1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
1.2.1.1 Base
The work includes construction of a stormwater treatment area consisting of two contiguous cells (about 410 acres) west of County Road (CR) 613, and three contiguous cells (about 1,560 acres) east of CR 613. Cells are parallel, flowing west to east, and consist of about 18,400 feet of perimeter levee and about 3,700 feet of cell division levee west of CR 613, and about 35,500 feet of perimeter levee and 2 cell division levees of about 12,200 and 9,500 feet east of CR 613. Collection and distribution channels run along the east and west ends of each cell.
Work includes construction of one 2-barrel ungated culvert structure (8 feet diameter culverts) under CR 613; one 3-barrel gated culvert structure (5 feet diameter culverts) under CR 609; five gated 8 feet x 6 feet box culverts for release into cells; two ungated 5 feet diameter culverts for boundary seepage return; four ungated 23 feet diameter culverts with weirs for runoff relief; two gated 8 feet x 6 feet box culverts for release from cells; six 5 feet diameter culverts with operable weirs for release from cells; and one 7 feet diameter sag culvert.
Work includes construction of site access from CR 613 and modification of CR 609 and CR 613 roadway drainage (swales and detention features).
There is South Florida Water Management District (SFWMD) owned property east of CR 613 and north of the contiguous cells that can be used for staging.
Work is divided into phases as follows:
SECTION 01 11 00 Page 3
1.2.1.1.1 Phase 1
The work includes project initiation activities.
1.2.1.1.2 Phase 2
The work includes construction of the Connection Canal connecting the North St. Lucie River Water Control District (NSLRWCD) C-70 canal to the NSLRWCD C-69 canal.
1.2.1.1.3 Phase 3
The work includes construction of the two contiguous cells (about 410 acres) west of CR 613, referred to as Cells 1 and 2, including associated structures: S-425 Sag Culvert, S-431A Ungated Culvert, S-431B Ungated Culvert, S-432A Gated Box Culvert, S-432B Gated Box Culvert, S-433A Gated Box Culvert, S-433B Gated Box Culvert, S-434A Fixed Weir Drop Structure and Culvert, S-434B Fixed Weir Drop Structure and Culvert, and S-451 Ungated Culverts. The work includes construction of the three contiguous cells (about 1,560 acres) east of CR 613, referred to as Cells 3, 4, and 5, including associated structures: S-435A Fixed Weir Drop Structure and Culvert, S-435B Fixed Weir Drop Structure and Culvert, S-436A Gated Box Culvert, S-436B Gated Box Culvert, S-436C Gated Box Culvert, S-437A Culvert With Operable Weir, S-437B Culvert With Operable Weir, S-438A Culvert With Operable Weir, S-438B Culvert With Operable Weir, S-439A Culvert With Operable Weir, S-439B Culvert With Operable Weir, and S-441 Gated Culverts.
In addition, the work includes modification of CR 613 and CR 609 roadway drainage.
1.2.1.2 Option A
The work includes installation of a temporary pump station. The temporary pump station centerline will be located east of the C-24 canal, approximately 150 feet north of the S-425 Sag Culvert. The temporary pump station will be turned over to the South Florida Water Management District for operation following construction completion.
1.2.1.3 Order of Work
The Contractor will receive a separate Notice to Proceed (NTP) for each Base Phase and Option A. The first NTP will be to construct Base Phase
1. The Government anticipates issuing subsequent NTPs prior to completion of Base Phase 1. The subsequent NTPs may be issued in any order. Due to the drainage provided by the Base Phase 2 Connection Canal, Base Phase 2 must be completed prior to constructing the Base Phase 3 features associated with Cells 3, 4, and 5.
1.2.1.3.1 FPL Access and Order of Work
To support FPL access to existing infrastructure, the Contractor must complete work on the following structures crossing the FPL easement one at a time: S-425 Sag Culvert, S-434A Fixed Weir Drop Structure and Culvert, and S-434B Fixed Weir Drop Structure and Culvert. Since construction of these structures is expected to limit and/or close the current FPL access at these structure locations, the Contractor must complete construction for one structure location before access is closed for construction of a subsequent structure location.
SECTION 01 11 00 Page 4
1.2.2 Location
Location is in St. Lucie County, Florida about 10.5 miles west-southwest of Fort Pierce. From the Interstate 95 interchange to State Road 70 (Exit 129), take State Road 70 west about 7 miles to CR 609 then north about 0.5 mile to the southeast corner of the project area, or take State Road 70 west about 9 miles to CR 613 then north about 1.5 miles to the project area on the east side of the road. From the Florida Turnpike interchange to State Road 70 (Exit 152), take State Road 70 west about 6.5 miles to CR 609 or 8.5 miles to CR 613, then continue as indicated above.

See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA.
1.5.3 Contractor Investigation
Refer to the Clause SITE INVESTIGATION AND CONDITIONS AFFECTING THE WORK (FAR 52.236-3) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.6 LAYOUT OF WORK
Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.6.1 Established Project Control
The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.
See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.
1.6.2 Layout
From the monuments, control data and elevations established by the Government, complete the layout of the work and obtain all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
SECTION 01 11 00 Page 7
1.6.3 Survey
Provide equipment, tools, material, labor for laying out any part of the work from the monuments, control data, and elevations established by the Government. Maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at their discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.
The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.7 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. All costs for damages to work as a result of acts of God, fires, floods, epidemics, quarantine restrictions, strikes, freight embargoes, earthquake, hurricane, tropical storm, tornado, or any other weather related events, will be the responsibility of the Contractor. The Contractor must take all necessary precautions and exercise sound engineering and construction practices to protect all temporary and permanent work from damage until final project acceptance. Repair damage to all work (including temporary construction), utilities, materials, equipment and plant to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
1.8 DAMAGE TO WORK -- COFFERDAM REQUIRED
a. The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. If a cofferdam is constructed in accordance with the plans and progress schedules approved by the Contracting Officer, and is overtopped by flood causes damage to the cofferdam or if any part of the permanent work is damaged by flood, earthquake, hurricane, tornado, or other acts of God, all costs for those damages will be the responsibility of the Contractor. The Contractor shall take all necessary precautions and exercise sound engineering and construction practices to protect all temporary and permanent work from damage until final project acceptance. Damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
b. The Contracting Officer may order the Contractor to flood or breach the cofferdam during a rise prior to, and in anticipation of, natural flooding due to overtopping. Such flooding or breach will be considered the same as though the cofferdam, if constructed in accordance with the plans and progress schedules approved by the Contracting Officer, had been overtopped, in which all costs will be the responsibility of the Contractor for repair of damages to the cofferdam and /or any part of the permanent, or temporary work, as provided in subparagraph a. above
SECTION 01 11 00 Page 8
1.9 LOCATION OF UNDERGROUND FACILITIES
Scan the construction site with electromagnetic or sonic equipment, and mark the surface of the ground where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated or specified to be removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made. Perform toning where indicated or shown by the Contracting Officer.
1.9.1 Notification Prior to Excavation
Notify the Contracting Officer at least 15 days prior to starting excavation work. Contact FPL 10 days prior to excavating. Contractor is responsible for marking all utilities not marked by FPL or CALL SUNSHINE BEFORE YOU DIG at 1-800-432-4770.
1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. This time extension shall not be compensable. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.10.1 Schedule of Monthly Anticipated Adverse Weather Delays
The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY
ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A
reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50
WEATHER, WATER STAGE AND TIDE DATA.
1.10.2 Contractor Responsibility
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the Contract, record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. Include the number of actual adverse weather delay days impacted by actual adverse
SECTION 01 11 00 Page 9 weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.11 SOUTH FLORIDA WATER MANAGEMENT DISTRICT
It is understood and agreed by the parties hereto that the project works being performed under this Contract are for the benefit of the South Florida Water Management District, which agency, as the representative of the State of Florida, is responsible for acquisition of lands upon which the construction is to take place. This responsibility is pursuant to authorizing legislation of the Congress of the United States of America.
It is clearly understood that the project works to be constructed herein, upon completion, will be turned over to that agency for operation and maintenance as part of the Government's project agreement obligation.
1.12 UNITS OF MEASURE
The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of his work. All survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings, shall clearly denote which system of measure is being utilized, referenced or discussed. Any omission, unprofessional or inaccurate use of a unit of measure on the part of the Contractor shall not relieve him of his responsibilities under the contract terms. The unit of measure used in this specification is the standard U.S. system. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, then they are to be considered the standard U.S. system.
