About this file

This is a Questions and Answers document for Solicitation No. W912EK26QA043, issued by the U.S. Army Corps of Engineers (USACE) for the procurement of a 500 ekW / 625 kVA standby diesel generator set with subbase fuel tank and associated installation services at Starved Rock Lock and Dam.

The Government will accept technically equivalent generator sets from any manufacturer meeting stated performance requirements (480/277 V three-phase, inline-6 diesel of not less than 928 cubic inches at 1800 RPM, Class H insulation, UL 2200 listed enclosure, and UL 142 listed subbase tank), and engineers will evaluate and approve proposed units. DFARS 252.225-7001 domestic preference clause will be added via Amendment 0001; FAR 52.219-33 (SBA nonmanufacturer rule) will also be added with no known waiver available. The 180-calendar-day delivery requirement is mandatory. The solicitation includes seven Contract Line Items (CLINs), all of which must be quoted with only one award to be made. The Government intends to award before 30 September 2026. Contractor responsibilities include offloading and setting the generator, providing crane or heavy-haul equipment, conducting certified technician startup and four-hour load bank testing, providing operator training, and making fuel connections. The Government will provide fuel for startup and testing, install conduit and cable, terminate all conductors at the unit-mounted breaker, conduct electrical terminations and grounding, perform anchoring using wedge anchors, and remove the existing generator prior to delivery. A concrete pad exists at the 15' x 25' installation location. Neither Service Contract Labor Standards nor Davis-Bacon Act wage rates apply. Manufacturer's standard commercial warranty and published O&M documentation are acceptable at offer time, with complete O&M manuals furnished at delivery if not previously released. Bid, payment, and performance bonds are not required. Quotations should be submitted to Katherine.D.Behrens@usace.army.mil with cc to Jeffrey.R.Voss@usace.army.mil.

SOLICITATION NO. W912EK26QA043

QUESTIONS AND ANSWERS

The Line Item 0001 specification includes several parameters that appear specific to a particular manufacturer's product line, including "Voltage Regulator and Slope – D350 2:1 slope," "Emissions/Certifications – EPA ESE," "Aftercooler Type – ATAAC," winding pitch of 0.6667, and rated amps of 751.8. Will the Government evaluate as technically acceptable a generator set from any manufacturer that meets the stated performance requirements — 500 ekW / 625 kVA standby at 480/277 V three-phase, inline-6 diesel of not less than 928 cubic inches at 1800 RPM, Class H insulation, UL 2200 listed enclosure, and UL 142 listed subbase tank — where specific component nomenclature differs? If certain listed parameters are mandatory rather than descriptive, we request that the Government identify which are salient characteristics.

Yes, we evaluate as technically acceptable from any manufacturer. Our engineer will evaluate and approve or disapprove proposed generators. We are not targeting a specific brand. We have a TEKSAN on a previous acquisition and it has been a great generator.

The solicitation does not appear to include FAR 52.225-1, DFARS 252.225-7001, or DFARS 252.225-7036. Please confirm whether any domestic preference or domestic content requirement applies to the end items under Line Items 0001 through 0007.

DFARS 252.225-7001 will be added on Amendment 0001. The other two are not applicable.

Paragraph 1 states that USACE will install the cable and conduit prior to delivery of the generator, and the submittal list requires the contractor to provide drawings showing conduit void location. Because enclosure footprint, tank dimensions, and stub-up opening location vary by manufacturer, please clarify: (a) will the Government install its conduit only after reviewing and accepting the awarded contractor's dimensional submittal; or (b) has the conduit layout already been fixed, in which case will the Government furnish the pad and conduit stub-up drawing so that offerors may confirm compatibility prior to quoting?

As per the SOW, USACE is installing the conduit and cable, it is not installed yet. This is why we need drawings of the generator, enclosure, and the sub tank to know where to stub up the conduit, because stub up location varies by manufacturer. Note, the subbase fuel tank must meet the size requirements in the SOW listed under:

“SUBBASE FUEL TANK – The fuel tank width shall be the same width as the generator enclosure and an allowance of up to three feet longer than the enclosure.”

Please confirm whether a concrete pad or foundation exists at the installation location and whether pad preparation is within the contractor's scope. The specification lists "anchoring recommendations" as a required submittal; please confirm whether physical anchoring of the generator and fuel tank is performed by the contractor or by the Government.

Yes, a concrete pad exists at the installation location. Anchoring of the generator will be performed by the Government. We assume we will use wedge anchors but would like a recommendation by the contractor/manufacturer in case a different method is preferred.

Paragraph 1 describes a turn-key installation with the exception of cable and conduit, which USACE will install. Please confirm whether termination of the 400 KCMIL and 4/0 conductors at the generator's unit-mounted 800 A breaker is performed by the contractor or by the Government.

Termination of the conductors will be done by the Government.

The specification requires a certified technician to conduct a four-hour load bank test and requires first fill of lubricating oil and coolant but does not address diesel fuel.

Please confirm (a) whether the subbase fuel tank is required to be delivered filled or partially filled, and (b) whether fuel consumed during the load bank test is furnished by the Government or by the contractor.

The Government will provide the fuel for the start up and load bank test.

The contractor is required to furnish crane or other equipment to offload and set the generator in place. Please provide or confirm the following: access route and any weight or width restrictions for heavy-haul delivery; available crane setup area and ground bearing capacity adjacent to the installation location; any overhead obstructions or clearance limitations; and any site-specific safety, escort, or access-badging requirements for contractor personnel and delivery drivers.

Access route on site has regular heavy-haul deliveries. In the specific area of offloading the generator, there are overhead power lines on one side. We recommend a site visit by contractors to plan the offloading. Pictures of delivery site are attached.

Please confirm whether an existing generator or associated equipment is present at the installation location, and if so, whether removal and disposal is within the contractor's scope of work.

There is an existing generator at the delivery location that will be removed by the Government before delivery of the new generator.

The scope includes on-site work by contractor personnel, including rigging and setting the generator, certified technician startup, load bank testing, and operator training.

Please confirm whether the Service Contract Labor Standards (FAR 52.222-41) or the Davis-Bacon Act (FAR 52.222-6) apply to any portion of this requirement, and if so, please provide the applicable wage determination.

Neither Service Contract Labor Standards nor Davis-Bacon Act wage rates apply.

The specification requires submission of the manufacturer warranty but does not state a minimum warranty period or coverage type. Please confirm whether a minimum warranty duration or coverage level is required, or whether the manufacturer's standard commercial warranty is acceptable.

Manufacturer’s warranty is acceptable.

The solicitation requires the O&M manual and manufacturer warranty to be submitted with the offer for evaluation of technical acceptability. Some manufacturers do not release complete O&M documentation prior to order placement. Will the Government accept the manufacturer's standard published documentation and warranty summary at time of offer, with the complete O&M manual furnished at delivery?

If the proposed manufacturer doesn’t release the complete O&M, then the standard documentation will suffice until the complete O&M is furnished on delivery.

Please provide the Government's anticipated award date. Additionally, given the 180-day delivery requirement for Line Item 0001 and manufacturer price escalation on generator sets, will the Government accept an offer acceptance period shorter than the 30 days contemplated by FAR 52.212-1?

The Government intends to award any resultant contract before 30 September 2026.

Please confirm whether the 180-calendar-day delivery requirement for Line Item 0001 is mandatory, such that an offer proposing a longer delivery period would be evaluated as technically unacceptable.

180-day delivery requirement is mandatory.

We note the following apparent discrepancies and request clarification or correction by amendment: (a) Block 1 of the SF 1449 indicates "Page 1 of 28" while the continuation pages are numbered "of 33"; (b) the enclosure specification references wind load compliance with "ASCE/SE17," which we interpret as ASCE/SEI 7 — please confirm;

and (c) the first bullet under GENERATOR reads "kW generator, standby rated" with no numeric value — please confirm this refers to the 500 ekW rating stated elsewhere in the specification.

Yes, the wind load compliance should state ASCE/SEI 7, and yes, this should be 500 ekW. The page number on page 1 of the SF 1449 states there are 28 pages. This is an error with the contract writing system that is unable to be changed. There are 33 pages total and they are numbered on the top right hand side of each page.

The generator may not be available to deliver within 180 days. How do we state an exception to this?

The generator is required to be delivered within 180 days.

Will the government provide the required circuits needed in the generator for proper operation (battery, jacket heater, etc)? Who will terminate these in the generator? If not, please provide information on where these circuits will be derived from.

Yes, the Government will provide the circuits required. This is why we are asking for a wiring diagram in the submittals, to know exactly what we need and get it installed before the generator arrives.

How close can a crane get to where the generator is being installed?

There is room for a crane, but we recommend a site visit so contractors can see the area.

Are bid bonds or payment and performance bonds required?

No.

What are the available dimensions where the generator will be installed?

15’ x 25’ concrete pad.

Who will terminate the Government-installed cables in the new generator?

The Government will terminate all cables to the new generator.

Will the government receive and offload the materials provided within 30 days without the contractor being present on site?

Yes

Is the contractor responsible for any testing or startup of the transfer switch?

The transfer switch is inside the lock house and will be operated by Government personnel.

Does the SBA nonmanufacturer rule apply and is an applicable waiver available?

Yes. No known waiver is available. FAR clause 52.219-33 will be added to the solicitation via amendment.

Beyond delivery, placement, startup, load-bank testing, and training, is the contractor responsible for electrical terminations, grounding, anchoring, fuel connections, permits, or concrete-pad work?

The Government will conduct the electrical terminations, grounding and anchoring. Fuel connections will be done by the contractor. Permits are not required. Concrete pad is in place.

Is the 72-hour fuel capacity calculated at 100% load or another load level?

Roughly 75%

Are technically equivalent conduit bodies and couplings acceptable in place of the listed reference numbers?

Yes

Must all seven CLIN’s be quoted, or may the Government make partial awards?

All seven CLIN’s must be quoted, and only one award will be made.

Should the completed quotation be emailed to both contracting contacts?

Yes, send quotations to Katherine.D.Behrens@usace.army.mil and cc Jeffrey.R.Voss@usace.army.mil just in case one of them are out of office when the quotes are received.
