About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for elevator maintenance services at the Illinois Waterway Visitor Center. The amendment was issued on August 12, 2026, by the U.S. Army Corps of Engineers, Rock Island District, and modifies solicitation W912EK26QA040 (originally dated July 16, 2026). The response due date has been extended from July 30, 2026, to August 19, 2026.
The amendment revises the Performance Work Statement, evaluation criteria (FAR 52.212-2), and submission instructions to reflect updated requirements for a non-personal services contract providing hydraulic passenger elevator maintenance and inspection services. The contract covers quarterly preventative maintenance, emergency entrapment response (one-hour on-site requirement), urgent service calls (four to eight hours depending on time), and flood inspection/cleaning on a separate billable basis. The contractor must possess minimum five years of commercial elevator maintenance experience, employ certified technicians (NEIEP, CET, or OEM training), and maintain required insurance including general liability of $500,000 per occurrence and employer's liability of $100,000. The pricing schedule includes a base period award through September 30, 2026 (one quarterly service), followed by four one-year option periods (October 1, 2026 through September 30, 2030) requiring four quarterly services annually per period. Quoters must submit a technical volume (maximum ten pages) demonstrating company experience and personnel qualifications, plus a price volume with fully burdened labor rates for regular, overtime, and holiday hours. The Government will award on a Lowest Price Technically Acceptable (LPTA) basis, evaluating technical acceptability on a pass/fail standard against three sub-elements and price based on the grand total of all CLINs. The amendment emphasizes that labor rate schedules will not be evaluated for award but will be incorporated into the contract for pricing future in-scope repair work and authorized premium billing.
