About this file

This document is a Request for Information (RFI) for the proposed Flamingo Marina Bulkhead Rehabilitation project in Monroe County, Florida. The U.S. Army Corps of Engineers, Jacksonville District is seeking information from the construction industry to address technical questions and the potential use of Project Labor Agreements (PLAs) for this large-scale construction project with an estimated value between $25-100 million.

The project involves replacing approximately 3,864 linear feet of sheet pile bulkhead wall for the four basins that make up the Flamingo Marina. Key requirements include the use of the Press-In method for sheet pile installation, placement of flowable fill between the new and existing bulkheads, and construction of a precast concrete facade wall. The project has significant environmental and ecological concerns due to the presence of protected species such as the American crocodile and West Indian manatee. The government is requesting feedback on technical approaches, equipment capabilities, PLA experience, and potential cost and schedule impacts. Responses to this RFI are due by October 4, 2024, and will be used to inform the acquisition strategy. A related industry day and site visit is planned for November 6-7, 2024.

PROJECT OVERVIEW

Project Goals:

• Flamingo Marina is a bulkhead rehabilitation project with new wall system constructed water side of existing wall system.

• Replacement of existing mechanical/electrical features within project footprint.

• Flamingo Marina consists of four (4) marina bays:

o Visitor Center Bay (Basin 3) o Florida Bay (Basin 2) o Whitewater Bay (Basin 1) o Maintenance Marina Bay (Basin 4)

• Visitor Center Bay and Florida Bay are located on the brackish water side.

• Whitewater Bay and Maintenance Marine Bay are located on the freshwater side.

• Both sides are separated by a plug (not included in project).

• The marina is open year-round to visitors, including during construction.

• The marina is also home crocodiles that regularly nest near the bulkhead walls.

• Site originally constructed in the 1950s.

PROJECT OVERVIEW

Project Features

• 3,864 linear feet of sheet pile wall installation o 587 – Visitor Center Bay o 1037 – Florida Bay o 1276 – Whitewater Bay o 964 – Maintenance Marina Bay

• Precast concrete overhanging wall panel “façade” wall with cast-in-place cap tie-in.

• Flowable fill placement between the wall systems. Also placed between sheet pile and precast “façade” wall.

• All construction must be done landside, aside from the removal/replacement of the floating docks, guide piles, and timber piles.

PROJECT ENVIRONMENTAL AND PARK CONCERNS

Presented by: Michael Machupa, NPS Facilities Manager

American crocodile (Crocodylus acutus) – Threatened

• The American crocodiles is Federally listed under the Endangered Species Act.

• Crocodiles actively use the Flamingo Marinas year-round for foraging, courtship, & nesting and often return to the same nest site year after year.

• The Flamingo District, including the marinas, are designated critical habitat for crocodiles.

• They are highly adaptable and have become accustomed to human activity in the marina areas. They can be dangerous

• Courtship activities begin in March. Nests are laid by June and hatch by the end of August. Hatchlings will remain near their nest location for about a month.

• Crocodiles will take advantage of disturbed sandy soils for nesting; therefore, all excavations must be covered at night and inspected for entrapped animals each morning.

• Workers should avoid crocodiles and be aware of the potential for crocodile presence, including hatchlings which may be in the grass or under equipment.

• EVER Biologists will mark known nests so they can be avoided to prevent crushing.

• Construction activities and scheduling may be altered to avoid impacts to crocodiles or nests

West Indian Manatee (Trichechus manatus) – Threatened

FLAMINGO MARINA BULKHEAD REHABILITATION

PROJECT ENVIRONMENTAL AND PARK CONCERNS

• The West Indian manatee is Federally listed under the Endangered Species Act

• Manatees actively use the Flamingo Marinas year-round as a source of freshwater.

• Manatees and their pups are frequently observed drinking from the outflow pipes in the bulkhead.

• They are highly docile and slow.

• All in-water operations, including vessels, must be shut down if a manatee comes within 50 feet of the operation.

• Any collision with or injury to a manatee shall be reported to the Florida Fish and Wildlife

Conservation Commission and Everglades Law

Enforcement.

Smalltooth Sawfish (Pristis pectinata) – Endangered

• The smalltooth sawfish is Federally listed under the Endangered

Species Act.

• The smalltooth sawfish may be present in the marinas year-round.

• Their dorsal fins are often confused with sharks or dolphins.

• Most of the Flamingo District and all the marinas are designated smalltooth sawfish critical habitat.

• Critical habitat features include mangrove prop roots and seagrass that may harbor juveniles and eggs.

• Water quality is essential for this species. Crews are required to implement erosion and sediment control measures including turbidity curtains.

• All smalltooth sawfish sightings, including dead individuals, shall be reported to Biological Resources Chief or delegate.

CONSTRUCTION CONSIDERATIONS

• Limited Access and Staging o Public access must be maintained during construction o Contractor trailer location separate from staging areas

• Phased Construction o Base contract followed by additional optional work o Each optional phase is to be constructed consecutively; except for the floating dock replacement which can be concurrently.

• Significant Environmental and Ecological Concerns o Water quality and clarity must be maintained o Limited waterside activities due endangered fish and crocodiles

• Existing Bulkhead Condition o The existing structure could be at risk of failure due to age, design, and possible scour.
