solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
http://www.dol.gov/agencies/whd/government-contracts
W912EP22B0007 00800A-5
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
W912EP22B0007 00800A-6
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

GEOTECHNICAL DATA REPORT
1 SCOPE
The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of vibracore borings. The associated boring logs and laboratory data are presented in paragraphs 4.5 and 4.6 respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.
During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geosystems Branch.
2 CHARACTER OF MATERIALS
2.1 THE LOCAL GEOLOGY
The project is located in the federal navigation channel between the barrier island and beach on the Atlantic Ocean and the mainland in northern St. Johns County, in the Atlantic Coastal Plain physiographic unit. The surficial geology of St. Johns County generally includes Pleistocene to Holocene age (recent) sediments. The surficial units primarily consist of undifferentiated, unconsolidated, fine to medium quartz sands with thin lenses of shell and clay of varying thickness These lenses are generally discontinuous and vary within short distances both horizontally and vertically. The Florida Geologic Survey (FGS) county geologic map for St. Johns County (1993) indicates the presence of Holocene age beach and dune deposits (Qbd and Qh), some with lagoonal organics and clay, along the coast, as well as outcrops of the variably lithified shell and sand coquina of the late Pleistocene Anastasia Formation. The undifferentiated sands and the Anastasia Formation collectively measure approximately 100 feet thick in the project area based on FGS logging (Scott 1988).
The Miocene age, Hawthorn Group lies unconformably below the undifferentiated sands of St Johns County. The sediments of the Hawthorn Group are composed of gray to green, plastic, phosphatic, sandy clay and marl, interbedded with lenses of phosphatic sand, pebbles, sandy limestone, and dolostone. The unit is between 50 and 200 feet thick in St. Johns County (Scott 1988).
2.2 MATERIALS ENCOUNTERED
The Intracoastal Waterway (IWW) Palm Valley South, Cuts SJ-8 through SJ-15, are located in one of the northernmost reaches of the channel in St. Johns County. The materials to be excavated consist of shoaling that has occurred since the St. Johns County IWW was last dredged in 2007- 2008. The newly deposited sediments can be expected to be similar to the materials shown in the historic boring logs since the depositional environment of the channel has not been altered significantly since it was last dredged. New vibracores were collected in 2022 to characterize the shoaled material. The boring locations are shown in Plate 1 through Plate 4.
The materials to be dredged consist of poorly-graded very fine to medium-grained quartz sand, sand to gravel size whole and broken shell fragments, silt, silty sand, clay, and clayey sand.
Woody debris ranging in size up to whole submerged trees should be anticipated within the
Intracoastal Waterway Jacksonville to Miami- Maintenance Dredging, Amendment 0005 12- Foot Project, Palm Valley, South Reach, 00 31 32 - Page 3 required dredge depth and allowable over depth. Rock was not encountered in any of the borings;
in situ rock, if encountered, is not required to be dredged.
This is an active navigation channel and trash and debris, such as ropes, anchors, aluminum cans, and plastic bottles from navigation activities are likely to be present in the materials to be dredged.
3 DEFINITIONS
Definitions not explicitly indicated in the sections below are typical industry standard definitions from their respective ASTMs.

4.5 BORING LOGS
Applicable boring logs are presented on the following pages.
The borings presented in this section are available new and historic borings within the project area. Some of the materials within the project template presented on the boring logs have been removed by previous dredging events with subsequent shoaling of similar materials. The current elevations of the materials at these locations are shown on the contract drawings.
While the Government’s borings are representative of subsurface conditions at their respective locations and vertical reaches, local variations in the characteristics of the subsurface materials of this region are to be expected
