1.2.1 Project Description
All facilities to be constructed are within an area of Camp Santiago known as the Joint Training Center (JTC). Camp Santiago is comprised of approximately 16,000 acres of land controlled by the Puerto Rico Army National Guard (PRARNG), and is located on the southeast side of Puerto Rico within the city limits of Salinas.
This is a Design-Bid-Build project which includes extension of design on several items, including a quantity of three (3) pre-engineered metal battalion maintenance buildings (HQ5) and fire protection equipment.
Utilities on the installation are mostly public. The Puerto Rico Aqueduct and Sewer Authority (PRASA) is the provider of water and sanitary services. The Puerto Rico Energy and Power Authority (PREPA) is the provider of electrical power. Electrical and water meters must meet the Authority to Operate (ATO) and Authority to Connect (ATC) requirements as
SECTION 01 11 00 Page 3 described within the contract requirements. The Contractor must obtain equipment from manufacturers meet all ATC and ATO requirements, and must provide a memorandum confirming this.
The Puerto Rico Telecommunications Board (PRTCB) is the provider of telecommunications services. Natural gas is not available on the site. The Contractor is responsible for the coordination, oversight, and payment for all work associated with and provided by private utility providers. The Contractor is responsible for obtaining all necessary permits required to construct this project and pay all applicable permit fees and municipal taxes. This includes, but is not limited to construction stormwater registration with the United States Environmental Protection Agency (USEPA) and in accordance with the local Puerto Rico Planning Board, PREPA (electrical), JRTPR (telecommunications), and any other required permits as needed to complete the work. All permits must be in hand prior to beginning any work. Refer to Section 01 14 00 WORK RESTRICTIONS AND SPECIAL PROVISIONS, Attachment B, for a reduction in construction excise tax in the Municipality of Salinas.
There are two United States Army Corps of Engineers (USACE) entities involved in this project. USACE-Jacksonville (SAJ) District is the contracting agency and will be the Approving Authority for all elements of construction with the exception of extension of design elements. As the Designer of Record (DOR), USACE-Transatlantic Middle East (TAM) District is the Approving Authority for extension of design elements, such as the HQ5 pre-engineered metal buildings (PEMBs), and any structural changes that may arise due to differing site conditions.
There are several optional bid items that are described below.
1.2.1.1 Base Bid - Barracks
The base scope of work is for the construction of approximately 240,000 SF of barracks in accordance with contract documents, which amounts to a total of ten barracks consisting of three different types: two (2) 2+2 Barracks (B1 Type-building numbers 304 and 316), six (6) Open Bay Barracks (B2 Type-building numbers 450, 445, 455, 465, 470, and 460), and two (2) Private Barracks (B3 Type-building numbers 300 and 312). Associated site work for the Barracks is also required and includes the demolishment of 40 buildings, construction of support structures in accordance with contract documents. Support facilities include hardened surfaces, water management structures, and utilities.
The barracks are fully designed storm shelter facilities, with the results of a site specific geotechnical investigation carefully considered. All barracks consist of a concrete frame with CMU infill walls to meet design wind loading of 200 mph, and are required to have ICC 500 compliant impact protection system. Storm shutter specification has been included as an example of an ICC 500 compliant impact protection system to be approved by the end user.
The Barracks Complex as a whole, consisting of facility types B1, B2, and B3, is designed for and require LEED BDC Ref Guide v4.1 Silver Certification to be obtained by the Contractor. The Contractor will be responsible for applying for LEED Silver and paying any associated fees for obtaining LEED Silver Certification. Contractor must tailor all O&M manuals for LEED requirement.

1.6.1 Established Project Control
The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.
1.6.2 Layout
From the monuments, control data and elevations established by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.
1.6.3 Survey
The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and material, and all labor as may be required in laying out any part of the work from the monuments, control data and elevations established by the Government. It shall be the responsibility of the Contractor to maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.
1.7 DAMAGE TO WORK
The responsibility for damage to any part of the permanent work shall be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor will make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be
SECTION 01 11 00 Page 9 made at the applicable contract unit or job prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.
1.8 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.9 LOCATION OF UNDERGROUND FACILITIES
Obtain digging permits with Camp Santiago's DPW prior to start of excavation. Local Utilities are given 48 hours notice to mark their asset before start of construction. If a utility company fails to identify services, the Contractor is responsible for scanning the construction site with appropriate equipment and marking where existing underground utilities are discovered.
Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.9.1 Notification Prior to Excavation
Notify the Contracting Officer at least 15 days prior to starting excavation work.
1.10 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)
This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
SECTION 01 11 00 Page 10
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
1.10.1 Schedule of Monthly Anticipated Adverse Weather Delays
The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.
See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY
ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A
reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50
WEATHER, WATER STAGE AND TIDE DATA.
1.10.2 Contractor Responsibility
Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor must record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in a previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.
1.11 UNITS OF MEASURE
The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of his work. All survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings, shall clearly denote which system of measure is being utilized, referenced or discussed. Any omission or inaccurate use of a unit of measure on the part of the Contractor shall not relieve him of his responsibilities under the contract terms. The unit of measure used in this contract is the U.S. Imperial system. The contract drawings denote both standard U.S. system and metric system where appropriate. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, then they are to be considered the standard U.S. Imperial system.
