About this file
This is a Questions and Answers document for RFQ W912EK26QA056 issued by the U.S. Army Corps of Engineers for the procurement of slings and shackles for the National Forest Fire Management Coalition (NFFMC).
The document addresses six vendor inquiries regarding contract specifications and delivery requirements. Key clarifications include: CLIN 0002 (shipping crates) will be increased from five to six units to align with CLIN 0001's requirement of 600 assembled units (100 units per container); CLIN 0003 covers freight costs, establishing that the contractor bears transportation costs for CLIN 0001 and CLIN 0003, while freight is included in CLIN 0003; wooden crate plans and Corps signature artwork specifications are attached to the RFQ; each container requires a full-color, six-inch by six-inch Corps signature on all four sides; and delivery to Building 331 at Rock Island Arsenal requires compliance with U.S. Army Garrison access procedures outlined at the provided visitor information link. Regarding sling specifications, the government indicated no preference between 6x19 or 6x37 rope class construction or bright versus galvanized finish, provided all slings meet solicitation requirements. The document concludes with guidance that under the Revolutionary FAR Overhaul model, this RFQ for commercial products at or below the simplified acquisition threshold is governed by RFO FAR Part 12, and clarifications addressing material ambiguities should be provided to all prospective quoters with RFQ amendments when necessary.

Questions and Answer – RFQ W912EK26QA056 – Sling and Shackles for NFFMC
1. Crate quantity: The purchase description requires 100 assembled units per container, and CLIN 0001 is for 600 assembled units, which implies six containers. However, CLIN 0002 prices only five shipping crates. Please confirm whether CLIN 0002 should be changed to six, or whether the fifth and sixth containers are treated differently.
a. CLIN 0002 will be switched to 6 units.
2. Transportation cost on CLIN 0002: Section F shows the party to pay transportation costs as the Contractor for CLIN 0001 and CLIN 0003, but as the Government for CLIN 0002.
Block 11 of the SF 1449 indicates FOB destination. Please confirm which party bears the freight costs for CLIN 0002.
a. CLIN 0003 covers freight.
3. Wooden crate plans: The purchase description states "Wooden Crate plans are attached," but we do not find the plans in the posted solicitation. Please provide them, or confirm if a ULINE Bulk Container Model H-1736 with Lid H-4106, or similar, is acceptable in place of a plan-built crate.
a. See Attached.
4. Corps signature artwork: The purchase description requires a full-color, six-inch by six-inch Corps signature on all four sides of each container "as indicated on the attached sheet". We do not find that sheet in the posted solicitation. Please provide the artwork file and confirm whether the signature must be a printed and applied label or if it may be stenciled or otherwise directly marked.
a. See Attached.
5. Base access on delivery: CLIN 0003 is for Delivery, one lot, with entry through the US Army Garrison access gate at 23 Prospect Drive, Moline. Please confirm whether the contractor is responsible for arranging carrier base access and any required escort to Building 331, and whether advance notice is required.
a. Requirements for commercial access is outlined on https://home.army.mil/ria/about/visitor-information.
Q: The construction, finish and diameter are not called out on the sling. Based on the load requirements, I have narrowed it down to a 5/8” diameter in either a 6x19 or 6x37 rope class. Do you have a preference on the construction and also the finish (bright vs galvanized). I will be able to meet the load criteria in either case but just wanted to ask if there was a preference.
A: No preference other than the slings meeting the requirements in the solicitation.
BLUF: Under the Revolutionary FAR Overhaul (RFO) model deviation text, an RFQ for commercial products at or below the simplified acquisition threshold (SAT) is governed principally by RFO FAR Part 12—not RFO Part
13. The RFO text does not require a formal Q&A process or a Q&A attachment. However, the contracting officer should account for vendor questions that reveal a material ambiguity or change to the requirement by https://home.army.mil/ria/about/visitor-information
