About this file
This document is a Pre-Bid Conference PowerPoint presentation for a Beach Renourishment project by the U.S. Army Corps of Engineers Jacksonville District. The solicitation (W912EP25BA015) covers renourishing approximately 2.7 miles of shoreline in Delray Beach, Palm Beach County, Florida, between FDEP Range Monuments R-175 and R-188a. The project involves sourcing sand from two offshore borrow areas, with additional work including environmental species monitoring, sea turtle trawling, turbidity monitoring, beach tilling, and quality control.
The contract is an unrestricted Invitation for Bid (IFB) with a firm-fixed price, estimated between $25-$100 million. Key dates include a site visit on August 18, 2025, bid submission deadline of September 4, 2025 at 1:00 pm EDT, and bid opening at 2:00 pm EDT. The performance period is 210 calendar days after Notice to Proceed, with contractors required to commence work within 60 calendar days. The project has specific constraints, including sea turtle nest monitoring limiting beach access from November 1, 2025 to April 30, 2026. Liquidated damages are set at $5,166 per calendar day of delay, and a 20% bid guarantee or $3,000,000 (whichever is less) is required.
