SECTION 00 33 50 WEATHER, WATER STAGE, AND TIDE DATA

1. The following water stage, wind, wave, and weather data are provided for inclusion in the subject project’s P&S. The water level datums provided here are for information only and are not for use in conjunction with any contract-related hydrographic surveying. Notably, a technical review was performed on the following data, and this memo, signed by Chief, Water Resources Engineering Branch, signifies EN-W Branch QC Certification.

a) Water Stages. The subject dredging project is located on the east coast of Florida in St. Johns County spanning from the State Road 210 Bridge south 6.7 miles along the Intracoastal Waterway (ICWW). Water levels in the project area are mainly affected by rainfall, wind, and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is subject to tropical system storm surge from June through November.

Surge from extratropical storms is less likely to impact the project area due to the project location (in the Intracoastal Waterway 15.0 – 20.0 miles away from an open ocean inlet), but extratropical surge could minimally affect the area any time of the year.

Elevations of tidal datums in the vicinity of the project area were gathered using a National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide station shown in Figure 1 and detailed in Table 1. The elevations in Table 1 are taken from NOAA’s Tide Station 8720398 (Palm Valley, ICWW, FL) and are based on a one-month analysis in September 1978 from a gauge in the ICWW northerly-adjacent to the project area in Palm Valley, Florida. These data are referenced to Mean Lower- Low Water (MLLW) from the tidal epoch period of 1983 – 2001 and are based on a controlling tide station near Mayport, Florida (NOAA Tide Station 8720220). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:

https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

https://tidesandcurrents.noaa.gov/map/index.html?region=Florida

Daily tidal predictions at locations along the coastline of North and South America, including locations in the vicinity of the project area, are included in the publication East Coast of North and South America Tide Tables, United States (U.S.) Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. In addition to daily tidal predictions, this publication provides mean tide levels, diurnal tide ranges, and some astronomical data (sunrise, sunset, moonrise, and moonset). Of note, tidal data provided in this publication are also listed at the following website:

https://tidesandcurrents.noaa.gov/tide_predictions.html.

b) Wind and Wave Data. The publications in this section include wind and wave information in the vicinity of the project area. They are available for review at the websites or agencies indicated.

i. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.

ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63413 is in roughly 20.0 meters of water relative to the Mean Sea Level (MSL) datum (i.e., 65.6 ft-MSL) at 30° 10.2' N, 81° 10.2' W. This station lies approximately 11.0 miles east of Ponte Vedra Beach, Florida’s open coast. Data from this station is not indicative of the wave climate directly at the site since the project is within the ICWW 15.0 – 20.0 miles away from an open ocean inlet, but these data are good indication of what vessels may expect entering the general region for dredging activities. Available data includes a hindcast time series of wave heights, periods, and directions taken at 1-hour intervals for the 35-year period of 1980 – 2014. The following website provides links to WIS summary tables and plots, as well as other sources of wave data:

https://wis.erdc.dren.mil/.

iii. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. Data relevant to Florida projects are found on the following website:

https://www.ndbc.noaa.gov/.

c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida. Notably, hazardous thunderstorms can occur in this area at any time of the year, and heavy rainfall around the project area could result in higher stages at the project site as direct rainfall and rain runoff enter the site.

i. It is the Contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological data relevant to this region. Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, https://tidesandcurrents.noaa.gov/tide_predictions.html https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html https://www.ncei.noaa.gov/access/metadata/landing-page/bin/iso?id=gov.noaa.ncdc:C00071 https://www.ndbc.noaa.gov/ https://www.ncdc.noaa.gov/cdo-web/ precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.

NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006- 2020. NOAA’s Jacksonville Beach Fire Station gauge (ID USC00084366) lies roughly 10.7 miles north of the project site at 30° 17.3' N, 81° 23.6' W. The most applicable period for data at this site is likely 1991- 2020 and is found at the following website:

https://www.ncei.noaa.gov/maps/normals/.

1.6.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. All projects constructed and maintained to a tidal datum shall be calibrated to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.

See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

1.6.2 Layout

From the monuments, control data and elevations established by the Government, complete the layout of the work and obtain all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

1.6.3 Survey

Provide equipment, tools, material, labor for laying out any part of the work from the monuments, control data, and elevations established by the Government. Maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through negligence, prior to the authorized removal of the marks or monuments, the marks or monuments may be replaced by the Contracting Officer, at the Contracting Officer's discretion, and the expense of replacement will be

SECTION 01 11 00 Page 4 deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

1.7 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable Contract unit or job prices as fixed and established in the Contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

1.8 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.8.1 Schedule of Monthly Anticipated Adverse Weather Delays

The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY

ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A

reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50

WEATHER, WATER STAGE AND TIDE DATA.

SECTION 01 11 00 Page 5

1.8.2 Contractor Responsibility

Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the Contract, record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. Include the number of actual adverse weather delay days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.9 UNITS OF MEASURE

The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of work. Clearly denote which system of measure is being utilized, referenced or discussed on all survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings. Any omission or inaccurate use of a unit of measure will not relieve the Contractor of the Contractor's responsibilities under the Contract terms. The unit of measure used in this specification is the standard U.S. system. The contract drawings denote both standard U.S. system and metric system where appropriate. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, then the unit of measure is to be considered the standard U.S. system.
