Block adjacent accesses to the beach as needed; however, provide signage directing pedestrians to the nearest available access. The Contracting Officer reserves the right to make final determination regarding accessibility following fill placement and may direct Contractor to improve pedestrian access.
a. Protect and/or remove any existing signs, buoys or other structures within the work lines and later replaced by the Contractor as directed.
b. Erect, maintain, and move as necessary, a restrictive barrier around the active construction zone including the area of discharge of the hydraulic pipeline (or other mechanical off loader), where bulldozers are working, or any other active area where Work may present a safety hazard to the public. Construct the barrier in the vicinity of the discharge to prevent the public from approaching the discharge from any direction closer than 100 feet and provide an area sufficient in size for the safe progression of the Work. Post signs in a conspicuous manner designating the closed area.
c. Post signs in a conspicuous manner stating "DANGER - HIGH PRESSURE
DISCHARGE FROM DREDGE".
3.2.3.2 Dedicated Safety and Flag Person
Provide a dedicated safety and flag person on site at all times, whose sole responsibility is preventing the public from entering the work area.
Additionally, place a safety person at the discharge end of the disposal pipeline. The safety person must always be present during discharge operations and will maintain radio communication between the dredge and the disposal operation.
SECTION 35 20 25 Page 12
3.2.4 Noise Control
3.2.4.1 Hauling and Excavating Equipment
Equip all hauling and excavation equipment including dredges used on this work with satisfactory mufflers or other noise abatement devices. Conduct operations to comply with all federal, state, and local laws or ordinances pertaining to noise abatement. Hold the use of horns, bells, or the use of whistle signals to the minimum necessary in order to insure as safe and as quiet an operation as possible.
3.2.4.2 Booster Pumps Noise Control
Equip booster pumps used on this work with satisfactory mufflers and/or other sound abatement devices to reduce engine noise. Construct a sound barrier landward of booster pumps in order to reflect noise waterward.
Booster pumps will not be allowed within 1,000 feet of residential areas but will be allowed on or adjacent to the public beach. Conduct operations to comply with all Federal, State, and local laws pertaining to noise.
3.2.5 Buoy and Anchoring Inventory
Inventory all anchors, buoys, and buoy cables deployed in the prosecution of work in a manner acceptable to the Contracting Officer. Use this information to account for and recover these items upon completion of work.
After completion of the project, provide a letter to the Contracting Officer certifying that all anchors, buoys, buoy cables used in the construction of the project have been recovered in accordance with the Contractor's approved Anchor and Buoy Recovery. Submit the completed Buoy and Anchoring Inventory Recovery with the certification.
3.2.6 Protection of Existing Vegetation
Prior to fill placement, coordinate landward extent of fill with Contracting Officer in areas where the construction fill template may cover existing vegetation.
3.3 EXCAVATION
3.3.1 General
Equipment mobilized to the project site for excavation will be suitable for excavation in the borrow area shown on the drawings and capable of dredging at the borrow area's maximum depth.
3.3.2 Borrow Area Dredging
Completely excavate the borrow area and each subdivision to target depth before requesting permission from the Contracting Officer to use a subsequent borrow cut area. The Contracting Officer may permit the Contractor to relocate to another borrow area or subdivision prior to complete clearance to target depth if 1) the remaining quantity is the result of minor side slope sloughing, 2) in isolated areas the remaining sand thickness cannot be efficiently removed after suitable effort by the Contractor to clear the entire borrow area or subdivision to target depth, or 3) other reasons determined valid by the Contracting Officer. Perform excavation in a uniform and continuous manner so as to avoid creating
SECTION 35 20 25 Page 13 multiple holes, valleys, or ridges. Dredge the borrow area to maximize the removal of sand from each sub-area of each provided borrow area. The purpose of this requirement is to avoid "wasting" sediment which could be used to renourish the beach now and in the future.
3.3.3 Overflow Dredging
Overflow is considered a part of the dredging process and is permitted to occur within the borrow site during loading to the extent that turbidity and water quality standards required by Sections 01 57 20 ENVIRONMENTAL PROTECTION and 01 57 25 TURBIDITY AND DISPOSAL MONITORING are met.
3.3.4 Borrow Area Excavation Limitations
Perform all excavation within the horizontal limits of the borrow areas shown in the drawings. Under no circumstances will excavation occur below the maximum depth shown in the drawings. Sloughing of material from outside those limits is anticipated and will not be a permit violation as long as dredging is performed within specified limits noted on the drawings. The Contractor will be required to certify in each Daily Quality Control Report that the excavation was conducted in compliance with the drawings and specifications including excavation and sediment tolerance depth.
3.3.5 Unsuitable Material
If continuous reaches of rock, clay or other unsuitable materials or unacceptable materials as defined in the paragraph titled "QUALITY CONTROL FOR BEACH FILL" are encountered in the borrow area, change the location and depth of excavation within the borrow limits when necessary to provide the best fill material available at no additional cost to the Government.
Note the location of unsuitable material encountered within the borrow area on the Contractor's Quality Control Report (see Section 01 45 05 DREDGING/BEACH FILL PLACEMENT - CONTRACTOR QUALITY CONTROL). If the Contracting Officer determines the quality of beach fill is being adversely affected, that location will be avoided in future passes of the dredge.
3.3.6 Magnetic Anomalies
A magnetometer survey was conducted at the borrow site with buffered returns shown on the drawings.
3.3.7 Probability of Oversized Material in Borrow Area
It is possible that material greater than 3/4 inch will be encountered at the borrow area. See subparagraph OVERSIZED MATERIAL SCREENING AND REMOVAL below.
3.3.8 Dredge Location Control
Submit the required dredge location control color-coded plots to the Contracting Officer. Record daily a color-coded plot, in the project reference datum, of the draghead, cutterhead, or other hydraulic or mechanical dredging device depicting the vertical and horizontal limits of the material dredged that day. Clearly define any horizontal or vertical dredge violations. Hopper dredges must submit dredge track lines withdraghead depths that indicate dredge status: dredging, transiting, unloading, and hotelling.
SECTION 35 20 25 Page 14
See Section 35 20 26 NATIONAL DREDGING QUALITY MANAGEMENT PROGRAM SCOW - ULLAGE PROFILE, Section 35 20 27 NATIONAL DREDGING QUALITY MANAGEMENT PROGRAM PIPELINE HYDRAULIC DREDGE, and Section 35 20 28 NATIONAL DREDGING
QUALITY MANAGEMENT PROGRAM HOPPER DREDGE.
3.3.9 Deduction for Nonconforming Work
Obtain beach fill from the designated borrow area only. Beach fill that is obtained from unauthorized areas will not be paid for under this Contract. Excavation in such area(s) is a violation of State of Florida Permits. The Government will perform pre-dredge and after-dredge surveys in the borrow area(s). If it is determined that dredging has been performed outside the borrow area(s) limits or below the limiting elevation plus a 2 foot disturbance depth within the borrow area(s), the quantity of the material dredged from these areas will be computed and subtracted directly from the pay quantity of material placed on the beach.
3.4 TRANSPORT OF EXCAVATED MATERIALS
Submit the method of transporting the fill from the offshore borrow area(s) to the fill area for approval by the Contracting Officer. Prior to pipeline or equipment placement, submit the hardbottom surveys conducted as described in Section 01 57 20 ENVIRONMENTAL PROTECTION.
3.4.1 Hopper Dredge/Scow
A hopper dredge or barge with pump-out capabilities may be used for transport of the excavated material. Overflow at the borrow site during loading will be permitted to the extent that turbidity and water quality standards required by Section 01 57 20 ENVIRONMENTAL PROTECTION are met.
Limit the loading to partial loads, if necessary, to meet turbidity and water quality requirements permitted at the borrow site. No overflow or spillout will be permitted during transport to the discharge site.
3.4.1.1 Mis-Dump
Any scow load or hopper dredge load that is released within state waters will be classified as a mis-dump and will result in a suspension of disposal operations and prompt monitoring of affected hardbottom areas.
Redredging of such materials may be required as a prerequisite to the resumption of dredging unless the Contracting Officer, at their discretion, determines that redredging of such material is not practical or will impact more neighboring hardbottom. In addition, notify the Contracting Officer within 24 hours of a misplaced dump. Implement corrective actions by the next offload at no additional expense to the Government. Inform the Contracting Officer of actions taken.
3.4.2 Pipeline Transportation
A pipeline dredge or hydraulic unloader may be used to transport material to the project placement site. Always maintain a tight discharge pipeline. Construct the joints so as to preclude spillage and leakage.
If a dredging technique is used for this project that requires anchoring, do not anchor within 400 feet of hardbottoms or cultural resources. If pilings are used for anchorage at the beach fill site, mark the pilings and remove in their entirety upon completion of the Contractor's operation.
SECTION 35 20 25 Page 15
3.4.2.1 Submerged Pipeline
In the event the Contractor elects to submerge their pipeline, rest the pipeline on the bottom, and the top of the submerged pipeline and any anchor securing the submerged pipeline cannot be no higher than the project depth for any navigation channel in which the submerged pipeline is placed. Should the Contractor elect to use a pipeline material which is buoyant or semi-buoyant, such as PVC pipe or similar low-density materials, the securely anchor the pipeline to prevent the pipeline from lifting off the bottom under any conditions. Conduct daily inspections of the submerged pipeline to ensure buoyancy has not loosened the anchors.
Remove all anchors when the submerged pipeline is removed. Mark the location of the entire length of submerged pipeline with signs, buoys, lights, and flags conforming to U.S. Coast Guard regulations.
