PART 2 PRODUCTS (NOT APPLICABLE)
PART 3 EXECUTION
3.1 MONITORING REQUIREMENTS
3.1.1 General
Inland water samples shall be obtained and analyzed for turbidity.
Sampling shall be conducted in accordance with techniques described in the latest edition of "Standard Methods" published by the American Public Health Association (APHA), American Waterworks Association (AWWA), and
SECTION 01 57 25 Page 2
Water Pollution Control Federation (WPCF), and other current techniques recognized by the scientific community and approved by the Jacksonville District, Corps of Engineers. Samples obtained for turbidity analysis shall be analyzed within 30 minutes of collection. Samples shall be taken with a sampler in a manner to obtain samples uncontaminated by water from any other depth.
3.1.1.1 Turbidity Monitoring Equipment
Monitoring required for turbidity shall be measured in Nephelometric Turbidity Units (NTU) using a standard Nephelometer. Global Positioning System (GPS) is also required to record sampling stations. The Contractor shall provide the Government with a certification, attesting to the accuracy of his testing equipment and procedure. The Contractor shall also provide the Contracting Officer with a duplicate of the standard used to calibrate his testing instrument as well as a complete set of operating instructions for the turbidity testing equipment. The Contractor and the Contracting Officer will use this standard throughout the project to maintain the calibration of the equipment.
3.1.2 Dredging and Disposal Locations
Routine monitoring shall occur at the following locations:
3.1.2.1 Station Descriptions
a. Station 1a (Compliance Turbidity): Shall be taken at the outer edge of the turbidity barrier for the C-102 and L-31E canals down current of the point of discharge and in the direction of any visible plume in the area of the worksite. If the result is greater than zero above background on the outer edge of the barrier cloth in the C102 canal, station 1c shall also be monitored.
b. Station 1b (Compliance Turbidity): Shall be taken directly downstream on the outer edge of the S705 barrier cloth in the C-102 canal. If any visible plume noted leaving the worksite (C-102 canal turbidity barrier for S705) due to construction activity and Station 1b exceeds 0 NTU above background, compliance monitoring shall also be required directly downstream of the S-21A structure within C-102 at monitoring point 1c. It should be noted that the area proximate to the construction work and up to the OFW boundary are Class III waters with allowance of 29 NTUs above background.
c. Station 1c (Compliance Turbidity): Must be 0 NTU's above background when work is being conducted in the C-102 canal and the contractor cannot maintain 0 NTU's above background at the boundary of the work area . This station shall be located at the S21A which is the boundary to the OFW. Zero NTU's above background is the standard for an OFW.
d. Station 2 (Background Turbidity): Area beyond any turbidity generated by the project and to be established upstream of the work area in the C102 canal.
3.1.2.2 Turbidity
Effective means of turbidity control, such as, but not limited to, turbidity curtains or the discontinuance of flow activity to and from the affected STA(s) cell(s), shall be employed during all maintenance
SECTION 01 57 25 Page 3 activities that may create turbidity so that turbidity shall not exceed 29 NTUs above background, beyond the limits of construction. Turbidity controls and/or preventive operation procedures shall remain in place until all turbidity has subsided and the turbidity level at the point of discharge to receiving waters meets state standards. Turbidity monitoring equipment and personnel trained to use it shall be available on site at all times during maintenance activities that result in project-generated turbidity levels in the receiving water body. Turbidity samples shall be taken during installation and removal of earthen cofferdams. Once a cofferdam is removed, the structure will be turned over to SFWMD for flushing, with the turbidity curtains still in place. Once flushing has been completed, the turbidity curtains will be removed. Additional sampling shall be performed when the Contracting Officer determines that there may be non-compliance with water quality standards. The permittee shall monitor turbidity levels at least twice daily at a minimum of 4 hours apart during these activities as follows:
a. Compliance at Station 1a., 1b., and 1c. Station 1a and 1b shall only be monitored if there is construction activity at either or both of those sites. 1c shall be monitored only if 0 NTU above background is noted outside the work zone.
b. Background at Station 2.
3.2 TURBIDITY TESTS
3.2.1 Testing
Whenever there is doubt as to the adequacy of the testing or validity of the results, the Contracting Officer may direct that additional tests be performed at no additional cost to the Government.
3.2.2 Reporting
The monitoring data shall be recorded on summary forms that contain the pertinent information in the following paragraphs. Example forms are on the web site indicated in paragraph CONSTRUCTION FORMS AND DETAILS below.
All data shall be forwarded (electronically) to the Contracting Officer, Environmental Branch (CESAJ-PD-E), and SFWMD within 7 days of collection and to FDEP quarterly as required by permit. Electronic mail addresses of the Corps and FDEP personnel to receive these reports will be provided at the Preconstruction Conference meeting. Reports shall be provided in Excel Spreadsheet (.xls) files.
3.2.2.1 Report Contents
a. Permit number.
b. Dates and times of sampling.
c. A statement describing the methods used in collection, handling and storage.
d. A clear description of project component activities taking place at the time of sampling.
e. A map indicating and labeling the sampling locations.
f. A statement by the individual responsible for implementation of the sampling program concerning the authenticity, precision, limits of detection, and accuracy of the data.
g. Results of the sampling.
SECTION 01 57 25 Page 4
3.2.2.2 Monitoring Reports
Monitoring reports shall also include the following information for each day that samples are taken:
a. Depth of water body.
b. Depth of sample location.
c. Antecedent weather conditions.
d. Wind direction and velocity.
3.2.2.3 Notification
If turbidity exceeds background levels by more than 29 NTU outside the worksite in the S102 canal directly outside of the turbity barrier in the C102 canal or equal or greater than 0 NTU within the OFW directly downstream of S-F21A in canal C-102, the Contractor shall immediately notify Corps PD-ES (Jim Riley 904-232-2438 or Savanna Royals 904-232-2037) and the Contracting Officer, or on the morning of the following work day if it occurs after normal work hours. In addition, project component activities contributing to elevated turbidity levels shall immediately cease, and the SFWMD and FDEP shall be notified immediately. Work shall not resume until corrective measures have been taken and turbidity has returned to acceptable levels as determined by proper testing described in subparagraph "Dredging and Disposal Locations" above.
3.3 WORK DELAY
Delays in work due to the fault or negligence of the Contractor or the Contractor's failure to comply with this specification shall not be compensable. Any adjustments to the contract performance period or price that are required as a result of compliance with this section shall be made in accordance with the provisions of the Clause SUSPENSION OF WORK of Section 00700 CONTRACT CLAUSES in Volume 1.
