About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity W912EK26QA054, a roof replacement project issued by the U.S. Army Corps of Engineers (USACE).

The project involves replacing two roofs on the same building structure. Roof No. 1 requires a 72-mil fully adhered PVC membrane system with dual-layer polyisocyanurate insulation (2.5-inch and 3-inch boards totaling 5.5 inches nominal thickness with minimum R-30 value), vapor barrier, 1/2-inch polyiso coverboard, 22-gauge coping, tapered insulation for drainage, and a 20-year manufacturer warranty. Roof No. 2 is a small lean-to structure requiring a 24-gauge standing-seam metal system with full-deck underlayment coverage, self-adhered ice-and-water membrane, and provisions for wood replacement in kind. The project magnitude is estimated at $25,000 to $100,000 under the old FAR ranges. Performance must be completed within 90 days of Notice to Proceed, with Section 00 73 00 specifying September 17 through December 17, 2026 (subject to modification pending bond approval). Contractors must conduct on-site inspections for accurate bidding, with inspections available until bid closing. Access is limited to foot traffic across miter gates, with vehicle parking and crane operations permitted on the Illinois side of the dam. EM 385-1-1 safety standards apply and will be enforced. No Government hoisting equipment will be furnished, no special insurance is required, and both roof areas may be worked concurrently. PVC roofing is mandatory; alternative rubber roof systems will not be considered.

W912EK26QA054 – Questions and Answers

Q: Is there a project magnitude range available?

A: Revolutionary FAR Overhaul has removed the magnitude of construction, however, per the old FAR ranges, this would be classified as $25,000 to $100,000.

Q: Any photos, measurements, or drawings of the roofs?

A: Reference drawings attached from previous roof replacement. Contractors should verify all specifications for accurate bidding.

Q: Flat roof? Location of the shingle roof?

A: There is no shingle roof for this requirement.

Q: Roof limits, quantities, and technical documents. Please provide a dimensioned roof plan clearly identifying Roof No. 1 and Roof No. 2 and confirm whether they are adjoining areas on the same structure or roofs on separate structures. Provide each area's dimensions, slopes, elevations, gross square footage, perimeter, coping, wall-flashing, and drip-edge lengths. Also provide available as-built drawings, details, photographs, inspection reports, and prior repair records, or confirm that the PWS and location maps are the complete technical package.

A: Reference drawings attached from previous roof replacement. Contractors should verify all specifications for accurate bidding. Roof #2 is a small lean to roof attached to the rear of the same building.

Q: Existing assemblies, decks, and condition information. Please identify the existing roofing layers and thicknesses at each roof; the concrete-deck construction at Roof No. 1;

and the wood-deck material, thickness, fastening, framing, nailers, fascia, and known deterioration at Roof No. 2. Provide any roof-core, moisture-scan, infrared, structural, or leak-investigation reports and identify known wet insulation or damaged substrates.

A: Reference drawings attached from previous roof replacement. Contractors should verify all specifications for accurate bidding.

Q: Hazardous materials. Has the existing roofing, flashing, sealant, coating, insulation, or other material to be disturbed been tested for asbestos, lead, PCBs, or other hazardous substances? Please provide all surveys and confirm responsibility for testing, abatement, regulated disposal, and resulting schedule impacts.

A: No testing has been conducted.

Q: Missing Roof No. 1 Task 8 and rooftop items. The Roof No. 1 task sequence proceeds from Task 7 to Task 9. Please provide the omitted Task 8 scope or confirm that no Task 8 work is required. Also identify all penetrations, curbs, vents, conduits, antennas, navigation horns, anchors, lightning-protection components, and the fixed ladder that require removal, disconnection, temporary support, modification, flashing, repair, code upgrade, or reinstallation, including trade and outage responsibilities.

A: There is no actual missing task. Task numbering is a clerical error. All work is defined in the tasks provided.

Q: Roof No. 1 complete PVC assembly. Please define the complete Roof No. 1 assembly, including required insulation R-value, total thickness, type, density, and two-layer requirements; vapor-barrier product and installation; the intended 1/2-inch polyiso cover-board product and performance criteria; and acceptable manufacturers, color, reinforcement, attachment, approvals, flashings, and accessories for the 72-mil fully adhered PVC membrane. Confirm the limits and coverage of the required 20-year manufacturer warranty, installer certification, and manufacturer inspections.

A: Provide the insulation in not less than two layers, with joints staggered and offset between layers. Use 2.5-inch and 3-inch polyisocyanurate insulation boards, for a nominal total thickness of 5.5 inches, provided the combined value meets or exceeds R-30

Q: Roof No. 1 tapered insulation, drainage, and coping. Please provide existing deck elevations and the intended drainage layout and confirm responsibility for the tapered-insulation design and engineering. Provide scupper and overflow dimensions and details, including any conductor head, downspout, extension, or masonry modification. Also provide the 22-gauge coping profile, dimensions, attachment, finish, color, joint details, and treatment at the stone wall cap.

A: Reference drawings attached from previous roof replacement. Contractors should verify all specifications for accurate bidding.

Q: Wind-uplift and attachment design. Please provide the governing design wind speed, exposure and risk categories, internal-pressure classification, roof-zone uplift pressures, edge and corner requirements, safety factors, required system approvals or testing, and whether signed or sealed attachment calculations are required for either roofing system.

A: All specifications should meet the manufactures’ warranty standards.

Q: Roof No. 2 standing-seam metal system. Please provide the roof pitch and panel layout and define the required 24-gauge standing-seam system, including acceptable manufacturers, panel width, seam height and type, substrate, clips and spacing, thermal movement, fasteners, closures, low-slope requirements, Kynar/PVDF color and coating criteria, and required material, finish, and weathertightness warranties.

A: Contractors should conduct an onsite inspection for accurate bidding.

Q: Roof No. 2 ice-dam membrane and underlayment. Please clarify whether the specified 'ice dam' means a self-adhered ice-and-water membrane and define its required locations and widths, including whether full-deck coverage is required. Identify the required high-temperature underlayment product and installation requirements beneath the standing-seam panels.

A: Underlayment should cover the entire deck.

Q: Roof No. 2 wood-repair allowance and limits. Please provide a Government-established allowance or estimated quantity for rotten or damaged wood replacement and define whether it includes only sheathing or also rafters, trusses, blocking, nailers, fascia, and wall framing. Provide required materials, thicknesses, grades, treatment, and fasteners. If quantities cannot be established before demolition, confirm the required unit-price basis, Government inspection and approval process, and how work beyond the allowance will be compensated.
