About this file
This is a Questions and Answers document for a federal procurement for the Dresden Island Lock and Dam Rotary Screw Air Compressor Purchase.
The Government seeks to procure a 300 horsepower, two-stage rotary screw air compressor capable of delivering 1,582 CFM at 125 psig, along with electrical wire (750 feet of 500kcmil spooled in 250-foot lengths on three spools, plus 300 feet of 1/0 wire on one spool). The compressor must operate at 460V, 3-phase, 60Hz and include outdoor modifications, a sound-attenuated enclosure, NEMA 4 starter rated for permanent outdoor installation on a concrete pad exposed to the elements, and low ambient -20°F capability to prevent moisture freezing in distribution piping. This is not a brand-name-specific procurement; any manufacturer/model meeting all stated technical specifications is acceptable. All three line items must be quoted together with a submission deadline of September 11, 2026, at 2:00 PM Central Standard Time. The Government will handle site preparation, concrete pad installation, equipment offloading, conduit and wire installation, electrical termination, and discharge pipe connection. The contractor's sole on-site responsibility is providing a qualified technician for startup, commissioning, operational testing, and training after the Government completes installation and electrical connections; this process may not occur the same day as delivery and will be scheduled through Government coordination. Bonding, insurance, licensing, wage determinations, Buy American documentation, site visits, and the SBA Nonmanufacturer Rule do not apply to this procurement.

Questions for the Dresden Island Lock and Dam Rotary Screw Air Compressor Purchase
1Q. The purchase description states 250 HP, two-stage, and 1,582 CFM at 115 psig. Must all three values be met exactly, or is an OEM unit rated 1,582 CFM at 125 psig or another pressure acceptable?
1A. Yes, all three values must be met exactly. I think there is a range of 115-125 discharge pressure, but we listed 115.
2Q. Is the requirement brand-name, brand-specific, or “or equal,” and is there a known acceptable OEM/model?
2A. No, this is not a brand name procurement.
3Q. Please confirm 460 V, phase, and frequency.
3A. 460V, 3 phase, 60Hz
4Q. Please clarify the scope of “setup,” because Government personnel will unload the compressor and install/terminate the wire, while the vendor/manufacturer must provide startup and operational testing.
4A. “Setup” meaning power up the unit, check the control screen, make adjustments as needed, set it up for proper operation and checks, look for leaks. This will be done after the government terminates the wires.
5Q. Is a site visit required or available? If so, please provide the date and access procedure.
5A. No, a site visit is not required, since the government is responsible for installation of the concrete pad, conduit, wire, and discharge pipe.
6Q. Please confirm whether bonding, insurance, licensing, wage determinations, country-of-origin/Buy American documentation, or special delivery requirements apply.
6A. Not required.
7Q. 7. Must all three items be quoted together? Please confirm the time zone for the September 11, 2026 2:00 PM deadline.
7A. Yes, quote all three items together. Central Standard Time as noted on SAM.GOV post.
8Q. The solicitation states that Government personnel and equipment will offload the compressor and install the wire, while the vendor or manufacturer must provide a qualified technician to start up the unit and test it for proper operation after delivery and setup. Please confirm whether the contractor is responsible for any mechanical/electrical connections or physical installation/setup of the compressor, or whether the contractor’s on-site responsibility is limited to startup, commissioning, and operational testing.
8A. The contractor is only responsible for startup, commissioning, and operational testing.
9Q. Whether the SBA Nonmanufacturer Rule applies to this total small-business supply acquisition, and if so whether any class or individual waiver applies.
9A. Does not apply.
10Q. Whether the Government will accept any manufacturer/model that meets every stated technical requirement (250 HP, 460V, two-stage rotary screw, outdoor modifications, sound-attenuated enclosure, NEMA 4 starter, and all other solicitation requirements).
10A. Yes, this is not a brand name requirement.
11Q. Whether manufacturer-authorized startup/commissioning, training, or onsite services are required beyond delivery, and if so the exact requirement.
11A. The contractor is responsible for startup/commissioning, training, and checking for proper operation. Depending on the day and time the compressor is delivered, the process of startup/commissioning, training, and checks for proper operation may not happen the same day of delivery. The government will be in contact with the vendor to get this process scheduled.
12Q. Whether there is an incumbent or prior purchase for substantially similar compressor equipment at Dresden Island that offerors may reference for compatibility purposes.
12A. I’m not 100% sure what the question is on this one. This is not a brand name requirement, but the offer must meet the specs in the scope.
13Q. Whether the SBA Nonmanufacturer Rule applies to this total small-business supply acquisition, and if so whether any class or individual waiver applies for this contract.
13A. Does not apply.
14Q. Whether the Government will accept any manufacturer/model that meets every stated technical requirement (250 HP, 460V, two-stage rotary screw, outdoor modifications, sound-attenuated enclosure, NEMA 4 starter, and all other solicitation requirements).
14A. Yes, as long as it meets the requirements.
15Q. Whether manufacturer-authorized startup/commissioning, training, or onsite services are required beyond delivery, and if so the exact requirement.
15A. The contractor is responsible for startup/commissioning, training, and checking for proper operation. Depending on the day and time the compressor is delivered, the process of startup/commissioning, training, and checks for proper operation may not happen the same day of delivery. The government will be in contact with the vendor to get this process scheduled.
16A. Does the compressed air need to be dried to -20°F?
16Q. “Low Ambient -20F” call out is directly involved in preventing moisture from freezing inside the distribution piping. The compressor needs to be designed to prevent freezing of the pipes.
17Q. Whether there is an incumbent or prior purchase for substantially similar compressor equipment at Dresden Island that offerors may reference for compatibility purposes.
17A. There are no other compressors for reference. This is not a brand name requirement, but the offer must meet the specs in the scope.
18Q. The specification calls for a 250 HP, two-stage rotary screw compressor capable of delivering 1,582 CFM at 115 psig. Based on our review, the 1,582 CFM performance appears more consistent with a 300 HP configuration. Could you please confirm whether the 250 HP requirement is correct, or whether a 300 HP unit meeting the specified 1,582 CFM performance would be acceptable?
18A. There is a 250HP requirement. 300HP will not be accepted.
19Q. Could you please confirm whether the Government will accept a brand-name-or-equal compressor that meets all required technical and performance specifications, or whether a specific manufacturer/model is required?
19A. There is not a brand name requirement.
20Q. Utilize the information in the scope of work. There will be a total of 750ft of 500kcmil spooled in 250 ft lengths on 3 spools. The 1/0 will be the whole 300 ft on one spool.
20A: The Schedule of Prices has been updated.
21Q. Can you please confirm you want 1582 CFM machine : which is a large machine around 250 HP or so.
21A. There will be an amendment to correct the PSI and HP. Required specs are 300 HP @ 125
PSI, 1582 CFM.
22Q. I did not notice any kind of receiver tanks , air dryer , etc. A. Do you want a full system proposal?
22A. Please provide a quote for an air compressor that meets the specs.
23Q. I noticed the NEMA4 electrical that is for an outdoor rated system would you be able to confirm this machine is outdoor? Or where it will be located on site?
23A. Yes, the machine will be permanently installed on a concrete pad outside, exposed to the elements.
24Q. The CFM performance can only be achieved by a 300HP compressor, not a 250 HP compressor. Could you please confirm what the priority is: CFM output or HP?
24A. Please provide a quote for a 300HP @ 125 PSI 1582 CFM air compressor that meets all specifications listed in the Purchase Description.
