Prebid Site Visit Memorandum

SOLICITATION NUMBER: W912EP25B0007;

SHORE PROTECTION PROJECT, BEACH RENOURISHMENT

NASSAU COUNTY, FL

Date: January 29, 2025

Time: 10:00 AM

Location: Dolphin Avenue Staging and Access Area

103 North Fletcher Ave

Fernandina Beach, FL 32034

Purpose: Here to allow prospective contractors access to the sites, formulate questions and make appropriate considerations in their proposal preparations. Questions that arise on-site must be entered through Projnet or brought up on the bidder inquiry teleconference so that official responses can be posted.

Summary of Work: The project will renourish approximately 3 miles of shoreline in Nassau County, Florida on Fernandina Beach south of the St. Mary's Entrance Channel south jetty between FDEP Range Monuments R-19 and R-34.

Beach compatible sand for the project will be dredged from the South Channel Borrow Area. The South Channel Borrow Area is located immediately south of the St. Mary's Entrance Channel and about 3 miles offshore of the south jetty.

The Estimated Quantity of Beach Fill is currently listed as 750,000 cy.

Project work also includes, but is not limited to, MEC construction support, beach tilling, vibration monitoring, turbidity monitoring, and environmental species monitoring.

Period of Performance: 210 calendar days from issuance of NTP, Work Restrictions:

• Environmental Considrations o Turtle Dates: If dredging and placement of material in the beach fill area along

Florida Beaches has commenced on or before April 15th, turtle monitoring and nest location is to commence on April 15th and continue concurrently with the performance of work. If dredging and placement of material on Florida Beaches has not commenced prior to April 15th, commence turtle monitoring and nest location activities for a period of 65 days prior to performing any work (including movement of equipment) in the beach fill area or commence turtle monitoring on April 15th whichever date is later. In such case, after turtle monitoring and nest location activities have been performed for a period of 65 days, commence work in the beach fill area and continue the monitoring activities concurrently with performance of the work. In any case turtle monitoring and nest location/relocation activities are required through 31 July 2025 or until completion of work on Florida beaches, whichever comes later.

Other Considerations:

• Access: There are two staging and access locations. Dolphin Ave and Sadler Rd.

• Order of Work: No specified order of work for the beach fill. A dredge borrow cut area is indicated on the drawings and must be excavated consistent with paragraph EXCAVATION in the specifications.

• MEC: The contract includes the 01 35 30 Munitions and Explosives of Concern (MEC) Construction Support spec section.

• Environmentally Sensitive Areas: Ft. Clinch Aquatic Preserver and several defined Avoidance Areas.

Locations Visited:

• The site visit started at the Dolphin Ave Staging & Access Area

• The attendees accessed the fill site at several representative locations along the length of the project footprint.

• The site visit concluded at the Sadler Rd Staging & Access Area
