About this file
This is a Questions and Answers document for federal solicitation W912EK26RA011, issued by the U.S. Army Corps of Engineers (USACE). The document contains six clarifying questions and answers posted as of January 27, 2026, with a deadline for additional questions set for February 3, 2026 at 2:00 P.M. CST. All clarifying questions must be submitted via email to contract specialist Jake Anderson at jake.t.anderson@usace.army.mil, and solicitation responses must be submitted by email to the same contact.
The contract involves campground management and maintenance services for two facilities: Acorn Valley Campground and Cherry Glen Campground. Cherry Glen comprises four buildings (two shower buildings of approximately 1,300 square feet each and two comfort station buildings of approximately 700 square feet each), while Acorn Valley comprises three shower buildings of approximately 1,000 square feet each. All buildings are public restroom facilities with multiple showers, sinks, and toilet stalls requiring daily cleaning and maintenance. A minimum of four workers is required (two per campground) to meet the daily schedule of duties, with two sets of workers per park needed to provide seven-day-per-week coverage. The contractor must provide all necessary equipment and supplies (brooms, mops, brushes, buckets, squeegees, shovels, hoses, and similar items), while the government supplies cleaners, disinfectants, soap, toilet paper, trash liners, and pest control sprays through pickups on Tuesdays and Thursdays from 12:30 p.m. to 1:00 p.m. The contractor team must reside on-site in government-provided RV sites (two sites in each campground at no cost), with only contractor team members permitted as occupants of their designated campsites. Prime contractors are encouraged to conduct site visits; subcontractors conducting site visits require coordination through Mr. Phillip Rustad and Jake Anderson.

W912EK26RA011 - QUESTIONS AND ANSWERS
AS of: 01/27/2026: 6 Questions and Answers Total:
Q1 – 01/20/2026: Site visit Request, please let us know if there are any special instructions or any information you require from us to schedule an appointment for the site visit. Kindly confirm who will escort the visitors on the site. Any Special instructions for the attendees?
A1 – 01/20/2026: A site visit is permitted, and you will need to make coordination with Mr. Phillip Rustad at Phillip.d.rustad@usace.army.mil, and CC jake.t.anderson@usace.army.mil to finalize the site visit. We encourage that only the PRIME contractor conducts the site visit. If a Sub-Contractor is conducting the site visit, the PRIME contractor shall explain and provide the statement of work (SOW) and understand the conditions set in the SOW. I also want to point out that ALL clarifying questions regarding this solicitation shall be sent via email directly to contract specialist (CS) Jake Anderson at jake.t.anderson@usace.army.mil. Also keep in mind that questions are due no later than Tuesday, 03 February 2026 @ 2:00 P.M. CST
Q2 – 01/20/2026: I am reaching out to request clarification regarding Solicitation No.
W912EK26RA011. Could you please advise on how you would like this solicitation response to be submitted (e.g., email, procurement portal, or other method)?
A2 – 01/20/2026: Please respond via email to contract specialist Jake Anderson jake.t.anderson@usace.army.mil.
Q3 – 01/20/2026: While reviewing the bid contract on SAM.gov, I noticed a requirement for a minimum of two workers. Could you please clarify if this means two workers in total for the contract, or if you require two workers per campground? Additionally, do you believe it is feasible to service both campgrounds with a total of two workers?
A3 – 01/20/2026: Note section 4.2 Schedule of duties and the timeline framework for completing the work daily. 2 is a minimum per park, so with 2 parks it would take 4 people. It would not be feasible for 2 workers to service both campgrounds.
There are 4 total campsites available, 2 in Acorn Valley and 2 in Cherry Glen campgrounds. Typically, there are 2 sets of workers per park to cover 7 days a week. Also note Item 1.8.1 for Live On-Site requirements and item 1.8.2 for RV requirements.
Q4 – 01/20/2026: First, I wanted to ask about on-site residency. I have two children, and if permitted, my husband, children, myself, and select employees would be interested in residing on the property during the contract period. Please let me know if this is an option and if there are any requirements or limitations.
Additionally, I would like clarification regarding cleaning supplies. The contract states that the contractor is responsible for providing all supplies and products necessary to clean and maintain the properties. However, a later section notes that certain items, such as pest control sprays and green cleaning supplies, will be provided on Tuesdays and Thursdays. Could you please clarify which supplies are expected to be contractor-provided versus those supplied by your organization?
A4 – 01/20/2026: See Section 1.8.2 states that the contractor team shall be the sole occupants of their campsite.
See Section 2. states that supply pick up is Tuesday and Thursday from 12:30pm – 1:00pm for the government supplied items. These items include cleaners, disinfectants, soap, toilet paper, trash can liners, pest control sprays etc.
See Section 3. for the contractor supplied items listed. The Contractor shall furnish all necessary equipment to accomplish the job which include items such as brooms, leaf blowers, brushes, buckets, mops, squeegees, shovels, hoses, nozzles, step ladders, plunger, dust pans, rags, paper towels etc.
Q5 – 01/20/2026: Regarding the live-on-site requirements, is it possible for two people to live on one campground, or is it required to have personnel living on each campground?
A5 – 01/20/2026: SOW Section 1.8.3 GOVERNMENT PROVIDED RV SITE: Two designated RV sites will be provided by the Government at no cost to the Contractor (2 sites in Acorn Valley Campground and 2 sites in Cherry Glen Campground).
Q6 – 01/21/2026: Specifically, could you please provide clarification on the following items: Scope of work and frequency of services? Square footage and number of buildings/areas included?
A6 – 01/27/2026: Cherry Glen Campground: 4 buildings.
The Square Footage (2 Shower Bldgs. Approx. 1300 sq. ft.) This is not like a residence as this is a public restroom facility with 8 showers, 8 sinks, 8 toilet stalls (Men’s and Women’s side). The center of the building is the plumbing and electrical area (janitorial area) about 1/3 of the building.
The Square Footage (2 Comfort Station Bldgs. Approx. 700 sq. ft.) This is not like a residence since this is a public restroom facility with, 8 sinks, 8 toilet stalls (Men’s and Women’s side). The center of the building is the plumbing and electrical area (janitorial area) about 1/3 of the building.
Acorn Valley Campground: 3 buildings.
The Square Footage (3 Shower Bldgs. Approx. 1000 sq. ft.) This is not like a residence as this is a public restroom facility with 4 showers, 4 sinks, 6 toilet stalls (Men’s and Women’s side). The center of the building is the plumbing and electrical area (janitorial area) about 1/3 of the building.
