00:

1.2.4.1 Adjacent Contractors

Active dredging near the project site may impact Contractor work. Separate contracts are underway for maintenance dredging within Jacksonville Harbor between Bar Cut-3 Station 198+00 to Cut-17 Station and Cut-55 Station 0+00 to Lower Terminal Channel Station 65+00 (one contract), and within various Jacksonville Port Authority's berths (second contract), in which each contractor is using the same ODMDS and possibly the same zone that will be used under this contract. Coordinate activities to avoid impact to the adjacent Contractors and prevent problems from the adjacent contracts.

1.2.5 Contractor Access and Use of Premises for Mayport Project Activity Regulations Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials to the Base shall be outside of peak traffic hours (6:30 to 8:00 a.m. and 3:30 to 5:00 p.m.) unless otherwise approved by the Contracting Officer. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification. A partial list of key Naval Station Mayport regulations is provided in

APPENDIX A.

Requirements for Contractor employee registration, and transition for employees currently under Navy Commercial Access Control System (NCACS), are available at https://www.cnic.navy.mil/om/dbids.html. No fees are associated with obtaining a DBIDS credential.

Participation in the DBIDS is not mandatory, and Contractor personnel may apply for One-Day Passes at the Base Visitor Control Office to access an installation. If the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections.

1.2.5.2.4 Pier Area Access Passes

Access to the wharf will require all Contractor personnel to obtain pier area passes.

Contractor must prepare personnel lists with supporting documentation and coordinate with the Contracting Officer for these passes. Typically passes will need to be renewed on approximately a weekly basis.

1.2.5.2.5 Port Security Barrier (PSB) Access

All maritime access to the turning basin and berthing areas will require access through the Port Security Barrier. Access through the PSB will be directly coordinated with Naval Station Mayport Port Operations. Contractor will provide Naval Station Mayport Port Operations a minimum of two hours notice in advance of a required PSB opening.

Emergency/urgent situations necessitating an opening in less than one hour will be authorized on a case by case basis. Contractor will schedule the work and conduct operations in a manner that minimize opens during hours of darkness, keeps opening time to a minimum, and only necessary to meet mission requirements.
