a) Water Stages. Project work consists of dredging beach compatible sand from an offshore borrow source, N-3, that is roughly 8.0 miles from the beach placement area in South Ponte Vedra and Vilano

Beach in St. Johns County, Florida (Figure 1). Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect the area any time of the year.

Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and

Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and

Tables 1 – 2. The elevations in Table 1 are taken from NOAA’s Tide Station 8720554 (Vilano Beach

ICWW, FL). These datums are based on a 10-month analysis from October 2003 – July 2004 from a gauge on the Intracoastal Waterway (ICWW) side of Vilano Beach, which is roughly 0.7 miles north of the St.

Augustine Inlet and about 0.8 miles southwest of the placement area. The water levels presented from the

Vilano Beach ICWW gauge are referenced to the North American Vertical Datum of 1988 (NAVD88) from the tidal epoch period of 1983 – 2001 and are based on a controlling tide station near Mayport, Florida

(NOAA Tide Station 8720218). Table 2 provides elevations taken from NOAA’s Tide Station 8720587 (St.

Augustine Beach, FL). These datums are based on data from an eight-year analysis from June 1992 – May

2000 from the St. Augustine Beach Fishing Pier gauge, which is approximately 3.9 miles south of the St.

Augustine Inlet and around 5.2 miles southeast of the placement area. The water levels presented in Table

2 are also referenced to NAVD88 over the 1983 – 2001 tidal epoch, but they are based on a different controlling tide station near Mayport, Florida (NOAA Tide Station 8720220). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:

https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area, are included in the publication East Coast of North and South America Tide

Tables, United States (U.S.) Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean tide levels, diurnal tide ranges, and some astronomical data (sunrise, sunset, moonrise, and moonset). Of note, tidal data provided in this publication are also listed at the following website:

https://tidesandcurrents.noaa.gov/tide_predictions.html.

00 33 50 Page 3 https://tidesandcurrents.noaa.gov/tide_predictions.html

b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.

i. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of

Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.

ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS)

Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63417 is in roughly 20.0 meters of water relative to the Mean Sea

Level (MSL) datum (i.e., 65.6 ft-MSL) at 29° 55.2' N, 81° 4.8' W. This station lies approximately 12.9 miles east of the placement area. Available data include a hindcast time series of wave height, wave spread, wave period, wave and wind direction, and wind speed at 1-hour intervals for the 40-year period of 1980 –

2019. The following website provides links to WIS summary tables and plots, as well as other sources of wave data: https://wisportal.erdc.dren.mil/.

iii. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. Data relevant to Florida projects are found at the following website:

https://www.ndbc.noaa.gov/.

c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida. Notably, hazardous thunderstorms can occur in this area at any time of the year.

i. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by

NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in

Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.

NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006-

1.6.3 Survey

Provide equipment, tools, material, labor for laying out any part of the work from the monuments, control data, and elevations established by the Government. Maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at their discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.

The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

1.7 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting

SECTION 01 11 00 Page 4

Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable Contract unit or job prices as fixed and established in the Contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, repair damage to all work (including temporary construction), utilities, materials, equipment and plant to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
